A meeting of the Board of Building Regulations and Standards (BBRS) was held at 12:00 p.m., Tuesday, March
9, 2010 @ the Wellesley National Guard Armory, Wellesley, MA.

Tom Riley (TMR), Don Finocchio (DF), and Mike Guigli (MSG) and Todd Grossman from DPS were present as
well as others as indicated on the attendance sheet, which is on file at the Board. A table of acronyms is found
below. These minutes contain some record of discussion but essentially just motions, seconds, votes, and

Item #11. The meeting was called to order by SM and started with a discussion of the One- and Two-
Family Sprinkler Committee report. The meeting was attended by numerous fire safety personnel,
home builder representatives, and others. The attendance list is on file at DPS and it is noted that the
list may not have reached all attendees or that some attendees may have chosen to not sign in.
Discussion and testimony associated with the subject included, but were not limited to: cost, 0:05
inconsistent practice of water purveyors, maintenance and testing, and what features should define to
minimum system requirements. There was also discussion on a DFS draft of a MA statute to address 1:20
some of the water purveyor concerns. The BBRS closed this discussion with a commitment to address
and come to closure on this issue. Staff notes that this could potentially be with MA amendments to
the 8th edition One- and Two-Family Dwelling code that will be in development the latter part of this

Item #10*. RA gave a summary of action taken by DFS and DPS on adhesive use and other issues with
Manufactured Buildings. After some testimony, the BBRS made three motions and votes concerning
code change proposals with respect to manufactured buildings only: 1:35
1) Motion and second to require mechanical fasteners on ceiling wall board or submission of a alternate to
method of construction that is tested and approved, by an approved testing agency, as a system. 2:10
2) Motion and second to reduce the maximum allowable interstitial space area from 1000 sq ft to 500 sq ft.
3) Motion and second to have a presentation to the BBRS of the Acushnet fire incident.

Item #11. Bob Comacho and Jim Kennedy submitted written comment from the MFBO, on the
proposed 8th edition of 780 CMR Base Volume, and provided several minutes of oral testimony which 2:11
echoed the written comment.

Item #3. Sheet Metal Board (SMB) Status:
SMB will attend the April meeting in Boston and answer questions posed by the BBRS. MSG to MSG

Item #5. 8th edition, Discussion and Votes
Staff presented and BBRS reviewed alternate proposals to the 8th edition, which were amended
since the February BBRS meeting. Several votes were made.
•To move ‘Alternate Proposal’ Chapter 17, as presented today, through the promulgation process, 2:42
motion by DS and second by BG, with unanimous BBRS vote.
•To move ‘Alternate Proposal’ Chapter 34 (IEBC), as presented today, through the promulgation 3:09
process, motion by HS and second by DS, with unanimous BBRS vote
•To move ‘Alternate Proposal’ Appendix G and its attendant amendments to other chapters, as 3:18
presented today through the promulgation process, motion by DS and second by WM, with unanimous MSG
To move ‘Alternate Proposal’ on the townhouse code change (TR to review) through the promulgation 3:33
process motion by DS and second by BG, with unanimous BBRS vote
MSG to review the certification requirements or audit procedures of fabricators in the
1704.2.2 amendment of IBC Chapter 17
MSG to compare IBC Chapter 17 with requirements and definition of the quality assurance
plan in the 7th and per TR possibly use a 6th edition version as guidance document
Item #7. Based on state statute Staff (with input from DPS legal counsel) has provided
guidance that an inspector of buildings or a building commissioner or a local inspector (if so
designated) has the powers and duties of a ‘building official’. BBRS agreed with this guidance MSG 3:16
and recognizes that local building department procedures may vary. BBRS directed Staff to issue
an FAQ on this subject.
Item #11. TMR requested a BBRS approval of an official interpretation for energy
conservation training requirements for building officials. DS motion and WM second and TMR 3:37
unanimous BBRS vote.
