                                MEMORANDUM

  On the interaction between the Secretariat of the United Nations Economic
 Commission for Europe and Inter-State Economic Committee of the Economic
              Union of the Commonwealth of Independent States


The Secretariat of the United Nations Economic Commission for Europe (ECE of
UN) and the Inter-State Economic Committee of the Economic Union of the
Commonwealth of Independent States (MEK), hereafter referred to as the Parties
signed the present Memorandum.

   -   Seeking to ensure favourable conditions for strengthening the economic
       cooperation in Europe
   -   Taking into consideration the role of ECE of UN in rendering assistance to the
       countries with transition economy and the efforts of MEK to develop
       cooperation in the framework of the CIS
   -   Respecting principles and purposes of the functioning of ECE of UN and the
       Economic Union of the CIS
   -   Stating the fact that all the Member States of the Economic Union are the
       members of the ECE of UN

          The Parties have agreed as follows:

   1. To establish working cooperation in the drawing up of the ways and means of
      unification of the norms and standards contained in multilateral treaties and
      agreements, prepared by MEK with the corresponding norms and standards,
      recommended by the ECE of UN, in the priority areas identified by the 52nd
      Anniversary Session of the UNECE.
   2. To realize the above mentioned purposes by following means:
   - to send each other the materials on the activities of the Parties;
   - to exchange the prospect plans, working programs and the other official
      information and documents on the issues of mutual interest;
   -   to conduct mutual consultations and joint research work;
   -   to organize joint scientific practical seminars, internship of experts to upgrade
       qualification and deepen professional knowledge
