                     March 1, 2006 – 1:00 p.m. to 3:00 p.m., Central
                                    FINAL MINUTES

1.      Welcome & Administrative Items

Mr. Burden welcomed the participants.        Ms. Kennedy gave the antitrust guidelines.        The
agenda was adopted by consensus.

2.      Review and Adoption of the Draft Minutes from EDM Meeting on July 18, 2005

Mr. Burden noted that on page 1 of the draft minutes from the July 18, 2005 conference call of
the WGQ EDM Subcommittee, the word “cite” should be changed to “site”. Mr. Spangler
moved, seconded by Ms. Schmitz, to adopt the minutes with the modification offered by Mr.
Burden. The minutes were unanimously adopted by the subcommittee and are posted on the
NAESB website at: http://www.naesb.org/pdf2/wgq_edm071805fm.doc.

3.      Review, Update and Vote on the Appropriate Changes to the Minimum Technical
        Characteristics

Mr. Burden noted that WGQ 2006 Annual Plan Item 4 (Review of minimum technical
characteristics in Appendices B, C, and D of the WGQ QEDM Manual) was assigned to the
WGQ EDM Subcommittee with a 2nd Quarter 2006 completion date. The subcommittee
reviewed the WGQ QEDM Manual Appendices B, C, and D. After discussion, the subcommittee
agreed that no updates should be made to the QEDM Manual ratified on October 10, 2005
prior to the publication of NAESB WGQ Standards Version 1.8.

4.      Review Potential Errata from Johannes Eggers of The Structure Group

The following is an excerpt of an e-mail sent to the NAESB Office from Ms. Eggers referring to
the NAESB WGQ Version 1.7 EDM Manual:
[On Page 77 in the gray box at the top of the page, there is a missing blank line between
"Content-Type: application/pgp-signature" and "-----BEGIN PGP MESSAGE-----"
Without the blank line, a MIME-multi-part parser will not be able to detect the beginning of the
PGP Signature, so the blank line is absolutely essential.
Pages 75 and 76 show an example of an unsigned error-notification, and a signed error
notification, but do not make it clear that the beginning of a signed error notification must start
with the same sections as the unsigned, up to and including the Content-Disposition header of
the input-data form element.

The subcommittee reviewed the NAESB WGQ Version 1.7 EDM Manual posted on the NAESB
website at: http://www.naesb.org/doc_view2.asp?doc=edm1203.pdf. The subcommittee first
reviewed Ms. Eggers’ comments on Page 77. After discussion, the participants agreed that Ms.
Eggers’ comment regarding the missing blank line between “Content-Type: application/pgp-
signature” and “-----BEGIN PGP MESSAGE-----” should be corrected via a Minor Correction.
Motion:
The WGQ Electronic Delivery Mechanism (EDM) Subcommittee will submit a Minor Correction,
as indicated in the attached work paper, to the WGQ Executive Committee to correct the
NAESB WGQ EDM Manual Version 1.7. In addition, the WGQ EDM subcommittee will submit
another Minor Correction, as indicated in the attached work paper, to the WGQ Executive
Committee to correct the NAESB Internet ET slated for publication in NAESB version 1.8 for all
3 quadrants. Since the NAESB Internet ET is a shared document with the REQ and RGQ, the
WGQ EDM Subcommittee will forward the minor correction to the REQ and RGQ Technical
Electronic Information Subcommittee for their consideration.

Next, the subcommittee reviewed Ms. Eggers’ comments on pages 75 and 76. Mr. Burden
stated that he did not support processing this comment via a Minor Correction Ms. Eggers did
not cite an error. The participants agreed that these comments should not be processed as a
Minor Correction. Mr. Spangler stated that Ms. Eggers should be encouraged to submit a
NAESB Request to modify this portion of the EDM Manual to clarify her intent. Mr. Burden
stated he would send an e-mail to Ms. Eggers to let her know that the WGQ EDM
Subcommittee decided to process her first comment as a Minor Correction and that she should
submit her second comment as a request for standards development.

5.     Process Request No. R03035B from Information Requirements/Technical
       Subcommittees regarding 2006 Annual Plan Item 7, Part B for Gas Quality
       Standard Number – 4.3.z1

Mr. Burden stated that the preliminary recommendation form for Request No. R03035B
(Develop a uniform process, including the underlying assumptions and methodologies, for
determining gas quality specifications from measured data) was posted as a work paper for this
meeting:   http://www.naesb.org/pdf2/wgq_edm030106w2.doc.          He stated that the EDM

Subcommittee must determine where the new standard drafted in the above referenced
recommendation should be placed in the Functional Grouping Section (Section D) of the WGQ
Version 1.8 QEDM Manual as well as add it to end of the numbered standards in Section C on
page 35. Mr. Burden suggested that standard 4.3.z1 should be added to the end of the
Informational Postings standards in the functional grouping section of the WGQ Version 1.8
QEDM Manual after standard 4.3.s2 on page 41.
Motion:
Add proposed standard 4.3.z1 to Sections C and D of the WGQ Quadrant Electronic Delivery
Mechanism Manual adopted by the WGQ EC in May 2005 as indicated in the attached work
paper.
Ms. Van Pelt moved, seconded by Mr. Spangler.

6.     Initial discussion for processing of the 2006 WGQ Annual Plan Item 5 which will
       require coordination with the RXQ TEIS

Mr. Burden noted that Item 5 on the 2006 WGQ Annual Plan - Prepare a joint analysis with the
Retail Quadrants for AS2 and AS3 protocols as compared to the NAESB IET had been assigned
to the WGQ EDM and the Retail Technical Electronic Implementation Subcommittee (TEIS)
with a 4th Quarter 2006 Completion date. He stated that the EDM would be prepared to work
with the TEIS on this item when the TEIS is able to do so.

7.     Status update of Sandia National Laboratories Assessment of the WGQ Technical
       Standards

Mr. Spangler stated that the Sandia National Laboratories Assessment of the WGQ Technical
standards was completed and a report is being drafted. He stated that Sandia reviewed the
WGQ Internet Electronic Transport Standards. He stated that the WGQ EDM expects to
address any comments in the report as has been done in past reviews.

8.       WEQ PKI Status Update (Security)

Mr. Burden stated that the WEQ Joint Interchange Scheduling Working Group (JISWG) is
developing Public Key Infrastructure (PKI) security standards. He stated that the effort is in
the initial stages and he is working with Mr. Sorenson of OATI to draft standards to present to
the JISWG.

9.       Next meeting information and adjournment

Mr. Burden stated that the EDM will scheduled meetings as needed to address the Sandia
report or to work with the Retail TEIS on 2006 WGQ Annual Plan Item 5.

10.       Adjourn

Mr. Spangler moved, seconded by Ms. Schmitz, to adjourn. The meeting adjourned at 2:07 PM.
