World Outgames ?
MISSION STATEMENT
"WorldOutgames Antwerpen 2013 (VZW) is dedicated to producing a world‐class LGBTQ global
event in August of 2013 promoting three pillars of activity: fair‐play in sports, cultural engagement,
and universal human rights awareness. By bringing together a palette of diverse talents, the
organization sustains the credo that simply joining in such an event is a triumph ‐ winning the games
is an added benefit. The LGBTQ reference population invites Antwerp and sportsmen and women the
world over to participate in an inclusive celebration of Love United. "
WHAT?
World Outgames is a quadrennial global event, hosted by a selected city, for the Lesbian,
Gay, Bisexual, Transgender, Queer, Questionning and Intersex (LGBTQI) community and
their open minded friends, based upon three equal pillars:
SPORT – The World Outgames are the quadrennial global sport championships, in
about 35 different sports.
CULTURE – The World Outgames offer an international cultural festival, where the
host city starts from certain topics or themes that it wants to emphasize. Educational
creativity celebrates and offers event for each target group.
HUMAN RIGHTS – The unique character of the World Outgames is created bu
organising a big global human rights conference, with primal attention to LGBTQI
rights. The subjects are grouped into six main themes: Social, Cultural, Political,
Economic, Academical and Health. Upon the guidance of the IAG (International
Advisory Group), the particpants debate with each other. It’s the task of the IAG to
deliver experts in the field of these debates and to work on political pressure.
These three elements provide a big professional event, where tolerance, diversity, hospitality,
social innovation, sports and culture take a central place. The event also provides an
enormous economic boost and an expansion of the tourism sector.
The final overall economic return after the first World Outgames (Montreal, 2006) was
estimated at 73 million euros (with 12,000 registered participants). In Copenhagen (2009), the
return was estimated to 10 million euros (with 6,000 registered participants).
FORMER EDITIONS
2006, the First World Outgames were held in Montréal from 29th of July until 6th of August.
2009, the second World Outgames were held in Copenhagen from 25th of July until 2nd of

WHEN?
Sports programme: starts Saturday 3th of August 2013 with the Opening Ceremony; the
Closing Ceremony will be held on Sunday 11th of August 2013
Culture Festival: will have a longer programme, especially with the exhibitions in the museums
Conference: minimum 2 days, immediately after the Opening Ceremony
WHERE
In the City of Antwerp and its vicinity, but also other sites in the Province of Antwerp and
throughout Flanders and Belgium.
PARTICIPANTS
Sports programme: in between 8.000 and 10.000 participants from the whole World participate
in about 35 sports competitions, from recreational to professional level.
Cultural Programme: about 500 registered participants (artists, recreational to professional)
Conference: about 1500 participants
+ an estimated 250.000 visitors, srpead over 9 days.
GLISA and her mission and vision
The concept “World Outgames” is licenced by GLISA International (Gay and Lesbian
International Sports Association). Its mission contains 4 pillars:
The first pillar is GLISA’s mandate to nurture and grow LGBT sport world-wide, year in and
year out, through outreach, member services and the sharing of knowledge and best practices
among member organizations.
The second pillar of GLISA is partnership with mainstream sport, human rights and cultural
organizations that share its mission to make all places safe for LGBT athletes to play sport.
The third pillar of GLISA is the delivery of games. These include world OutGames every four
years and continental OutGames in intervening years.
The fourth pillar of GLISA is the professionalization of the LGBT sport movement. GLISA is
committed to legacy in the form of transfer of knowledge, innovation in the delivery of services,
and professionalism in the implementation of marketing and sponsorship strategies.

THE BUDGET
Total budget is estimated at 8 à 10 million euro.
Participants pay about 3 million euro in total
The other part is expected from the government (minimum 4 million euro) and commercial
partners (min. 1 million euro). This can be in vash or as an equivalent in kind
(infrastructure/equipment/logistics/…).
UPDATE
Antwerpen was elected as host city of the 3rd World Outgames in Vancouver, Canada, on
October 25th 2008.
December 21st 2009, the contract was signed with GLISA International, by the vzw World
Outgames Antwerpen 2013
The City of Antwerp granted the project the licence fee to pay to GLISA.
The City of Antwerp also granted all possible logistical, infrastructural support, as well as
marketing and communication services.
The Province of Antwerp has granted € 100.000.
3 departments of the Flanders Government, (Flanders Tourism, Sport and Equal Rights)
granted € 500.000 to the project.
August 1st, registrations online start.
