4.1 The risk implications are that the cost of resourcing GIS for the Authority could be
much greater if an exception to the Council’s Contract and Procurement Rules are

Working Party of 19th December, 2007, the above recommendation was approved
to be forwarded to this Committee.
6. GIS Support
6.1 A vacancy currently exists for a GIS Project Manager in ICT. This post has been
filled on a part-time temporary basis by contractors and more recently by a local
company. With the corporate GIS system for the future not yet being known it is
recommended that this post is not yet filled.
6.2 Due to the specialist nature of GIS at East Dorset it is recommended that an
exception to the Council’s Contract and Procurement Rules be made for the
continued engagement of Jubilee Computing. This exception is on the grounds
that a ‘professional person is required for work in which the personal skill of that
person is of primary importance’.
6.3 This company supplies a resource that was instrumental in the development and
on-going maintenance of the Council’s corporate GIS System, has knowledge of
the CAPS Uniform System, has a close working relationship with Dorset County
Council’s Geowessex project and also works with other organisations that impact
on GIS at East Dorset. This engagement will be contained within existing
