Newton on Ouse Parish Council
MINUTES OF ANNUAL MEETING
HELD ON WEDNESDAY 22nd JUNE 2011 AT 7.30pm IN THE PARISH HALL
Present: Councillors Gary Craig (Chair); Wendy Appleby; John Roughton; Glenda Turnbull;
Andrew Windrum; Tim Key and Karen Morris (Clerk).
In Attendance: County Councillor Caroline Patmore, District Councillor Chris Rooke (Cllr Rooke
arrived just before 8pm)
Before the meeting commenced, everyone stood for one minute’s silence in respect of Derrick Jauncey from
Linton on Ouse who sadly passed away on Sunday 12th June.
1. Co-option. There had been one application to become a member of the Council – Mr Tim Key. Chair
proposed that Tim be co-opted onto the Council – this was AGREED by everyone present. Clerk asked
Tim to sign his Declaration of Acceptance in her presence which he did. Clerk also gave him a Register
of Interests Form to complete.
2. Apologies. Mr Bill Cooper had telephoned Clerk to offer his apologies.
3. Declare any Interests in Items on the Agenda. No interests were declared.
4. Minutes of Meeting held on 12 May. Accepted and signed as a true record.
5. Chairman’s/Clerk’s Report
5.1 Letter from Resident. Clerk had been trying to find out who owned the 2 storage properties
attached to 8 The Poplars. After 12 years, the resident could claim the properties (through a
solicitor); however, the resident has only been residing for 7 years. Clerk had sought advice on
this and will write to the resident suggesting that she seek legal advice from her own solicitor to
see what they advise.
5.2 Highways. Clerk had emailed Jayne Charlton (Highways) and had received a reply confirming
that the lining works around The Green have been packaged together with other works for the
area in order that they can be completed. It would not be possible for this work to be carried out
in isolation because of costs – Jayne would contact Clerk once she has confirmation of dates for
the works. The PC’s request for a narrow channel at the footpath outside 5 Prospect Terrace has
been passed to the inspector who will arrange for this work to be carried out.
6. Financial Matters
6.1 Community Account as at 10 May 11 - £5963.73. Business Account £8259.93
6.2 Payments to be made are: Clerk’s Wages 9 May – 20 Jun 11 (£219.84 to Clerk;
£54.96 to HMR&C); £80 to James Mackman for the internal audit (which was complete now –
annual return had been sent to Mazars (external auditors)); £150 to Farm & Land Services Ltd
(grass cuttings); £510 to JC Trees; £10 village hall hire 22 Jun 11; it was also AGREED to
purchase some new village signs (Cars park here etc) and also wooden poles to erect signs
(including Neighbourhood Watch signs).
7. Planning Applications. None received.
8. Hambleton DC’s Planning Decisions. 11/00692/FUL – Proposed extension to existing dwelling – 1
The Poplars – Mr W D MacDonald – APPROVED subject to 3 conditions.

9. Update on Trees in Village. Cllr Appleby had carried out a survey of the trees in the village as
follows:
Cherry Tree Avenue: 2 Cherry Trees in Cherry Tree Avenue need to be removed (one is urgent).
Opposite Parkside. Sycamore trees need pruning and removal of dead branches (these are thought to be
District Cllr Chris Rooke’s trees and are not protected trees – Clerk to write to Chris Rooke about this
(he was not present when discussing this item).
Back Lane. There are 10 to 12 Cherry Trees along Back Lane and some need lifting. Some trees
overhang the Bravener Court properties and they should have some limbs removed. One Cherry Tree is
not growing and needs attention.
Main Road. There are 3 Cherry Trees with serious overhang into gardens close to properties and all
need branches removed.
Tollerton Road. There are 4 Cherry Trees – the first has branches tangled with the BT lines – Clerk to
report these to BT for them to deal with. The others should be pruned.
Some of the above work needs to be carried out this Autumn (J C Trees now have their own stump
grinding equipment so the work should be cheaper). Clerk to contact J C Trees to arrange a date for him
to meet with Cllr Appleby so that he can have a look at all the trees and give the Council a quote.
10. Parish Hall Meeting. Cllr Appleby reported back from a Parish Hall Meeting which took place the
previous week. The Hall has a new caretaker (Mr Neal Clarke). The Secretary, Stefanie Stead, will
resign as soon as a replacement has been found. There is a public meeting about the future of the Parish
Hall on 23rd June at 7.30pm. A detailed presentation will be given. Chair has been re-writing the
constitution for the Parish Hall Committee.
11. Neighbourhood Watch (NW). Cllr Roughton reported that the village has now got its NW Certificate
of Approval from the N.Yorks Police. He has also been supplied with a number of different sized NW
signs which need to be displayed in various places throughout the village. Inc dot have kindly offered
to produce a leaflet for free which will give information about the NW Scheme – this will go out with
the next Newsletter. It will offer the opportunity for residents to join the Scheme. Cllr Roughton is the
co-ordinator and receives emails giving details of crimes throughout the district – he will forward these
emails to the rest of the Council.
12. Pumping Station, Adjacent to The Sanctuary. Cllr Windrum reported back on a Site Meeting on 8th
June where representatives from Yorkshire Water attended along with County Cllr Patmore, the Masters
and a representative from the Planning Department. The key issue is that Yorkshire Water are going to
explore encasing the large green unit with brickwork (might be possible). They will also replace the
fence either with post and rail fencing or slatted fencing and plant up a screening of some sort. There
are concerns about the green boxes being left open (this is dangerous and a health and safety issue).
There were also issues with access and drainage. Clerk to contact Yorkshire Water to confirm that they
agreed the replacement of the fencing, that they agreed to discuss cladding for the large odour control
building and put forward some proposals, Health & Safety issues being looked at, the fact that one of
their green boxes is placed directly against the Masters’ wall – this could be a future issue (you should
not build right up to a brick structure and give no access), undertake regular drainage/cleaning checks.

13. Footpaths/Ramblers. Mr Gavin Scott had approached the Chair to address the issue of public footpath
signs disappearing and wearing out/collapsing. Clerk to contact County Council Footpaths Office to
request a check of footpath signs. Also Chair suggested that the village ramblers/walking group be
asked to carry out, as an annual event, a walk along all the footpaths in the village and report back on
state of the footpaths and their signs. Cllr Key would approach Kirsteen Pope on this matter as he is a
member of the walking group.
14. County Councillor Patmore’s Report. County Cllr Patmore explained that she had resigned from
Cabinet but is still the County Councillor for North Yorkshire as well as a District Councillor for the
White Horse Ward. She is also part of the Library Group. County Council will look after the library
buildings and keep computers running etc (5 hours per week). Volunteers will be needed to run Library
Services (through the Easingwold Care Association). The Bridge between Linton and Newton (The
Kyle) has a large crack in it. This has been reported to Highways – Cllr Turnbull agreed to take a photo
of it.
15. District Councillor Rooke’s Report. District Cllr Rooke had attended one main meeting for new
District Councillors. He had been elected on to the Scrutiny Committee and the Planning Committee –
he was attending a meeting the next day to discuss an application for 900+ houses at Sowerby with new
retail park/leisure centre. Chair produced details of a piece of land for sale at Back Lane with Right
Move to ask District Cllr Rooke if he was aware of this – at this point District Cllr Rooke declared an
interest in the matter as he rents the said piece of land.
16. Complaints Procedure. Clerk produced a draft copy of a Complaints Procedure - she would email a
copy to each Councillor for their comments – if in agreement, it could then be adopted.
17. Note any Incoming Correspondence. Easingwold and Villages Forum (minutes from meeting held 12
May 11; letter from NYCC re County Council Highways and Transportation Services – to go on circ.
Letter from Gill Martin re conversation with National Trust. This to be circulated to all councillors for
discussion next time.
18. Date of Next Meetings. Thursday 4th Aug and Thu 15th Sep at 7.30pm. (Clerk to book hall).
19. Any Other Business (no decisions to be made at this meeting). Clerk had received an invitation to
the Parish Council to attend the Open Day of the Allotments in the village. Everyone hopes to attend.
Cllr Turnbull is to produce the next Newsletter (items to include so far are: NW Scheme, Open Day at
Allotments, Cherry Trees, Family Fun Day, Parish Hall Meeting): to go out by end July.
