INSTRUCTIONS TO FILL IN AND SEND THE EITI REPORTING TEMPLATES
Write the letter of declaration according to the model below
Join in Annex 1 the definition of payments (to be signed and stamped)
The definition of payments has been set by the Coordinating Committee; the companies
can contact the Albanian EITI Secretariat in case of doubts on these definitions
Join in Annex 2 the reporting templates duly compiled for each payment mentioned in
the declaration letter (to be signed and stamped)
Declarations must be made in the currency used for the transactions, in order to limit
the discrepancies due to exchange rate adjustment
Declarations must be made, for each type of payment, based on a detailed list of each
transaction by date, in order to facilitate the identification of eventual discrepancies
between companies’ and State’s declarations. Please note that companies’ declarations
will not be published disaggregated so as to preserve confidentiality. Published data will
be aggregated by types of payments for all companies together
Send to the Independent Administrator, no later than the 25th of March 2011:
i) the signed declaration letter
ii) Annex 1 (signed definitions)
iii) Annex 2 (reporting templates) compiled, signed and stamped

the payments that we transferred to the State, for the period going from January 1st to
December 31th 2009, for each of the benefit streams listed below:

- Profit-Oil (Sovereign State)
- Profit-Oil (State as a Partner)
- Cost-Oil (State as a Partner)
- Other significant payments to the State
In the context of this declaration, we confirm having acknowledged the accounting and financial
definitions of concerned benefit streams and having strictly considered them in the compilation
of the attached reporting templates.

ANNEX I – DEFINITION OF PAYMENTS TO DECLARE
Signature and production bonuses
Signature bonuses are occasionally determined (based on contract negotiations) upon the
granting of an exploration or exploitation permit within the context of the specific contractual
terms and conditions.
Production bonuses are occasionally determined (based on contract negotiations) when the
operator has reached a certain level of production.
Royalties
Royalties are applied to the taxable value (or fiscal value) of sales.
Profit-Oil (Sovereign State)
After the debit by the contractor (extractive company) of a part of the production for the Cost-
Oil recovery, the remaining hydrocarbons production (Profit-Oil) is shared between the State
(Profit-Oil–Sovereign State) and the contractor (Profit-Oil – company or Profit-Oil – State as
Partner).
Profit-Oil (State as a Partner)
Profit-Oil–State as Partner corresponds to the share of Profit-Oil received in kind by the National
Oil Company (NOC) for its participations in contractor’s activities in the production phase.
Cost-Oil (State as a Partner)
Cost-Oil–State as Partner corresponds to the share of of Cost-Oil (recovery of oil costs) received
in kind by the NOC for its participations in contractor’s activities in the production phase.
Other significant payments to the State
For exhaustiveness purposes, companies can declare, on a voluntary basis, any payment made to
the State or to its entities that they would consider as significant
