       New Version of the ANSI/NIST-ITL Standard (ANSI/NIST-ITL 1-2011)

                 Balloting starts July 18 and ends August 31 2011.

                 Please send in your ballot as early as possible.



Description: The updated version of the standard is available for downloading at
http://www.nist.gov/itl/iad/ig/ansi_standard.cfm. This version of the standard is
‘content’ based. That is, there is a single description of the data, with separate
annexes for the encodings. Traditional and NIEM-conformant XML are the two
encodings that are fully specified.

New modalities included in this version are: DNA and plantars.

The Extended Feature Set has been added to Type-9.

New forensic markup capabilities have been added to several record types.

An information assurance record type is new.

Two new record types handle original source information and associated context
information.

Images of all body parts can now be included in Type-10 records.

There are many more updates and changes throughout this version. It was
developed based upon the input from hundreds of people. Many directly
participated in one of the 16 working groups that were focused on specific topics. In
addition, a lot of work went into creating a new Biometrics domain in NIEM, and
developing new schemas to handle all of the changes related to this new version.

A key consideration was to maintain backward compatibility with previous versions
of the standard to the maximum extent possible. Any exceptions are noted in the
text.

                INSTRUCTIONS For Returning Ballot

1)       THE RETURN OF THE BALLOT FROM ALL CANVASSEES IS REQUIRED.



2) Mark one position with an “X” in response to the question posed below. These are the choices:



     o   “Affirmative (no comment)” means that, for the purpose stated in the ballot, you
         unconditionally approve the content of the document that has been presented to you.


     o   “Affirmative with comment” means that, for the purpose stated in the ballot, you approve the
         content of the document that has been presented to you, but offer possible changes in the
         Comment Form below for the editor to take under advisement.


     o   “Negative with reasons” means that, for the purpose stated in the ballot, you do not approve
         of the content of the document presented to you. If this is the case, you are required to fill
         out the Comment Form below in order for your views to be considered. Explanations should
         include the specific points being objected to and corrective text for proposed changes. You
         must also be willing to consider changing your vote to approval if suggested changes are
         implemented in the document.


     o   “Abstain with comment” means that, with respect to the document which has been
         presented, you wish to be recorded as having voted on the document, but do not wish to be
         recorded as having approved or objected to the question. Abstention must also be
         accompanied by an explanation of reasons in the Comment Form below.


     o   “Not participating,” means that, with respect to the document that has been presented to
         you, you do not wish to be a voting member. You may choose to be a voting member again at
         a future time.


3)       Provide the requested information in the table on the ballot, including date, name,
         organization, and contact information. Mailing address is optional.

4)       Canvassees who choose “Affirmative with comment,” “Negative with reasons,” or “Abstain
         with comment” must fill out the Comment Form below.
