Scope of Position
One Program Finance (OPF) has an integral role in the sound financial
management of Oxfam Australia by delivering, in conjunction with the agency’s
Finance Section, effective finance services to the agency’s development,
humanitarian, advocacy and campaign programming functions, and ensuring
effective governance oversight of the related policies and processes.
The position of One Program Finance Manager provides organisational leadership
and management of the OPF function. The position, which works closely with the
agency’s Chief Financial Officer and in alignment with the Finance Section, is
accountable for:
Ensuring the effective and efficient delivery — to Oxfam Australia program
areas including those within the International Programs and Public Engagement
sections (IPS and PE) and Development Effectiveness unit (DE) — of coherent
and uniform section, unit and program finance services that span budgeting,
reporting and analysis, that conform to Oxfam Australia finance policies and
accounting standards, and that integrate with and complement the agency’s
broader finance processes.
Strengthening and adapting the agency’s financial management of its programs
and country offices, including its management of program financial risks, to
enable, support and keep pace with significant organisational development and
change (such as that resulting from implementation of the Oxfam
confederation’s Single Management Structure initiative).
1. Key Responsibilities
1.1 Provision of program finance services
Identifies the evolving management and program accounting needs of IPS, PE
and DE stakeholders, including the need for proactive, reliable and timely advice
that informs management and operational decision-making, and mobilises OPF
resources to respond to those needs
Manages the agency’s annual program budget preparation and consolidation,
including communicating with section directors, unit and country office managers,
budget holders and program staff; overseeing monthly variance reporting; and
consolidating and reporting to IPS, PE and DE management
1.2 Strengthening of program finance governance and accountability

Establish program finance risk management processes and controls that are
aligned with the agency’s overall approach to risk management and that decrease
the probability and impact of adverse program finance events, including fraud
Institute robust program finance monitoring and evaluation processes — including
periodic internal and external reviews of country office financial management,
oversight of program expenditure acquittals and of program expenditure by
partners, and external financial audits of selected programs and projects — that
verify and validate compliance with the agency’s finance policies and procedures
and that are aligned with program monitoring and evaluation activities, and
manage the implementation of corrective and preventive actions
Support the ongoing implementation by the Finance Section of annual end-of-
financial-year country office external audits
Ensures relevant staff, including partners, are aware of the agency’s requirements
relating to fraud prevention and response, and participate in and support
investigations of suspected program finance-related frauds
1.3 Improvement of program finance workflows and processes
Initiates and manages, in conjunction with the Finance Section, process and
system improvements to strengthen program financial management and to
leverage Oxfam Australia’s investment in its SAP ERP Financials system
1.4 Development of country office program finance capacity
Furthers Oxfam Australia’s progress in devolving leadership, management and
operational accountability and responsibility to the countries where it operates by
facilitating the development of country program finance capacity and the
devolution of program finance functions and delegation authorities while ensuring
organisational governance and accountability requirements are met
1.5 Establishment of clear program finance accountabilities
Clarifies the program finance accountabilities and responsibilities of IPS, DE and
agreed program-related PE positions, and supports their effective implementation
by section and unit managers
1.6 Effective integration of OPF with the Finance Section
Ensures OPF objectives align with those of the Finance Section, participates
actively as a member of the Finance Section Management Team and contributes
to broader agency finance discussions
1.7 Other related duties as delegated
2. Budget
2.1 Formulate, monitor and account for the OPF budget
2.2 Coordinate and facilitate budget processes in IPS, DE and agreed program-related
areas in PE, at the section and unit levels
2.3 Holds transferrable and non-transferrable delegations for OPF budget expenditure
authorities, as determined by the Associate Director–International Programs
3. Policy
3.1 Contributes to the development, review and improvement of Oxfam Australia
financial and program management policies

3.2 Implements Oxfam Australia financial and program management policies in IPS,
DE and agreed program-related areas in PE, and ensures compliance
4. Human Resources
4.1 Line manage direct reports including recruitment and selection, performance
management and staff development
4.2 Ensure all staff under management demonstrate good human resource practice
and comply with agency policies and procedures
4.3 Implement and monitor equity, diversity, gender standards, child safe and staff
health and wellbeing policies and procedures within areas of delegation
4.4 Monitor workloads and work environment for self and for staff under management
and take reasonable steps to minimise risks to self and others
5. Knowledge & Experience
5.1 Experience in leading and managing a team in the provision of financial and
management accounting services in a non-government international development
organisation
5.2 An appropriate qualification in accounting or a related discipline preferably
supported by membership of The Institute of Chartered Accountants in Australia,
CPA Australia or an equivalent body
5.3 Strong understanding of the principles and techniques of process improvement
and significant practical experience in applying them pragmatically in a finance
environment
5.4 Extensive experience in using the SAP ERP Financials solution (or similar
enterprise-level financial management system), advanced proficiency in Microsoft
Excel and working knowledge of MYOB accounting software

7. Travel
Some international travel will be required each year to liaise with staff, partners,
affiliates and Oxfam colleagues and undertake Oxfam-related activities.
It is a condition of employment that staff abide by all agency security and safety
protocols, policies and procedures and the Oxfam International Security Protocol.
8. Salary Details (Category 2, applicable pro rata for part-time positions)
The current base salary applicable on commencement is $87,403 per annum
which provides a total remuneration package of $98,200 comprising base salary,
company superannuation contributions and leave loading. Additionally, staff are
eligible to participate in our salary packaging scheme.
Oxfam Australia has a system of salary increments paid on the basis of
achievement of agreed criteria and periods of service. The current base salary for
this position at the highest increment level is $100,507.
