The Regular Meeting of the Board of Education of the Township of West Deptford was held at the
above date and place at 7:05pm.

The meeting was called to order by James P. Mehaffey, President, followed by the Pledge of
Allegiance and a Moment of Silence.

Mr. Mehaffey, President, announced: Notice of this meeting has been provided by letter dated 24
April 2007 to the Gloucester County Times, Camden Courier Post and the West Deptford Municipal
Clerk. Public notice was also posted in the West Deptford Municipal Building on 24 April 2007.

GENERAL BUSINESS

A.   FINANCE – BUDD, Hill, Hicks (Alternate: Strano)

     1.    Motion by Budd, seconded by Hill to approve the November Expenditure and Revenue
           Report as enclosed and to approve and certify that the November Expenditure Report,
           after review of the secretary’s monthly financial report (appropriations sections), and
           upon consultation with the appropriate district officials, to the best of our knowledge
           contain no major accounts or funds which have been overexpended in violation of
           NJAC 6:23-2.11(b) and that sufficient funds are available to meet the District’s
           financial obligations for the remainder of the fiscal year.

                                      Motion carried 7-0.

     2.    Motion by Budd, seconded by Hill to approve the reports of the Secretary and the
           Treasurer of School Monies for the month of November 2007 and that said reports are
           in agreement.

                                      Motion carried 7-0.

     3.    Motion by Budd, seconded by Hill to approve the transfers for November 2007.

                                      Motion carried 7-0.

     4.    Motion by Budd, seconded by Hill to approve the payroll of December 2007 totaling
           $2,268,573.20, with funds available as documented in the Board Office.

                                      Motion carried 7-0.

     5.    Motion by Budd, seconded by Hill to approve the December 31, 2007 end-of-the-month
           bill list totaling $169,414.88, with funds available as documented in the Board Office,
           pending final review by the Finance Committee Chairperson.

                                      Motion carried 7-0.

     6.    Motion by Budd, seconded by Hill to approve the regular bill list of January 14, 2008
           totaling $2,211,261.64, with funds available as documented in the Board Office,
           pending final review by the Finance Committee Chairperson.

                                      Motion carried 7-0.

     7.    Motion by Budd, seconded by Hill to approve the cafeteria bill list of January 14, 2008
           totaling $64,279.90, with funds available as documented in the Board Office, pending
           final review by the Finance Committee Chairperson.

     8.   Motion by Budd, seconded by Hill to approve accepting a donation in the amount of
          $3,465 from Johnson Matthey, Inc., for the purchase of a SmartBoard.

                                       Motion carried 7-0.

     9.   Motion by Budd, seconded by Hill to approve the following Resolution.

                                       RESOLUTION
          WHEREAS:     the New Jersey Board of Public Utilities administers a Renewable Energy
          Grant Program for Solar Photovoltaic systems, and

          WHEREAS:        the West Deptford Board of Education is submitting the required Grant
          Application(s) for the review and grant funding approval of the New Jersey Board of Public
          Utilities, and

          WHEREAS:        the New Jersey Board of Public Utilities has asked those public entities
          submitting grant applications to affirm their intentions to procure, within 180 days of the
          notification of grant award and install, within one year of same, the associated solar
          photovoltaic system,

          NOW THEREFORE BE IT RESOLVED, that the West Deptford Board of Education affirms
          its intention to procure and install the grant-funded projects within the time frames required of
          the grant awards.

       12.    Motion by Budd, seconded by Hill to approve retroactively renewing the transportation
              contracts for the 2007-2008 school year – contracts WD1, WD1a, WD2 and WD3 – with
              H.A. DeHart Transportation Co., Inc., at an increase of 3% from the 2006-2007 school
              year contract.

              NOTE:
              This increase is lower than the CPI allowed by the State for transportation contract renewals. The
              increase amount is added to last year’s contract amount.

                                             Motion carried 7-0.

       13.    Motion by Budd, seconded by Hill to approve the amended Resolution reflecting
              accounts and designating signatures authorized to sign necessary checks and warrants
              for the school district and naming Commerce Bank as the Depository of School Monies
              for the 2007-2008 school year.

              NOTE:
              This Resolution which was originally approved at the Reorganization Meeting has been updated to reflect
              the change for signature required for the YEP account from Mrs. Gail Hicks to Mr. Thomas Tucci.

B.   CURRICULUM – ECKLEY, Crawford, Hill (Alternate: Hicks)

     1.    Motion by Eckley, seconded by Crawford to approve EIRC (Educational Information
           and Resource Center), a supplemental education service provider, to provide
           remediation services for six identified at-risk students at a total cost of $8,916, to be
           funded by NCLB Title I monies.

                   6 students @ $1,486 per student = $8,916

           NOTE:
           Sessions will run January through June 2008; total of 29 sessions.

                                           Motion carried 7-0.

     2.    Motion by Eckley, seconded by Crawford to approve Charles Goldstein, LCSW, to
           present a workshop on “Suicide Prevention,” on April 25, 2008 to High School staff,
           and on May 16, 2008 to Middle School staff, at no cost to the Board of Education.

           NOTE:
           (1)   The State requires at least two hours of training for staff members on suicide prevention.
           (2)   Elementary staff will receive training in the fall of 2008.

                                           Motion carried 7-0.

     3.    Motion by Eckley, seconded by Crawford to approve a Family Math Night for Grades 5
           and 6 on January 31, 2008 from 7-8:30pm.

           NOTE:
           Parents will be invited to attend to learn how to help their children with homework, reinforce math skills
           and utilize the computer for Everyday Math games that support the current math curriculum.

     1.       Motion by Budd, seconded by Crawford to approve accepting with regret, effective
              January 11, 2008, notice of resignation from Lori J. Brown, Middle School Special
              Education Aide.

              NOTE:
              Back-up was available.

     2.       Motion by Budd, seconded by Crawford to approve the below-listed substitute teachers
              for the 2007-2008 school year, pending completion of all district and state
              requirements.

              (2)   The State has rescinded the waiver process to NJAC 6A:9-65(c) for the hiring of substitute
                    teachers; therefore, either the candidate’s CHRU approval letter or an Emergent Hire form must
                    accompany each substitute application.

     3.       Motion by Budd, seconded by Crawford to approve the below-listed substitute
              secretary/aide for the 2007-2008 school year, pending completion of all district and

          2008, the salary of Ms. Andrea Buchma, District Psychologist, to reflect attainment of
          advanced degree status; M.A. Level+30-1; $51,204.

     6.   Motion by Budd, seconded by Crawford to approve the petition of John W. Clark, High
          School Special Education Aide, for a temporary leave of absence on February 22, 25, 26
          and 27, 2008.

     7.   Motion by Budd, seconded by Crawford to approve the petition of Kristen Bonacci,
          Middle School CAP Aide, for an unpaid maternity leave of absence beginning February
          22 and terminating approximately April 4, 2008.

     8.   Motion by Budd, seconded by Crawford to approve the below-listed teachers to conduct
          after-school parent workshops in Literacy and Math Strategies on January 17, 2008 at
          a total cost of $1,032, to be funded by district Staff Development monies.

          grade students, to discuss the curriculum for the third marking period on January 23,
          2008 at 7-8pm, at no cost to the Board of Education.

           January 9, 2008, notice of resignation from Janelle Van Wagner, High School Special

     11.   Motion by Budd, seconded by Crawford to approve accepting with regret, effective June
           30, 2008, notice of retirement from Diane Marino, Red Bank Instructional Aide.

     12.   Motion by Budd, seconded by Crawford to approve the petition of Ruthann Bosworth,
           Middle School Teacher, for a medical leave of absence for the period January 17
           through 25, 2008, during which time accumulated sick leave will be utilized.

     13.   Motion by Budd, seconded by Crawford to approve Jill Scheetz, Cathy Stonis and
           Melissa Thurston for two hours each week for 10 weeks for a total of 60 hours each at a
           rate of $43.00 per hour; total, $2,580; to provide training to all 5th grade teachers to
           develop the Laptop Initiative for the 2008-2009 school year; to be paid via district Staff
           Development funds.

                                      Motion carried 7-0.

     14.   Motion by Budd, seconded by Crawford to approve the below-listed Grade 5 teachers to
           attend laptop training for ½ hour per week at a total of 5 hours at $43.00 per hour,
           total $2,365; to be paid via district Staff Development funds.

           teachers Jill Scheetz, Cathy Stonis, Melissa Thurston, Kate Baldwin, Robin Cardillo,
           Paula Dearlove, Jennifer Fish, AnnaMarie Interlante, Kelley Mason, Danielle Romeo,
           Jil Sperduto, Wendy Rooney, Carolynn Joyce, Becky Headley, and Patricia Rizzo, at a
           total cost of $731 to be paid from district Staff Development funds.

     16.   Motion by Budd, seconded by Crawford to approve hiring Denise Redstreake, presently
           a 25-hour-per-week Young Eagles Assistant Site Leader, as a Green-Fields
           Lunchroom/Playground/Clerical Aide, and to establish compensation for services at 4
           hours per week; Student Calendar; without benefits; $9.17 per hour.

     17.   Motion by Budd, seconded by Crawford to approve the Emergent Hire, effective April
           1, 2008, pending completion of all district and state requirements, of Lynn Zoll as High
           School Nurse, and to establish compensation for services at B.S.+30-Level 10; $58,197.
           NOTE:
           (1)   Per the new regulations from the Office of Criminal History, emergent hiring is only permitted
                 for three months. At the end of this period, if an approval letter has not yet been received
                 regarding the criminal history check, the Commissioner of Education must be petitioned for an
                 extension of two months.
           (2)   Interim approval is to be obtained from the Gloucester County Department of Education. No

     19.   Motion by Budd, seconded by Crawford to approve Sandra Montgomery as a High
           School Instructional Aide for the remainder of the 2007-2008 school year, and to
           establish compensation for services at 29.5 hours per week; Teacher Calendar; without
           benefits; $12.39 per hour.

           NOTE:
           (1)   Ms. Montgomery is an approved substitute and was employed as an instructional aide during
                 2004-05 school year. She left this position to pursue her nursing degree.
           (2)   Ms. Montgomery will replace Janelle Wan Wagner who resigned.

                                         Motion carried 7-0.




D.   NEGOTIATIONS, PUPIL PLACEMENT, PROGRESS & WELFARE – GOTCHEL, Crawford,
     Strano (Alternate: Houghton)

     1.    Motion by Gotchel, seconded by Crawford to approve the homeless tuition students for
           the 2007-2008 school year, at the B.O.E.-approved tuition rates as shown.

           District, Bankbridge Regional School-North Campus, at a tuition rate of $26,460.

           NOTE:
           This is a budgeted expense.

                                         Motion carried 7-0.

     3.    Motion by Gotchel, seconded by Crawford to approve retroactive to January 8, 2008,
           the out-of-district placement of Student I.D. 21023 classified Eligible for Special
           Education and Related Services-P.S.D., at Archbishop Damiano School, at a tuition
           rate of $34,410.60.

           NOTE:
           This is a budgeted expense.

E.   ATHLETIC, BAND & CAFETERIA – STRANO, Gotchel, Houghton (Alternate: Hicks)

     1.   Motion by Gotchel, seconded by Houghton to approve Derrick Reagan as Assistant
          Varsity Baseball Coach for the upcoming spring season, and to establish compensation
          for services at Step 1 of the negotiated guide; $3,092.

          NOTE:
          (1)     Mr. Reagan played baseball at Deptford High School and Gloucester County College and also
                  has volunteer coaching experience at Deptford.
          (2)     Back-up was available.

                                       Motion carried 7-0.

     2.   Motion by Gotchel, seconded by Houghton to approve Jamie Schwantes to the position
          of part-time Varsity Assistant Baseball Coach for the upcoming 2008 spring season, and
          to establish compensation for services at Step 1 of the negotiated guide; $1,537.

          NOTE:
          (1)     Mr. Schwantes is presently an elementary teacher in West Deptford.
          (2)     Back-up was available.

                                       Motion carried 7-0.

     3.   Motion by Gotchel, seconded by Houghton to approve Stephen Czekalski to the position
          of Assistant Varsity Boys Track Coach for the upcoming spring 2008 season, and to
          establish compensation for services at Step 3 of the negotiated guide; $3,548.

          NOTE:
          (1)   Mr. Czekalski, presently a West Deptford High School Teacher, is returning to coach in
                our track program.
          (2)   Back-up was available.

F.   PROPERTY, BUILDINGS & TRANSPORTATION – HOUGHTON, Hill, Gotchel (Alternate:
     Eckley)

     1.    Motion by Houghton, seconded by Hill to approve the use of facilities by outside
           organizations as noted below.

           (1)     West Deptford Cub Scouts to use the Oakview Art Room from January 2
                   through June 2, 2008, from 5:30-7:30pm, at no charge to the organization.

                                        Motion carried 7-0.

     2.    Motion by Houghton, seconded by Hill to approve use of school facilities by the
           Township of West Deptford for the purpose of the following elections.

                   -Presidential Primary Election – February 5, 2008
                   -School Board Election – April 15, 2008
                   -Primary Election – June 3, 2008
                   -General Election – November 4, 2008

           NOTE:
           (1)   Polls will be open from 6am-8pm for primary and general elections.
           (2)   Back-up was available.

                                        Motion carried 7-0.

     3.    Motion by Houghton, seconded by Hill to approve the donation by the Middle School
           PTO of a High Jump Pit Mat to be used by the 7/8 Grades Track Team, as well as for
           the Phys. Ed. classes.

G.   POLICY & COMMUNITY RELATIONS – HILL, Eckley, Budd (Alternate: Crawford)
