Job Title:              Governance and Policy Officer

Full/Part time:         Full Time

Line Manager:           Governance Manager

Summary of Role:        Working within the Research and Business Management Office, the post
                        holder will assist the Governance Manager in the provision of support
                        systems for research and technical assistance projects across LSTM.

Main Responsibilities

Assisting in the development and implementation of LSTM’s research and business governance
policies, the Governance & Policy Officer’s principal responsibilities are:

Research Governance

   Develop and implement effective procedures for ensuring that LSTM’s research activities comply
    with good research governance policies and practice and ethical requirements.
   Contribute to regular reviews of LSTM’s governance procedures, policies and codes of practice
    for research and research–related contracts and ensure they are in compliance with the terms
    and conditions, ethical and governance frameworks of the major research grant awarding
    bodies, e.g. Research Councils, Charities, Government Departments and the European
    Commission.
   Develop and keep up to date, standard operating procedures on good clinical and laboratory
    practice and human tissue storage and use for research.
   Act as Secretary of LSTM’s Research Governance Committee and Research Ethics Committee.
   Disseminate and promote best practice through advice and guidance on research governance.
   Assist in the investigation of any research governance misconduct events that are detected or
    reported.
   Advise researchers planning projects on NHS R & D approvals, MHRA authorisations and LSTM
    and/or NHS ethics applications and requirements.

Corporate policy

   Contribute to the development and implementation of relevant corporate policy.
   Contribute to the review of LSTM’s regulations, policies and procedures relating to contract
    research and related activities, including IP management, commercialisation and exploitation
    and governance.
   Put in place a review process for all LSTM corporate policies to ensure regular updates and
    dissemination.

Sponsorship, insurance, liability and risk

   Provide comprehensive advice and guidance to staff on issues relating to sponsorship, insurance
    and liabilities.
   Register and record all research and technical assistance projects and ensure that relevant
    information is provided to insurers.
   Maintain the Research & Business Management Office risk register.
   Provide guidance and support regarding regulatory compliance in laboratory, clinical and social
    science settings.

Monitoring and audit

   Assist in the development and implementation of key effective monitoring and audit systems.
   Implement audit schedules and coordinate actions resulting from audits (eg supplying
    information as necessary with external agencies such as the Human Tissue Authority and
    research funders).
   Ensure that all LSTM sponsored research and technical assistance projects are risk assessed and
    that relevant monitoring and audit processes are implemented.
   Implement monitoring and reporting arrangements for LSTM sponsored research and technical
    assistance in order to comply with contractual, regulatory and legislative requirements during
    the running of projects.

General

   Work collaboratively with other member of the Research & Business Management team to
    ensure a streamlined and coherent service.
   Communicate with and establish effective working relationships both internally and with
    external partners and collaborators.
   To be resourceful and innovative in resolving issues, exercising judgement, and presenting
    information.
   To efficiently prepare documentation, communications, correspondence, reports and briefing
    papers as required.
   Representing the Governance Manager, as required.
   Carry out other duties applicable to the level of the role.
   Work in a safe manner adhering to local and legal requirements.
   Provide cover for the Agreement and Contracts Officer, when required.
