OVERVIEW
BACKGROUND
The State Management Review and Combined State Management and Triennial
Review (Combined Review) programs are FTA oversight programs to determine
whether a state or territory is administering its FTA-funded programs in
accordance with 49 U.S.C. Chapter 53, Federal transit law provisions.
WHAT’S NEW?
The 2009 guidance has been completely rewritten to encapsulate all the circular
changes related to SAFETEA-LU. It also, for the first time, incorporates guidance
related to the Combined Review Program. Starting this year, the workshop
addresses Section 5307 program requirements, in addition to addressing the
requirements of the Section 5309, 5310, 5311, 5316, and 5317 programs. As
the Common Rule gives states and territories more flexibility in managing
aspects of their FTA-funded transit programs, the workshop also clarifies
requirements as they apply to states. The new combined format of the
workshop obviates the need for states to also attend FTA’s Triennial Review
Workshop.
WHO SHOULD ATTEND?
This workshop is for transit professionals responsible for FTA program or project
management and professionals responsible for planning or managing transit
service or compliance programs, particularly from states and territories. The
workshop is designed to help attendees broaden their understanding of the
Federal rules and regulations that shape and define their programs.
WORKSHOP LEADERS
Transit professionals who are reviewers for the State Management Review and
Combined Review programs will conduct this workshop. The instructors have
extensive experience in conducting State Management and Triennial Reviews.
They will provide guidance in each of the 26 areas eligible for review, answer
questions about how to respond to specific review areas, and share industry best
practices. Staff from the FTA will attend the workshop to answer questions
about the review, assist you in any area related to your FTA grant programs, and
refer you to printed guidelines or other resources should you require additional
information.

Management, Intercity Bus, RTAP, Satisfactory Continuing
Control, Maintenance, and Procurement. Participant

DAY 2 Friday, May 8, 2009

9:00-noon Presentation of FTA requirements in the areas of
Disadvantaged Business Enterprise, Buy America,
Debarment/Suspension, Lobbying, Planning and
Coordination, Title VI, ADA, Charter Bus, and School Bus.
Participant questions and group discussion.
Noon-1:00 pm Lunch on your own
1:00-4:30 pm Presentation of FTA requirements in the areas of Drug-Free
Workplace, Drug and Alcohol Program, Equal Employment
Opportunity, National Transit Database, Public Comment
Process for Fare Increases and Service Reductions, Half
Fare, Safety and Security, and ITS Architecture.
Participant questions and group discussion.
4:30-5:00 pm Wrap-Up, Program Evaluations, and Feedback
Bolded topics, which are new to the workshop this year, are addressed
during Combined Reviews.

Guest rooms are available for attendees of the workshop at the rate of
$158/night plus tax for single occupancy, provided reservations are made no
later than April 10, 2009. The workshop is free of charge, but participants are
responsible for their own room and board. The Westin Seattle is a 100% smoke-
free hotel. Parking is available at $35-$38 per night for self and valet parking,
including in and out privileges.

By Transit:
Metro Transit bus route, MT194, offers frequent service out side of Door 2 in the
baggage claim area. The one-way fare is $1.75. The link to the bus schedule is

By Taxi or Shuttle:
Sea-Tac International Airport is 15 miles, 20 minutes from The Westin Seattle.
Shuttle service is available via Gray Line at approximately $11.00 one-way and
