POSITION:                                Home Visiting Officer (tenancy fraud)

RESPONSIBLE TO:                          Senior Housing Choices Officer

Duration:                                12 Month Contract


SUMMARY OF ROLE

Home visiting all private sector applicants for a PCH homes, checking information
related to customers and their identity, eligibility and priority status when applying for
social housing with PCH.

Identifying any additional support needs and undertaking a pre tenancy ‘health
check’.

Monitor and report on the performance of Plymouth Community Homes in detecting,
preventing and challenging fraud in social housing, and guide and assist Plymouth
Community Homes in fraud investigation using available legal remedies.

Contribute to the development a counter fraud strategy in social housing within
Plymouth, working alongside other Registered Social Landlords and other agencies.
This is to be delivered within the twelve month timescale of the project

The job will involve understanding a range of legislation, analysing performance and
procedures, then determining the best course of action to achieve the aims of the
project. Sound analytical judgments will need to be made in determining a strategy
that is both effective and also sustainable, taking into account the resources likely to
be available.

There will also be some work related pressure associated with this role when
responding to interruptions and conflicting demands.

Key Tasks

   Carry out appropriate enquiries, including home visits to establish applicants’
    circumstances and verify what they have said in their housing application. ,
    Checking information related to customers and their identity, eligibility and priority
    status when applying for social housing with PCH.

   Interview housing applicants, as directed by the Senior Housing Choices Officer,
    in order to update them on the progress of their application, answer any
    questions, note any changes in their circumstances, and gather the information
    and documentation required to determine their application.
   Undertake independent checks to establish accuracy of housing needs such as
    the use of credit referencing, land charges registry searches, liaising with housing
    benefit and council tax and other agencies as required.

   Develop and undertake a range of checks to support the prevention and detection
    of tenancy fraud in existing PCH tenancies.

   Undertake pre tenancy health check to establish additional support needs and
    tenancy sustainability.

   Report/ update to Plymouth City Council / Devon Home Choice any changes to
    applications to ensure that applications accurately reflect circumstances.

   Develop good working practice and procedures that assist with prevention of
    social housing tenancy fraud in housing applications and existing social
    tenancies. Share best practice with other Registered Providers within PHSG
    partnership

   Represent Plymouth Community Homes in a variety of multi-agency meetings to
    assist decision-making and ensure that Plymouth Community Homes policies and
    views are explained and taken into account.

   Ensure that an accurate, comprehensive record is kept of all interviews,
    telephone calls and follow-up action taken (and that files are maintained to a high
    standard) in order to assist monitoring, decision-making and effective case
    management to assist monitoring performance and service standards in
    accordance with Council policy and current legislation.

   Provide evidence and make recommendations to instigate prosecutions in certain
    cases of social housing fraud to Plymouth City Council.

   Produce quarterly reports to the Plymouth Housing Services Partnership in terms
    of activity undertaken.

   Undertake a range of administrative duties (including filing, photocopying and
    managing stationery) in order to assist service delivery and contribute to the
    provision of an effective and well co-ordinated support service for the Housing
    Choices team.

   Perform any other duties (appropriate to the grading of the post) that are required
    by the Senior Housing Choices Officer.
