                             PLANNING COMMITTEE

99.      APOLOGIES
         Apologies and reasons for absence were received and accepted from Cllrs
         A Howard, Miss H Parkhurst and Mrs J Taylor.

100. DECLARATIONS OF INTEREST
         Cllr C Tebbutt declared a personal interest in Minute 104, Ref. N/110/2800/09
         through professional involvement.

         Cllr G Parkhurst declared a personal interest in Minute 104, Ref. N/110/2800/09 as
         having friendship with an employee of the applicant.

101. MINUTES
         It was proposed, seconded and
         Resolved: That the minutes of the meeting held on 4 January 2010, having been
         previously circulated, be signed by the Chairman as a correct record.

102. CLERK’S REPORT AND UPDATE
        The Clerk updated members on issues raised at various meetings.
       Gritting Stanley Avenue, Mablethorpe and Broadway, Sutton-on-Sea – the Clerk
        had asked Lincolnshire County Council to include these in the regular gritting
        routes.
       Post Office, Sandilands – Post Office Limited looking for a solution to retain a
        service.
       Street collections – Salvation Army exempt from requiring a permit whilst selling
        the War Cry.

103. ELDC PLANNING DECISIONS
         N/187/01477/07     Trusthorpe Springs (Trusthorpe Hall) change of use land to
                            holiday caravan park – withdrawn.

N/110/02767/09   49 Hillside Avenue, Sutton-on-Sea – extension refused.
                 Detrimental to amenities of neighbouring properties due to
                 design, out of keeping with locality. (Town Council supported)

N/110/02577/09   38-42 High Street, Mablethorpe – extension and alterations to
                 shop front. Refused – design and materials out of character
                 with shop fronts in the area and fails to improve character and
                 quality of the area. (Town Council supported)

N/110/00712/08   Seacroft Ford, Mablethorpe – Erection of dwellings - withdrawn.

N/110/02701/09   Thorneywood, 10 Huttoft Road, Sutton-on-Sea – boundary wall
                 and access. Conditionally approved – surface water to
                 soakaway; gates to be minimum 5 metres back from metalled
                 part of A52; gates to open inward; gates to be of black iron
                 railings and not more than 1.8 metres high; hardstanding to be
                 of permeable material. (Town Council supported)

N/110/02304/09   Erection of detached double garage off Marian Avenue,
                 Mablethorpe. Conditionally approved – to be used for parking
                 of vehicles only; for occupants of property on Dawson Close.
                 (Town Council objected)

N/110/02607/09   Plot 51 Henshaw Avenue, Sutton-on-Sea – erection of
                 bungalow. Refused - layout relates poorly to established
                 character of area and fails to improve character. (Town Council
                 supported)

N/110/02275/09   South Farm, Huttoft Road, Sutton-on-Sea – to continue to use
                 land as caravan site. Refused – flood risk; contrary to caravan
                 site policy; inappropriate landscaping; no assessment of
                 ground conditions to prove septic tank suitable system.
                 (Town Council supported)

N/110/02261/09   91 Victoria Road, Mablethorpe – 3 illuminated signs. Refused
                 – affect on amenity of area, clutter in a largely residential area.
                 (Town Council supported)

N/110/02176/09   15 High Street, Sutton-on-Sea (Watsons) – extension and
                 alterations. Conditionally approved – schedule of materials to
                 be approved; development to be in accordance with flood risk
                 assessment; foul water to foul system; surface water to surface
                 water system; newly delivered stock to be stored in “storage”
                 room. (Town Council supported)

104. PLANNING APPLICATIONS
    It was proposed, seconded and
    Resolved: That in accordance with Schedule 16 of the Local Government Act
    1972, observations on the following planning applications be submitted to East
    Lindsey District Council.

    N/110/02202/09     Retention of 9 no. transmitting and receiving radio and TV
                       antennas – 23 Harding Close, Sutton-on-Sea. That objection
                       be made – visual intrusion and loss of amenity to neighbouring
                       properties.

    N/110/02800/09     Erection of storage shed – Whispering Waters, Seaholme Road,
                       Mablethorpe. That objection be made – out of keeping with
                       caravan park – industrial type building.

    N/110/02629/09     Change of use ground floor amusement arcade to restaurant in
                       accordance with amended plans – 6-8 High Street, Mablethorpe
                       That this application be supported.

    N/110/02970/09     To continue to use premises as Tourist Information Centre –
                       Unit 5 Louth Hotel, Mablethorpe. That this application be
                       supported.

    N/110/02376/09     Retention of 3 condensing units – 27 Victoria Road,
                       Mablethorpe. No observations.

    N/110/00065/10     Outline erection of a shop – Towervans, Seaholme Road,
                       Mablethorpe. That objection be made – too big for site; out of
                       keeping with street scene; no proven need.

105. CHAIRMAN’S COMMUNICATIONS
    The Clerk had received a letter from the Leg Club asking for a grit bin in the car
    park of the Community Hall. Agreed to ask ELDC to provide.

    The meeting closed at 7.45 p.m.
