MAIN PURPOSE OF THE DEPARTMENT AND JOB
HGCA is committed to funding and promoting independent research of practical benefits to
cereal and oilseed levy payers. We work with a range of contractors from universities and
research institutes to agronomy groups.

HGCA R&D currently manages over 100 research projects with a total value of approximately
£14 million. HGCA invests around £4 million into research projects on an annual basis and
manages projects that involve around £10 million of co-sponsor funding each year.

The role of the Head of R&D and Knowledge Transfer (KT) is to determine research needs
within the cereals and oilseeds industries, to commission appropriate R&D projects to address
those needs, to oversee management and monitoring of the commissioned research, to identify
key information arising from research projects and ensure that this is disseminated to the
industry.

HGCA R&D activities cover a wide range of technical disciplines. The Head of R&D needs a
good understanding of the issues surrounding each of these subject areas, and the main
research and knowledge transfer requirements of the industry. A balance, relative to the
strategic direction of the programme, needs to be maintained in the proposals being put
forward to the R&D Committee.

KT activities:
Research is only of value when results are put into practice and Knowledge Transfer (KT) is a
priority. Some 10% of the R&D budget is spent on KT activities each year. A sub-group of the
R&D Advisory Committee is responsible for monitoring KT. The KT team work closely with the
HGCA Stakeholder Communications team to ensure that research activity is communicated to
HGCA levy payers in formats to suit their needs.

Purpose of job:
 To lead and develop a team of 18 staff members (14 full time and 4 part time)
 To manage the day-to-day operations of HGCA’s R&D and KT activities
 To work with the Director of HGCA, the senior management team and the R&D Advisory
   Committee to develop effective strategies for HGCA’s R&D and KT activities
 To evaluate the effectiveness of activities
 To build productive relationships with levy payers and key stakeholders across the industry
 To oversee the management of over 100 projects, including collaboration with key
   stakeholders

Budgetary responsibility:
Fully accountable to the Director of HGCA and the R&D Advisory Committee for the R&D
budget (09/10: Approx.£6m)

 Provide scientific guidance and background to enable the Advisory Committee for R&D and
    its Evaluation Group and KT Group sub-committees to make informed recommendations

    regarding research and KT programmes.
   Provide technical support for the Recommended Lists Board and Committees
   Provide administrative support for all R&D, KT and RL Board and Committees.
   Promote HGCA-funded R&D and KT through meetings with key stakeholders.

AHDB Chief Scientist and other R&D Sector Heads
 To co-ordinate funding of research within AHDB

HGCA Board
 To obtain approval for overall programme and justify expenditure

Levy payer organisations and levy payers
 To ensure R&D meets their needs.

Research organisations
 To ensure proposals of a high quality and meet stakeholders’ needs

KEY RESPONSIBILITIES

General
 To work with the Director of HGCA to set strategic objectives and targets for the R&D and
  Knowledge Transfer department
 To develop and deliver R&D and Knowledge Transfer strategy and activities
 To provide leadership to the R&D and Knowledge Transfer teams
 To manage the Senior Research Manager, the Recommended Lists Lead Manager and
  Senior Research Communications Manager
 To be a member of the HGCA Senior Management team, playing a part in developing and
  implementing corporate strategic plans
 To lead / give presentations at grower, trade and other meetings and be an effective
  ambassador for HGCA

Project and programme development
 To oversee the management of over 100 projects. To include monitoring the effectiveness
   of R&D and KT projects and ensuring targets are achieved
 To manage and carry out budget accounting / management to make the most effective use
   of expenditure, making regular assessments of the benefits of the commissioned projects
   and activities
 To oversee the development of HGCA’s R&D and Knowledge Transfer strategy and
   priorities
 To work with the R&D Advisory Committee Chair to present and get approval for R&D and
   KT activity / strategy from the R&D Advisory Committee
 To establish and maintain a balance within the programme according to defined strategies
   and priorities
 To develop HGCA’s proactive approach to research commissioning
 To maintain a broad understanding of current research activity relevant to HGCA
 To achieve synergy within the R&D and Knowledge Transfer (KT) programme, including the
   Recommended Lists, through integration of projects where appropriate
 To be a close collaborator with the HGCA Stakeholder Communications department to
   ensure Knowledge Transfer is communicated to levy payers
 To build partnerships both within AHDB, through the Chief Scientist, and with other funding
   organisations in the UK and overseas to ensure co-sponsorship of projects (both research
   and knowledge transfer) where appropriate

Programme management and monitoring
 Oversee management and monitoring of HGCA’s R&D investment to ensure that processes

  are thorough and efficient
Decisions
 Allocating resources and deciding priorities within budget (with the Advisory Committee)
 Evaluating and monitoring projects
 Setting objectives for staff and reviewing performance


KNOWLEDGE / EXPERTISE / MINIMUM QUALIFICATIONS
 Post-doctoral research experience in a field of study relevant to arable crop production or
  use
 An understanding of the development and management of research projects and
  communication of the outputs
 Well developed team leadership and management experience
 At least 5 years’ experience of the agricultural industry
 A thorough understanding of the R&D environment


OTHER ATTRIBUTES / KEY SKILLS/COMPETENCIES
 The Head of R&D needs to have credibility among the research community, and needs to
  exercise complete confidentiality during development and assessment of research
  proposals.
 A high level of diplomacy and good negotiating skills are required
 The Head of R&D needs to have credibility with the Advisory Committee
 Excellent project management skills and able to prioritise tasks well
 Good strategic planning skills
 Budget / financial experience
 Well-developed writing and oral communication skills
 A high level of inter-personal skills
 The post involves considerable travel around the UK
 Well developed computer skills (MS Word, Excel, PowerPoint, databases, email and
