Notes:Final letter EU unsuccessful expressions of interest
Use this format for firms that applied at the Expression of Interest / PQQ stage and were not
invited to tender. This will be their second letter, as you will have already notified them at
the shortlisting stage that they were not being invited to tender.
This letter should be emailed or faxed out to all applicants (ie those that responded to the
original contract notice with an expression of interest).

I refer to the above contract or framework agreement for which you registered an interest
some time ago. As you are aware, your company was not selected to submit a tender on this
For the purposes of the Public Contracts (Amendment) Regulations 2009, this letter
constitutes our Award Decision Notice, the purpose of which is to inform you that the
Institution has now completed the evaluation process and has reached its decision on the
successful bidder and it is our intention to award a contract.
In accordance with the above Regulations, we are obliged to observe a standstill period
before finalising the contract with [name(s)]. The standstill period will expire at midnight on
[date] at the end of the 10th day after the despatch of the last notice to be sent advising
bidders of the outcome of the tender process, following which we intend to conclude
framework contracts with each of the successful bidders.
