Regional Exercise Support Application Instructions Use the following instructions to complete the Regional Exercise Support Application: Question 1: Provide information for the Regional Exercise Support Application point of contact, including jurisdiction (State, territory, local, etc) and contact information. Please note all future correspondences regarding this application will be directed to this individual. While a POC may be from a local jurisdiction, all applications originating from within a state must be submitted through the State Administrative Agency (SAA). Question 2: Indicate the type of exercise initiative being requested. This can range from a Mobile Training Course, to a Training and Exercise Planning Workshop, to support for a variety of HSEEP-recognized exercise types. Question 3: Provide the date(s), preferred date(s), or estimated date(s) of exercise conduct. Follow Timeline Guidelines found in HSEEP Volume I. Question 4: Provide the specific name or address of the physical location(s) of the exercise (i.e., The Galleria Shopping Mall). If a specific location is not yet known, please provide the general vicinity with the nearest city and state. Latitude and longitude coordinates (if available) may also be provided for locations with no address or distinct physical location name. Question 5: State the purpose of the exercise. This should include the goals, objectives, and any additional information to support this application, including support of goals and objectives identified in the appropriate State Homeland Security Strategy, FEMA Region Strategy, and/or the National Exercise Program (NED). Question 6: Explain the extent/level of support required for the proposed exercise. This should detail the specific activities that will require support, as well as the anticipated products/deliverables for those activities. Question 7: Explain why the exercise should receive RESP assistance rather than /in addition to being funded by other DHS/FEMA funds. If other DHS/FEMA funds are being coordinated/applied to this exercise initiative, please specify the specific source agency/program. Question 8: Indicate if the planning for this exercise has been coordinated with the FEMA Region Exercise Officer. *Mobile Training Course Applicants only need to address Questions 1 through 8. Question 9: Indicate the name of the proposed exercise. The NED encourages applicants to adopt a naming convention that is consistent with that used by the NED for national and principal level exercises. For instance, the first National Level Exercise (NLE) occurring in FY08 is named NLE 01-08. Below are examples of regional, state, and local level exercise with a consistent naming convention: Regional Exercise Support Program Application 1 January 2008 Regional Exercise Support Application FEMA Region 4’s first Regional Exercise in FY08 would be named R4-RLE 01-08 Kentucky’s first State Level Exercise in FY08 would be named KY-SLE 01-08 Colorado’s first Local Level Exercise in FY08 would be named CO-LLE 01-08 Please note: The name used in the RESP application must be identical to that used in NEXS. Question 10: Indicate the Mission Area(s) and corresponding capabilities that will be addressed by this exercise initiative (i.e., Planning, Hazardous Materials Response, Mass Casualty Care, or Evacuation). Also indicate the specific Common capabilities addressed by this exercise initiative. See the recently updated Target Capabilities List at: https://www.llis.dhs.gov for detailed information on each capability. Please note: Support from the Terrorism Prevention Exercise Program (TPEP) can be requested by selecting the Prevention mission area in question 10 (see the Regional Exercise Support Guide for details on the TPEP). Question 11: Indicate the scope of the exercise by checking all that apply. The scope refers to the jurisdiction(s) participation level in the exercise. Question 12: Indicate the anticipated scenario type for the exercise, based on the National Planning Scenarios. Check all that apply. Special events may include a variety of events ranging from one- time international events to reoccurring State level events (i.e. selected venue for an Olympic event vs. Kentucky Derby at Churchill Downs). Question 14: Indicate whether the exercise is being conducted to fulfill a specific DHS/FEMA Grant Program requirement. Question 15: List and explain any non-DHS/FEMA Federal program requirements that this exercise will meet. Question 16: Indicate how many exercises have been conducted with the State/Territory using DHS HSGP funds since 2004. Question 17: List the specific names of agencies/jurisdictions participating/expected to participate in the proposed exercise initiative.
