NYS Employee Suggestion Program

Thank you - You have been identified as a subject matter expert and selected as
an evaluator for the attached suggestion submitted through the NYS Employee
As the evaluator, you are asked to evaluate the merit of an idea and recommend
whether the suggestion should be adopted. By objectively and thoroughly evaluating the
idea, you are providing valuable information to the suggester, your agency and New
York State. You are asked to approach suggestions with a positive attitude and open
mind. As an expert in the subject matter, you may be a part of the current process that
the suggestion would affect. Remember that even long-standing procedures sometimes
can be improved.
Suggesters are encouraged to identify specific problems or areas for improvement and
propose valid solutions to these problems, in order to promote efficiency and
effectiveness of state operations. The program encourages open communications and
expressions of ideas from employees in order to maximize their talents.
Addressing the following questions will assist you in your evaluation:
Does this suggestion duplicate any existing process(es) or procedure(s)?
Is the suggestion technically feasible?
Is the suggestion in accordance with legal requirements?
Could the suggester independently implement the suggestion?
After you have reviewed the sugestion, please state your justification regarding whether
or not you recommend implementation of the suggestion.
If you are recommending implementation, please answer the following questions:
1. Is the suggestion related to the suggester’s job duties and responsibilities
and if so, what percentage?
2. On a scale of 1-5, with 5 being the highest, please rate the following in
relationship to the suggestion:
