Skyline College Art on Campus Guidelines Summary This policy provides a set of principles and procedures for art on the Skyline College campus to be used by the campus community to propose, acquire, install, document and maintain art works for both indoor and outdoor display. Provisions are made to have the works accessible to all and to assure safety and comfort for the campus and its neighbors. Nature of the Art Works Subject Matter Art on campus shall be appropriate to the mission of Skyline College, broadly interpreted. In particular, art should be a way of expressing the College’s commitment to access and respect for all, regardless of “level of preparation, socio-economic status, cultural, religious or ethnic background, or disability.” Equally, it should express the College’s mission to provide academic excellence “in a climate that values innovation and freedom of intellectual exploration, discovery, thought, and exchange of ideas for all.” Thus the art should be high quality, thought provoking, and engaging. Care should be taken in the selection of works to make sure that there is neither the suppression of ideas nor coercion to accept any particular point of view. Media The medium selected for an art work shall be appropriate for its intended setting. Durability, cost and ease of maintenance are primary considerations. Funding should be secured in advance for upkeep, perhaps in the form of an irrevocable trust. Works should be safe, unlikely to invite dangerous behavior or to become hazards. Accessibility Art works shall be chosen and installed to maximize access for all, including those with physical limitations. Information about a work will be provided at its location in multiple formats, such as large print, Braille, and audio with an easy access button. Information should be provided in more than one language. Works will be sited such that they provide visibility access from a variety of heights, are wheelchair accessible, and do not constitute an obstacle for those with mobility challenges. At least some works will be multi-sensory, and some will be constructed to be touched or manipulated. Good Neighbor Policy Any work that includes sound or light must be constructed and sited in such a way that it does not interfere with classes and does not disturb the neighbors. Location of Art Works Indoor Space for artworks must be adequate for lighting and signage. Priority should be given to common public areas such as entrances to buildings, reception areas, conference rooms, the library, the learning center, and the one-stop center. Outdoor Space for artworks must be adequate for lighting and signage. Locations may include exteriors of buildings, common court-yards, high traffic areas, and walkways. Works should be placed to be comfortably visible from many vantage points, and under various environmental conditions such as fog or darkness. Rotation of Art Works Storage space shall be provided for art works not currently on display that secures them against theft or damage and that conserves them appropriately. Selection Process Art works that are being acquired for the campus, whether donated or purchased, shall be reviewed using this policy before the acquisition. Committee A standing committee of the college will be formed to make recommendations to the College President. The committee shall consist of at least one representative each from administration, faculty, staff and students. Members shall include representatives from the art department, the budget office and facilities. Members shall serve in staggered 3 year terms (except student representatives) and may be reappointed. Process The committee shall develop or review proposals for acquisition of art works using guidelines that incorporate all aspects of this policy. When appropriate the committee will consult with those working in the location where the work will be placed, neighbors from the surrounding community or others affected. The committee will attempt to reach consensus on its recommendations, but may forward recommendations on approval of a majority of the committee.
