                                                   1                                      RESOLUTION
                                                   2   URGING THE PARKS AND RECREATION DEPARTMENT TO IMMEDIATELY
                                                   3   PROHIBIT DISC GOLFING AT WILDFLOWER NEIGHBORHOOD PARK TO
                                                   4   PROTECT      THE      SAFETY      AND       WELL   BEING     OF    WILDFLOWER
                                                   5   NEIGHBORHOOD RESIDENTS AND OF PARK USERS.
                                                   6      WHEREAS,        Wildflower    Neighborhood      Park    abuts   a   residential
                                                   7   neighborhood that has been categorized as a neighborhood park for
                                                   8   approximately twenty years; and
                                                   9      WHEREAS, Wildflower Neighborhood Park does not contain any athletic
                                                  10   fields, water fountains or restroom facilities; and

                                                  11      WHEREAS, Wildflower Neighborhood Park has a grass baseball field

                                                  12   without seating, a volleyball court, a gravel walking trail and a native
                                                  13   vegetation/habitat area for wild life; and
                                                  14      WHEREAS, the main users of the Wildflower Neighborhood Park include
                                                  15   the residents of Wildflower Neighborhood, residents of nearby apartments and
                                                  16   employees of local businesses; and
                                                  17      WHEREAS, in the Spring of 2001 the Parks and Recreation Department
                                                  18   formally requested permission from the Wildflower Neighborhood to use a
                                                  19   portion of the park for disc golf after assuring the neighborhood that it would
                                                  20   be a nine-hole course with the basket targets over one hundred feet from the
                                                  21   property lines; and
                                                  22      WHEREAS, the Parks and Recreation Department failed to inform the
                                                  23   neighborhood that this disc golf course would be one of only two in the City
                                                  24   and would function as a regional park; and

                                                   1      WHEREAS, disc golf is a sport in which discs are tossed at a target chain
                                                   2   basket on a pole with the area between the tee box and the basket being
                                                   3   equivalent to the fairway of a golf course; and
                                                   4      WHEREAS, the City has never put up signs or fencing to prevent the
                                                   5   damage caused by disc golfing; and
                                                   6      WHEREAS, several problems resulted from the disc golf course being
                                                   7   installed in Wildflower Neighborhood Park including an increase of trash and
                                                   8   litter, disc golfers disrespecting park pedestrians when throwing discs, disc
                                                   9   golfers accompanied by unleashed dogs, damage or destruction of native
                                                  10   shrubs and other vegetation due to uncontrolled golfer traffic trampling on
                                                  11   that portion of the park; and
                                                  12      WHEREAS, disc golfers have urinated against the back walls of residents’
                                                  13   property, trespassed into residents’ back yards to recover discs, left
                                                  14   residential gates open and forced residential gates open to recover discs; and
                                                  15      WHEREAS, at one point the course was doubled to eighteen holes and a
                                                  16   nighttime tournament was held without any notice to residents; and
                                                  17      WHEREAS, the Wildflower Area Neighborhood Association has contacted

                                                  18   the Parks and Recreation numerous times to detail the problems and

                                                  19   complaints and to seek a solution to no avail; and
                                                  20      WHEREAS, the Wildflower Neighborhood Association appeared before the
                                                  21   Metropolitan Parks and Recreation Advisory Board on two separate occasions
                                                  22   to request removal of the disc golf course and the Board supported the
                                                  23   removal; and
                                                  24      WHEREAS, the Parks and Recreation Department initiated plans to relocate
                                                  25   the disc golf course and then suddenly informed the Wildflower Neighborhood
                                                  26   Association that disc golf would continue at Wildflower Park.
                                                  27   BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF
                                                  28   ALBUQUERQUE THAT:
                                                  29      Section 1. The Wildflower Neighborhood Park is not suited or designed to
                                                  30   accommodate a disc golf course.
                                                  31      Section 2.      Allowing disc golfing to continue at the Wildflower
                                                  32   Neighborhood Park presents a danger and a nuisance to other park users and
                                                  33   to the residents of the Wildflower Neighborhood.

                                                   1      Section 3. The Parks and Recreation Department immediately re-locate the
                                                   2   disc golf course to a more suitable location where the safety and well being of
                                                   3   the Wildflower Neighborhood residents is not at risk.
