               5. All recipients of Opportunity Grants must be registered societies. Jan. 1 2002.

GUIDELINES GOVERNING APPROVALS OF OPPORTUNITY GRANTS
                      PROPOSALS

A. ESSENTIAL CRITERIA (If any one of these conditions is not met, the proposal
   cannot be considered.)

     The proposal originates within the CBWC constituency (Church, camp, ancillary ministry, institution,
      area, CBWC Office/Board…) and has the required signatures, including the minutes of motion from a
      duly called Business meeting of the: Church, Camp or Ministry Board meeting clearly stating the
      church’s involvement & support in the project. (A motion from a church board is not an adequate
      motion. The motion must be from a congregational business meeting. The motion must not be moved or
      seconded by the intended recipients or pastoral staff.)
     The proposal provides for a new or substantially enhanced ministry – serving a new target group, or
      using new methods/means.
     The proposal is consistent with the beliefs, goals, purposes and priorities of the CBWC.
     Where there are project/ministry partners, there is evidence that all the partners/participants are active
      supporters of the project/ministry, with the contributions of each clearly specified.
     The proposal clearly indicates the criteria and procedures to be used to e valuate the project/ministry.
     The funds requested are in proportion to the scope of the intended ministry/project.
     The church or agency applying for an Opportunity Grant is a registered society in their province.




B. CRITERIA WHICH ADD POINTS/WEIGHT TO A DECISION. (It is not assumed
   that all of these will be achieved to the maximum. But full or partial achievements of
   these will contribute to a positive decision.) With further discussion, weights could
   be assigned to these criteria and scores attached to each proposal, to provide an
   “objective” appraisal system. (Always with room for some subjective judgment.)

   The proposed project/ministry addresses one of the ministry priorities as identified by the CBWC
    constituency (churches, camps, areas, CBWC Board…).
   The proposal is clear and detailed re what will happen, by whom, with whom, and the responsibility of
    each participant.
   Those who will be responsible for the project/ministry have prepared/equipped themselves and have the
    expertise to fulfill the expectations.
   There is evidence of potential for impact/benefit.
   The originators of the proposal are contributing funding and/or “in kind” services.

   There are clear lines of accountability for those responsible for this project/ministry to a

    CBWC constituency.
   The project/ministry will be carried out in partnership with a church or agency

   The project/ministry plan demonstrates how and when self -sufficiency will be attained

    Submission deadlines are March 31 and September 30 each year.
     All applications must be completed and received by these dates
      with a copy of the Provincial Societies registration certificate, to be
