I.       FIRST READINGS - ORDINANCES

225-12   A report from the Finance Director relative to authorizing the City Manager to enter
         into an Agreement with The City of Cleveland for services performed to assist with
         the collection of delinquent City tax filings and authorizing the Finance Director to
         specify services to be obtained from The City of Cleveland.
           (a) It is the recommendation of the City Manager that the City Commission pass
         an ordinance for first reading authorizing said Agreement.




237-11   A report from the City Engineer relative to authorizing the City Manager to enter into
         Amendment No. 1 to the agreement between the City and Kleingers & Associates,
         Inc. for engineering design services for the Champion City Business Park to increase
         the agreement amount by $5,000.00 for a total not to exceed amount of
         $114,774.00.
           (a) It is the recommendation of the City Manager that the City Commission pass
         an ordinance for first reading authorizing said Amendment No. 1.




II.      SECOND READINGS

256-11   An ordinance for second reading Amending Section 3 of Ordinance No. 11-328 to
         extend the effective date of said ordinance which established definitions within
         Chapter 517 entitled Gambling.

325-10   An ordinance for second reading authorizing the City Manager to enter into a
         Cropland Lease Agreement [2011-2012 - Amendment No. 1] with Joseph Agle.




220-12   An ordinance for second reading authorizing the City Manager to enter into a
         Contractual Agreement with the Board of Health of the Clark County Combined
         Health District in connection with the OVI Task Force within Clark County for an
         amount not to exceed $36,961.00; and authorizing the City Manager, Finance
         Director and Chief of Police to perform all acts and execute all documents they
         consider necessary to fulfill the City's obligations under said agreement and to
         comply with all relevant local, state and federal legal requirements.




216-11   An ordinance for second reading authorizing the exercise of the City's first option to
         renew the contract with Dynamic Science, Inc. for air traffic control operation
         services at the Springfield-Beckley Municipal Airport, for an amount not to exceed
         $223,280.16.




230-11   An ordinance for second reading authorizing the exercise of the City's first option to
         renew the contract with Vaisala, Inc. for air traffic control equipment maintenance
         services at the Springfield-Beckley Municipal Airport, for an amount not to exceed
         $44,779.92.




27-12    An ordinance for second reading confirming purchases and the obtaining of services
         for the City and providing for payments therefor.




221-12   An ordinance for second reading authorizing the City Manager to enter into a
         contract with Waste Management of Ohio, Inc. for the City's 2012 Collection of Fall
         Bagged Leaves Program for an amount not to exceed $51,546.00.

III.     EMERGENCY ORDINANCES

85-12    A report from the Community Development Director relative to amending Ordinance
         No. 12-89 to authorize an increase in funding for the Emergency Repair Program in
         the amount of $40,000.00 for a total not to exceed amount of $90,000.00.
           (a) It is the recommendation of the City Manager that the City Commission pass
         an emergency ordinance amending Ordinance No. 12-89 as indicated.




226-12   A report from the Community Development Director relative to authorizing the City
         Manager to enter into a Grant Agreement with the Department of Housing and
         Urban Development (HUD) for the 2011 Emergency Shelter Grant (ESG) 2nd
         Allocation (Grant No. E-11-MC-39-0019) in an amount of $49,331.00; authorizing
         the City Manager, Finance Director and Director of Community Development to
         perform all acts and execute all documents they consider necessary to fulfill the
         City's obligations under said grant and to comply with all relevant local, state and
         federal legal requirements.
           (a) It is the recommendation of the City Manager that the City Commission pass
         an emergency ordinance authorizing said Grant Agreement.




115-11   A report from the Finance Director relative to authorizing the City Manager to enter
         into Amendment No. 1 to the contract between the City and First Energy Solutions
         Corp. for the Electric Energy Supply for Select City of Springfield Facilities Project to
         add two (2) additional high usage electric accounts.
           (a) It is the recommendation of the City Manager that the City Commission pass
         an emergency ordinance authorizing said Amendment No. 1.




227-12   A report from the City Engineer relative to authorizing the City Manager to enter into
         a Development Incentive Agreement with Nicholas Rigel to provide for water
         services to real property outside the City limits.
           (a) It is the recommendation of the City Manager that the City Commission pass
         an emergency ordinance authorizing said Development Incentive Agreement.

228-12   A report from the Economic Development Administrator relative to authorizing the
         City Manager to enter into an Employment Incentive Agreement and a Contract For
         Purchase And Sale Of Real Estate with MEVA Formwork Systems, Inc. in connection
         with the expansion of MEVA operations; authorizing the City Manager, Finance
         Director and Law Director to do all things necessary to implement the said
         Employment Incentive Agreement and Contract For Purchase And Sale Of Real
         Estate.
           (a) It is the recommendation of the City Manager that the City Commission pass
         an emergency ordinance authorizing said Employment Incentive Agreement and
         Contract for Purchase and Sale of Real Estate.




229-12   A report from the Economic Development Administrator relative to authorizing the
         City Manager to enter into an Contract For Sale and Purchase Of Real Estate for the
         sale by the City to The Clark County Agricultural Society of the approximately
         186.025 acre lake property adjacent to the Clark County Fairgrounds.
           (a) It is the recommendation of the City Manager that the City Commission pass
         an emergency ordinance authorizing said Contract for Sale and Purchase of Real
         Estate.




IV.      EMERGENCY RESOLUTION

230-12   A report from the Finance Director relative to accepting the amounts and rates
         allocated to The City of Springfield, Ohio, as determined by the Budget Commission
         of Clark County, Ohio; authorizing the necessary tax levies; providing for the
         certification of this Resolution and the tax levies to the County Auditor of Clark
         County, Ohio.
           (a) It is the recommendation of the City Manager that the City Commission pass
         an emergency resolution accepting said amounts and rates as indicated.
