33. Declaration of Interests
There were no declarations of interest.
34. Public Participation
34.1 Due to the presence of a member of the public wishing to
speak, the Chairman proposed that application 10/01692/FUL
should be brought forward on the agenda. This was accepted
by the committee.
Planning Application 10/01692/FUL – Land off Shipston
Provision of a neighbourhood centre, comprising retail and
services within Class A1 and D1; community hall; together
with provision for car parking, including park and ride;
associated development including recycling facilities, refuse
facilities and cycle shelters.
Two letters of objection from members of the public not
present at the meeting were read by members.
After a lengthy debate it was
RESOLVED: The Town Council strongly objects to the
amended design of the Waitrose
supermarket because of its unacceptable
urban look in the countryside on the edge
of the town. The choice of the materials is
totally inappropriate and incongruous to this
very sensitive and rural site. The materials
are not representative of the rural setting.
The design of the roof is an alien feature
and would not respect the local vernacular of
the built form.
A more organic and softer approach would
be more sympathetic and sensitive and
nothing less than an exceptionally high
quality design and materials pallet should be

RESOLVED: That the Draft Open Minutes of the Planning
Consultative Committee meeting held on 17 August, 2010
be approved as a correct record.
36. Town Clerk’s Open Report
36.1 Planning Training
At the Planning Consultative Committee Meeting on 17 August,
2010, in-house training on planning applications 10/01177/REM
– N C Joseph Ltd, Birmingham Road and 10/01348/FUL – Shell
Bridgetown, Shipston Road, was conducted by the Planning
Consultant, Mr Neil Pearce and was undertaken by:
Councillors, Dowling, J Fradgley, Lowe, McFarlane, Price,
Sandle, C Thomas and J Thomas. Training lasted for
approximately thirty minutes.
Members noted the report.
37. To register a representative from the Planning Consultative
Committee to attend the Stratford District Council Planning Committee
Meeting (West) scheduled for Wednesday 28 July, 2010
