Position Title:              Admin - Finance Assistant

The International Organization for Migration in Ankara Turkey is looking for a full-time
Admin-Finance Assistant who will be responsible from the following duties the overall
guidance of the Chief of Mission, and the direct supervision of National Administrative &
Finance Officer.

   1. Responsible for overall implementation of financial regulations, procedures, and
       financial processing and ensure that the financial processes and financial
       records are in full compliance with IOM policies, regulations, rules and
       procedures.
   2. Responsible for payment processing (PO and Non-PO payments); review
       payment requests to ensure correct calculation especially for proper
       authorization and sufficient supporting documents.
   3. Ensure timely payment process in Processes and Resources Integrated
       Systems Management (PRISM) financial system and review them for
       completeness prior to submitting to the approving approver.
   4. Assist in preparation of financial reports to donors.
   5. Responsible for PRISM FI roles: Accounts Payable Invoice Processor, Accounts
       Receivable Invoice Processor, Treasury Outgoing Payments Processor,
       Treasury Receipts Processor, Travel Controller, Travel Expense Claim
       Processor, Maintaining Vendors in Mission
   6. Forecast cash flows according to activities in the Mission and ensure daily
       control of funds disbursed; ensure funding is received in accordance with donor
       agreements.
   7. Assist in preparing annual budget for the Mission, monitor budget control and
       report variances between budget and actual expenditures, and assist in the
       preparation of budgets for new programmes.
   8. Responsible for running mission’s payroll process, from processing statues to
       preparing files for posting accountings.
   9. Responsible for posting payroll to accounting.
   10. Responsible for preparing DME file for remunerations.
   11. Responsible for PRISM HR roles: Payroll Admin, Treasury Admin, Payroll
       Posting, Time Management Time Keeper.
   12. Liaise with relevant units at HQs and Regional Office in Vienna with regard to
       the financial and administrative activities of the Mission.
   13. Liaise with other internal functional units of the Mission, as well as banking,
       donors and government counterparts and other stakeholders as required in the
       performance of the accounting function.
   14. Perform other duties as may be assigned by the Chief of Mission or National
       Administrative & Finance Officer.
Qualifications:
   University degree in economics, accounting, finance, management or other
       relevant field
   Good analytical skills
   Good oral and written communication skills
   Strong interpersonal skills
   Cultural and gender awareness
   Tolerance for diversity
   The ability to work effectively under stress and in crisis situations.
   Experience: At least 5 years of relevant work experience.
   Languages: Excellent written and spoken English is required
   Computer skills: Good knowledge of MS Office programmes, Internet
       applications.
   Good knowledge of SAP FI, MM and HR.
