Moderator Jan Bole called the 96th meeting of the Presbytery of the West to order at 10:00 am.

96-3: Welcome
Dr. Jim Coleman, Bear Creek EPC, welcomed the Presbytery.
Moderator Bole welcomed Dr. Craig Strickland, Dr. Eli Morris, Rev. Rufus Smith, Rev. Freddie Albaugh, Rev. Pat
Kendall, Rev. David Morris, Rev. David Ruff, and Rev. Larry Lloyd from Hope Church, Cordova, Tennessee. They all
passed their examinations at a special called meeting of the Presbytery on Thursday evening, May 3, 2012. These new
members were also welcomed by the Presbytery.
96-4: Morning Devotional
Rev. Jim Noble, Desert Hills Presbyterian Church, Scottsdale, Arizona, opened with prayer and gave the morning
devotional from Revelation 2:1-7 about holding on to our first love for Christ while following Him and persevering through
difficulties, holding sound doctrine, and always holding onto our love for Him and for all those who serve Him.
96-5: A Time for Prayer
Moderator Jan Bole led the Presbytery in the Morning Prayer time that was centered on the Lord’s Prayer. She had the
Presbytery break into small groups to discuss what prayer means and why we should pray, asking what the Lord’s Prayer can
teach us about prayer. Moderator Bole closed the time with prayer for the business of the church, asking God’s guidance.
96-6: Introduction of Guests
Moderator Bole had the guests stand and introduce themselves and where they were from. There were pastors, elders,
and observers from New Mexico, Arizona, Tennessee and Colorado Springs. All were welcomed to the Presbytery meeting
by Moderator Bole.
96-7: Clerk’s Comments and Adoption of Docket
Stated Clerk Marc Huebl asked the Presbytery to sign the Attendance Register both days and told that the Minister of
the Word Reports will be resent by email to those ministers who have not sent in their forms.
Clerk Huebl presented the Proposed Docket with final additions, deletions, and changes to the Presbytery for
approval.
Motion was sustained to adopt the amended Docket.

96-8: Omnibus/Consent Motion
The Omnibus Consent Motion was as follows:
A That the Minutes of 95th Meeting be approved. (These Minutes have been previously distributed.)
B. That those Ministers who have requested to be excused from attending this meeting be accepted.
C. That the Treasurer’s Report be received. Documentation of this report can be found as Attachment # 1 to the record of
these minutes.
D. That the Administrative Commission to ordain and install Candidate Gary McCusker as Associate Pastor at Parker
Evangelical Presbyterian Church, Parker, CO, be dismissed with appreciation for their service to the Presbytery and to the
minister and congregation. The commission’s minutes are on file with the Stated Clerk.
E. That the Presbytery approve renewing the Commissioned Pastor term for Commissioned Pastor John Bueno and his
ministry through Latinos Unidos and his new role with the EPC World Outreach Committee. Please note that the
Commissioned Pastor term for Mr. John Bueno will be the maximum length of time, three years, renewable with the same
limitations, as allowed by the Book of Government 16 10-6E.
Motion was sustained to approve the entire Omnibus/Consent Motion
96-9: Presbytery Committee/Staff Summaries of Activity and Updates
This item is for our permanent committees that do want to give a summary of activities or information to the Presbytery which
have determined that a floor presentation is not necessary.
A. Nominating Committee
Chair Rev. Bob Everest informed the Presbytery about appointing Mrs. Paula Shira to the Ministerial
Committee to fill the vacancy from Mr. Ned Davis’ leaving the committee due to employment demands. The General
Council, acting in accordance with the Presbytery By-laws, approved this appointment and the Presbytery concurred. Mrs.
Shira has served on this committee previously.
B. General Council
The General Council informed the Presbytery about action it took to appoint itself as a means of
Temporary Governance with the Steering Committee of Westminster Presbyterian Fellowship, Enid, Oklahoma. The Stated
Clerk did not catch this oversight at the February 3-4, 2012, Stated Meeting, and so acting in accordance with the Presbytery
By-laws, agreed to function in conjunction with Westminster’s Steering Committee to serve as means of governance for this
mission church.
The Presbytery took action at this meeting to appoint a means of temporary governance as per the Book of
Government 5-2 A.
Motion was sustained to allow the General Council to serve as means of Temporary Governance for Westminster
Presbyterian Fellowship, Enid, Oklahoma.
96-10: Central South Overture
The Stated Clerk presented an Ascending Overture proposed by the Central South Presbytery for this year’s
General Assembly. Their overture was in regards to the reporting of a minister’s salary in the Terms of Call forms to the
Presbytery.
The gist of the Central South’s overture was to amend the action of the 34 th General Assembly requiring the listing
of a minister’s terms of call in the minutes of the Presbytery. The Central South is desiring to amend the previous action by

only having the initial terms of call to be approved in public by the calling church and the presbytery, which could be done
by commission assignment to the presbytery’s Ministerial Committee, and that actual documentation and additional
background information would be available to the Presbytery Review Committee from the presbytery Stated Clerk upon the
Review Committee’s request.
The General Assembly Stated Clerk asked the Central South to present this overture to the EPC Presbyteries to see
if there would be support for this overture. The Presbytery of the West was not asked to amend it, just to consider if the
West would write a letter of support for it to present along with the overture to the General Assembly this June.
Discussion was deferred to allow time for consideration of this overture as time permitted.
96-11: Carry Over Item from Previous Meeting: Discovery Workshop Attendance Requirements
The Presbytery of the West did have a carry over item from the February 2012 Stated Meeting regarding taking
action to require all non-EPC ministers seeking to affiliate with the EPC to attend the Presbytery of the West’s Discovery
Workshops.
Discovery Workshop Director, Rev. Sharon Beekmann presented an update regarding the flexible dynamics of the
Workshops and how they can be used to serve the Presbytery in an ever increasing role prior to the vote on this tabled
motion from the previous Stated Meeting.
Director Beekmann Stated:
The content and design of the Discovery Workshops have changed to meet the needs of churches coming into the EPC.
Whereas before our goal was to prepare TE to take oral exams, we now orient pastors and Ruling Elders to the polity, doctrine,
and ministry of the EPC; and train and sometimes examine Ruling Elders. Secondarily, we prepare Teaching Elders to take oral exams,
which we accomplish through mock trials.
We recommend that incoming PCUSA and New Wineskin Teaching Elders and Ruling Elders attend these workshops, with
exceptions to participate granted by the Stated Clerk and Director in consultation with MinCom when it is logistically difficult for
churches to attend. Pastors coming from non-reformed denominations and candidates seeking ordination would be required to attend.
The content for this latter group would be more didactic and specific to test-taking. EPC churches transitioning to our Presbytery would
not be required to attend.
Motion was sustained that all non-EPC ministers coming into the Presbytery of the West be required to
attend a Discovery Workshop and that it be up to the prerogative of the Director of the Discovery Workshops and the
Stated Clerk in consultation with the Ministerial Committee if there is an exception to participate.
Director Beekmann explained that the scope of the workshops has changed to include Ruling Elder participation.
Ruling Elders would be strongly encouraged to attend a Discovery Workshop. However, attendance would not be required as
referenced by the preceding motion.
96-12: Ministerial Committee
Dr. Jim Coleman, Chair, opened with prayer and had a word of encouragement from the Ministerial Committee and
that is to come to Presbytery. With this “tongue in cheek” exhortation, “If you don’t come to Presbytery you’ll lose touch
with your colleagues and ministry. If you lose contact with your colleagues and ministry, your spiritual life will descend, if
your spiritual life descends, your theology will slip, if your theology slips, you’ll become subject to Armenianism. If you
become an Armenian, you’ll doubt your salvation. Don’t doubt your salvation, come to Presbytery!”
1. General Actions Considered
A. Acted to drop Rev. Steve Wilkinson from the Rolls Without Censure.
The Stated Clerk has been informed that Rev. Wilkinson has transferred his ordination to the Reformed Church of
Canada and has been serving a church in the Vancouver, British Columbia area. Rev. Wilkinson was told by his Classis that
all the paperwork was successfully processed by the Presbytery of the West. For the record, however, no such paperwork

was ever received by the Stated Clerk from the Reformed Church of Canada. Removing Rev. Wilkinson from the Rolls
Without Censure is the appropriate procedure in this case as the EPC does not allow for dual ordinations.
Motion was sustained to drop Rev. Steve Wilkinson from the Rolls Without Censure.
B. Information about the relocating of Highline Community Church.
Dr. Bob Beltz did meet with the Ministerial Committee Chair and the Stated Clerk to talk about this relocation and
move to the Colorado Community Church building near South Colorado Boulevard and East Hampden Avenue. Dr. Beltz
said that the session and congregation were in agreement with this move.
They were in the process of negotiating a contract with Cross Walk Fellowship who bought the building from
Colorado Community Church. They were also in discussion with the remaining Colorado Community Church congregation
regarding the potential joining of the congregation with Highline since this congregation is without a pastor. Highline is
currently meeting in the facility on Sunday mornings but without a contract. They have not sold their existing building and
asked for prayer regarding this move.
Dr. Coleman prayed for this new endeavor and their future.
2. Examination of Rev. James Noble
Rev. James Noble requested to be received into the Presbytery of the West. Rev. Noble is a minister in good
standing with the Grand Canyons Presbytery, PCUSA, and has been interviewed by the Presbytery of the West’s Ministerial
Committee. Rev. Noble is currently serving as Pastor of Desert Hills Presbyterian Church, Scottsdale, Arizona. The church
has been dismissed by the Presbytery of Grand Canyons to the Presbytery of the West pending our reception process for
churches and ministers seeking affiliation with the EPC.
Rev. Noble gave his homily from the book of Revelations at the Presbytery morning devotional.
The Presbytery examined him regarding theology, sacraments, his faith in Christ, his calling to ministry and the
nature of the office of a Minister of the Word, polity, the Reformed Tradition, the Bible, his service, ordination, spiritual
journey and his exceptions to the Westminster Standards, which he answered.
Motion was sustained to arrest the examination. Rev. Noble was dismissed from the room.
Motion was sustained to allow Rev. Noble’s exceptions to the Westminster Standards.
Motion was sustained to receive Rev. James Noble as a minister in the Presbytery of the West.
Rev. Noble was welcomed by the Presbytery and RE Ken Roberts led in prayer for Rev. Noble and his wife, along
with those Presbyters who came forward to pray and lay hands on them asking that the Lord would bless their ministry and
the church, Desert Hills.
Rev. Noble’s current Terms of Call from Desert Hills has been reviewed by the Stated Clerk and found to be in
order. Rev. Noble’s ministerial responsibilities include preaching, teaching, moderating session, moderating congregational
meetings, et al., as befits serving as Pastor.
Rev. Noble’s signed Ministerial Obligation Form is on file with the Stated Clerk.
The Installation Commission appointment was deferred until after the examination of Associate Pastor Dr. Robert
Claus, also serving at Desert Hills Presbyterian Church.
96-13: Church Development Committee
Dr. Eugene Scott, Chair, began with prayer.
1. Visio Dei
Dr. Scott told of a new project that Rev. David Zook, Phoenix, Arizona, is working on as a church plant out of
Morningside Church, called Visio Dei. They will be starting as a mission group worshipping together and in Bible Study and
planning their vision. This is the Presbytery’s second church plant.
2. The Neighborhood Church

Dr. Scott, co-evangelist with The Neighborhood Church, told of the progress of this church plant, The
Neighborhood Church, which has been in existence for three years. They have about 130 in their congregation. They meet at
Dakota Ridge High School and are continuing to develop a relationship with the school that has produced positive results for
both the church and community.
3. CDC Task Force Church Planting Presentation
Committee members, Rev. David Strunk and Rev. Doug Brown updated the Presbytery regarding its work in
forming a Church Planting Network and its initial steps to making this happen. More information on the Church Planting
Presentation can be found as Attachment # 2 to the record of these minutes.
The committee made a proposal to Presbytery to make a commitment to fund half of the Directors salary for 5
years; $15K per year for 5 years. After 5 years, it’s anticipated that no further funding from the Presbytery will be needed.
After much discussion, a motion to postpone taking action on the proposal was defeated.
Motion was sustained that the Presbytery would bring on Dr. Eugene Scott as CDC Director to focus solely
on church planting and the beginning of the creation of a potential church planting network, with an effective start
date of June 1, 2012, and to receive the matching funds for the position from the EPC General Assembly Office.
Motion was sustained that the Presbytery support the ongoing work of the task force on church planting to
be ready for a final approval of the entire proposal by the October Presbytery.
Lunch
Hosting church Bear Creek EPC provided a wonderful lunch and opportunity for fellowship.
96-14: Reconvened
Moderator Bole reconvened the meeting at 1:00 pm
96-15: Women In Ministry
Ms. Rhonda Reedy, Chair, opened with prayer and addressed the Presbytery about her recent trip to Kazakhstan
with the EPC Women In Ministry team. For 10 days, nine women from the EPC went to Almaty, Kazakhstan and shared
with women who are in ministry and conducted a REAL Training seminar. There were 70 women in attendance from the
general area that were encouraged and ministered to. It was reported to be a great time together and a good trip.
On a National Level, there is a new launching of Women In Ministry on the EPC website.
In Memphis, a REAL Training was conducted with 95 women attending.
On a local level, the committee contacts women that are doing ministry and make sure they know about the
resources Women In Ministry provides.
96-16: Ministerial Committee continued
Examination of Dr. Robert Claus
Dr. Robert Claus is currently serving as Associate Pastor of Desert Hills Presbyterian Church, Scottsdale, Arizona.
Dr. Claus began with prayer and presented the homily from Rev. 2:8-11 speaking about God’s heart for the church
and how He loves the church. He said that God knows our afflictions and our poverty and tells us to not be afraid, and He
gives the power to endure through whatever afflictions come our way. God transforms us through what we endure and tells
us to be faithful as we will receive the gift of life.
The Presbytery examined him regarding theology, sacraments, his faith in Christ, his calling to ministry and the
nature of the office of a Minister of the Word, polity, the Reformed Tradition, the Bible, his service, ordination, spiritual
journey and his exceptions to the Westminster Standards.

96-17: Latin’s United Presentation
Commissioned Pastor John Bueno spoke to the Presbytery about Latins United and the opportunity of church
growth through ministry to the Hispanic community. Mr. Bueno is currently serving as National Missionary for Hispanic
Ministry for the EPC. He travels throughout the country to get to know our churches and learn about our communities and
experiences. He showed videos highlighting the statistics that the Hispanic community is the largest immigrant community
in the United States and growing. It is projected that more than 60 million Hispanics will live and work in the U.S. in the
coming decade.
Latin’s United assists churches to provide solutions for cross cultural ministry. This includes training sessions and
team development. Training opportunities include an evaluation of community demographics, exploring essential methods,
organizing multi-cultural events, and developing the mindset for multicultural and multi-generational ministry. They provide
resources on three levels; investigate opportunities, implement strategies and integration of multicultural communities into
our churches.
Mr. Bueno made himself available to be of service to our churches through this ministry of the EPC. His contact
information is John.Bueno@epc.org. Latin’s United is based out of Omaha, Nebraska.
96-18: Reception of Colonial Presbyterian Church
New Wineskins/EPC Transitional Presbytery church, Colonial Presbyterian Church, Kansas City, Missouri, and its
ministers, requested to join the Presbytery of the West via Transitional Membership Application which allows these churches
and ministers as members with voice but no vote until the Presbytery finalizes examination of officers and ministers. All of
their required documentation was in order and on file with the Stated Clerk. The ministers have previously been interviewed
by the Ministerial Committee.
Motion was sustained to receive Colonial Presbyterian Church as a Transitional Member of the Presbytery
of the West.
Dr. Bob Beltz spoke of his relationship with Colonial and how he came to know Christ there and was excited to
have them as part of the Presbytery of the West.

A. Dr. Chris Scruggs, Pastor, Advent Presbyterian Church

Dr. Chris Scruggs has requested to be received into the Presbytery of the West. Dr. Scruggs is a minister in good
standing with the New Wineskins EPC Transitional Presbytery, and has been interviewed by the Presbytery of the West’s
Ministerial Committee. Dr. Scruggs is currently serving as Pastor of Advent Presbyterian Church, Cordova Tennessee. The
church has voted to affiliate with the Presbytery of the West due to the mandate for the New Wineskins/EPC Transitional
Presbytery churches to enter geographic EPC presbyteries. Due to the fact that Dr. Cynthia Schwartz serves as an Associate
Minister at Advent Presbyterian Church, and the Central South EPC Presbytery’s position on the ordination of women, this
church and ministers have applied for membership in the Presbytery of the West.
The officers at Advent Presbyterian Church have been previously examined by the Southeast Presbytery, EPC, and
are highly recommended to be approved and received by the Presbytery of the West.
Dr. Scruggs preached from Rev. 2:12-17. He began with prayer and encouraged the Presbytery from God’s word to
be faithful and to keep a strong witness for Christ all of our lives even amidst social pressure that might rise against us.
The Presbytery examined Dr. Scruggs regarding theology, sacraments, his faith in Christ, his calling to ministry and
the nature of the office of a Minister of the Word, polity, the Reformed Tradition, the Bible, his service, ordination, spiritual
journey and his exceptions to the Westminster Standards.

with the New Wineskins EPC Transitional Presbytery, and has been interviewed by the Presbytery of the West’s Ministerial
Committee. Rev. Kerns is currently serving as Associate Pastor of Advent Presbyterian Church, Cordova Tennessee.
Rev. Kerns began his message with prayer. He gave a homily from Rev. 2:18-29. He expounded the scriptures and
told the Presbytery how God encouraged this ancient church to not compromise their faith even though there was socio-
economic pressure to do so. Rev. Kerns encouraged the Presbytery to hold on to our faith and not to accommodate a godless
culture. Jesus says do not do that. How are we doing? Are we distinguishable from our culture? Rev. Kerns encouraged us to
stand firm in our faith.
The Presbytery examined Rev. Kerns regarding theology, sacraments, his faith in Christ, his calling to ministry and
the nature of the office of a Minister of the Word, polity, the Reformed Tradition, the Bible, his service, ordination, spiritual
journey and his exceptions to the Westminster Standards.

Dr. Schwartz has requested to be received into the Presbytery of the West. Dr. Schwartz is a minister in good
standing with the New Wineskins EPC Transitional Presbytery, and has been interviewed by the Presbytery of the West’s
Ministerial Committee. Dr. Schwartz is currently serving as Associate Pastor of Advent Presbyterian Church, Cordova
Tennessee.
Dr. Schwartz brought a message to the Presbytery from Rev. 3:1-6 and began with prayer. Dr. Schwartz told the
Presbytery that the ancient church of Sardis was in decline and about to pass into non-existence. Jesus called them dead.
Theirs was a “said” faith. She said that we can be like Sardis today, not showing our faith and the life He’s given us. She
challenged those present to always hold near to Christ, to hold nearer the scriptures, to draw nearer to our families, to kindle
faith in our heart anew with Christ’s help and the Spirit’s work. Are we awake? Are we alive in Christ or just going through
the motions? She encouraged the Presbytery to remind each other of the awesome work of God in our lives until he calls us
home.
The Presbytery examined Dr. Schwartz regarding theology, sacraments, her faith in Christ, her calling to ministry
and the nature of the office of a Minister of the Word, polity, the Reformed Tradition, the Bible, her service, ordination,
spiritual journey and her exceptions to the Westminster Standards.

Pastor serving in this capacity.

Motion was sustained to declare Advent Presbyterian Church’s officers and ministers Dr. Chris Scruggs,

96-20: Canyons Community Church Commission Report
Chair Rev. Brad Strait, updated the Presbytery as to what the Commission has been doing to help Canyons
Community Church in Castle Rock, Colorado. Their actions taken so far have been to:
1) Interim Session Appointed
2) Church Stabilization: Pulpit rotation; listened to input from members; provided care for the minister through
Quiet Waters; encouraged the church to hold on; provided interim pastor help and care
3) Goal: Reconcile with Christ and others
Rev. Strait prayed for this church, their needs and struggles, and that the Lord would help lead them, heal them and
mend them.
The Commission is not completed in their assignment regarding Canyons Community Church and so is continuing.
96-21: Retired Ministers Update
Dr. Gary Reddish who is in his 60’s is suffering from advanced dementia from Alzheimer’s disease. Communion
was taken to him recently by several pastors including Rev. Strait. Dr. Reddish reportedly understood the Communion
sacrament which was a blessing to everyone who participated.
Rev. Mark Moore is currently in a nursing home, St. Andrew’s Village, 13801 E Yale Ave, Aurora. Phone 303-695-
8100. He will be 89 yrs old in May. He enjoys visitors and members of the Presbytery were encouraged to stop by to visit
him. His daughter Debbie who is currently out of country will be returning home soon to spend time with him. This was
provided by a generous donor.

96-22: Moment for Missions Updates
A. RE Al Johnson opened with prayer for this Engage 2025 project and team as well as for retired ministers, Dr.
Reddish and Rev. Moore.
S. McKelvey gave an update via web technology. This unengaged people group in the interior has had very little
contact with people from the outside world. The team is working to build relationships and working with students learning
English. They will be receiving short term visitors this summer to help with this project and are also looking for longer term
teammates as well. They are excited about future possibilities for the SST in this area though getting a teaching visa has
proven difficult.
RE Johnson said this Engage 2025 project could use additional help and financial support. Prayer was offered on
behalf of this family, team and project. Please contact gkissinger@chcc.org for more information, how you can be involved,
or to partner with this project.
B. Rev. Phil Legal was present at the meeting. He currently is serving with Action International in Columbia. He
told the Presbytery about his ministry there working with children at risk between the ages of 4 and 14. He asked the
question what is a child at risk? He said itt could be a hungry child or one sleeping on the streets of Bogota. He told of a
child, Anita, who came to their Bible Study. They realized she had lice but they took her in anyway and showed her love and
support. After several weeks of coming, she came with her hair shorn and told them she had accepted Jesus and it was
because they had loved her and accepted her even with her lice. He s aid that this is their ministry, showing the love of Jesus
to these children.
Rev. Legal also works with Theological Education by Extension teaching pastors in the area how to lead, grow in
their ministry and preach.
Moderator Bole prayed for Phil and Mariela and their work and ministry in Columbia.
C. Rev. David Newsham, GA World Outreach missionary to Asia, was also present and updated the Presbytery
about his ministry with his family in Asia and the challenges facing ministry for Christ where there are no churches at all for
thousands of miles. He said there are a lot of obstacles including transportation. The busses are being restricted to foreign
travelers and as a result the Newsham’s are trying to raise funds for a new vehicle so they can get to the people.
He told the story of a young girl who was raped and got pregnant whom they took in. She had many health issues.
He said their business is to help people with child birth so they were with her through this whole time. The baby was born
with three holes in her heart. She lived with the Newsham’s and they helped care for the baby who is partially blind.
Through prayer with the house church and many of our prayers all three of the holes in her heart had closed non-surgically.
This opened her heart to God and she was recently baptized. She shared her faith with the monks in a monastery and told
how God healed her baby.
Rev. Newsham encouraged the Presbytery to rethink missions and how to reach the unreached people groups. He
said that very little support and effort is given in this area.
He also thanked the Presbytery for the love and support given to them over the years and encouraged the Presbytery
to not lose heart and to continue in the midst of changes and challenges. He prayed that God would bless us in our work of
ministry in the Presbytery and not lose sight of the relationship with Christ, how it’s about the Father’s glory and not about
us.
Dr. Bob Mossman led in prayer for Rev. Newsham and his wife and their ministry in Asia and for their family, and
also for Rev. Legal and his wife and their ministry.
96-23: Central South Overture continued
The Central South Overture was revisited and discussed by the Presbytery of the West. After the discussion the
Presbytery sustained a Motion to support the Central South Overture to the General Assembly.

Rev. Greg Ehlert prayed and thanked God for his provision, the brothers and sisters in Christ here at Presbytery and
the food that was prepared for us.
Dinner
Hosting church Bear Creek EPC provided a delicious fried chicken dinner, opportunity for warm fellowship and the
breaking of bread together. New friends were made and old acquaintances renewed!
Evening Worship Service
Dr. Eli Morris from Hope Church, Cordova, Tennessee, preached at the evening worship service out of Matthew
16:24-25. His theme was asking are we holding on to things we can never keep. He said part of giving up and letting go
involves a new mind set and that old ways, habits die hard. He said that having open dialogue with God, confession and
repentance, life in community, a faith that works for God and daily surrender are keys to strength in our relationship with
Christ.
Communion was served and the Pastor’s Benevolence offering received in the amount of $473.00. The Presbytery
also enjoyed a time of worship and praise led by Bear Creek’s music team.

Moderator Bole led the Morning Prayer from the book, “Jesus Calling.” She asked the Presbytery to use Psalm 46
as a prayer guide in groups of three or four.

Mr. Nathan Hoag was presented to the Presbytery for consideration to be taken under care of the Presbytery of the

Mr. Hoag is endorsed by the session of Cherry Hills Community Church, Highlands Ranch Colorado, where he is a
member and has been interviewed and highly recommended by the Care of Candidates Committee. The Stated Clerk has
received all of the forms and documents from Mr. Hoag and from the session of Cherry Hills Community Church.
The Presbytery asked questions of Mr. Hoag about his conversion to Christ and growth in his Christian life, his
motivation for seeking ordination, and his sense of call to Christian ministry.
Motion was sustained to arrest the examination.
Dr. Ramona Spilman, Cherry Hills Community Church, spoke on behalf of Mr. Hoag, recommending him as a
Candidate for Ordination.
Motion was sustained to approve Mr. Nathan Hoag as a Candidate Under Care of the Presbytery of the
West.
Motion was unanimously sustained to waive the one year candidacy requirement.

Seminary.

The Presbytery interviewed Mr. Brad Kenney who is seeking to come under care of the Presbytery of the West.
Mr. Kenney is endorsed by the session of Cherry Hills Community Church, Highlands Ranch Colorado, where he is
a member and has been interviewed and highly recommended by the Care of Candidates Committee. The Stated Clerk has

which they affirmed in the presence of the Presbytery.
Dr. Eugene Scott, The Neighborhood Church, gave the candidates a charge about ministry and relationships,
charging them to continue to be in authentic relationships with the people of the Presbytery of the West and that “we need
your gifts; we want to be in community, stay plugged in with us.”
Moderator Bole declared Mr. Hoag and Mr. Kenney as candidates to be placed on the Candidates’ Roll of the
Presbytery of the West.
96-28: Reception of Grace Community Church, Falcon, Colorado
Dr. Pat Jeffrey, Pastor, Grace Community Church of Falcon, Colorado, spoke to the Presbytery about how this
church plant came to be and about their passion for new church development.
Grace Community Church, the session, and its minister, Dr. Pat Jeffrey, have submitted their application to become
Transitional Members of the Presbytery of the West, EPC. The Stated Clerk has found this document to be in order.
The Stated Clerk and the Treasurer of the Presbytery of the West had met with this congregation, session, and
minister to answer questions, give information about the Presbytery of the West to them, and to pray with them regarding
their journey to the EPC. The Pueblo Presbytery PCUSA has been aware of Grace Community Church’s decision to affiliate
with the EPC as well as Dr. Jeffrey, and was in process of dismissing them to the Presbytery of the West.
Stated Clerk Huebl recommended them to the Presbytery of the West.
Motion was sustained to receive Grace Community Church and its minister, Dr. Pat Jeffery, as Transitional
Members of the Presbytery of the West.
The Presbytery welcomed them and Stated Clerk Huebl led in prayer for this church and minister as the Presbytery
laid hands on those members that had come forward.

96-29: Divorce Recovery Presentation
Rev. Mark Skalberg told the Presbytery about his Divorce Recovery Ministry in the Colorado Springs, Colorado
area. It is also being rephrased as Relationship Recovery. He said that due to the impact of over 21 million divorces from
2000-2010, our churches are impacted as well, which provides opportunities for ministry both in and outside our churches to
show God’s grace and healing for lives broken by divorce or ended relationships.
The six week long Starting Over workshop series provides resources to help people find life, hope and a future after
divorce. More information can be found at www.recoveryafterdivorce.com.
Rev. Skalberg offered this ministry as a resource to the Presbytery and our churches.
Rev. Skalberg closed with prayer for our Presbytery to be churches of grace and the most effective that we possibly
can in our ministry.

Three Months ending 3/31/12
Treasurer’s Narrative

Income for the 1st quarter is very close to the budgeted amount. Expenses are under budget and also less
then income. This results in a year to date profit of $1,566. However, we will have considerable travel
expenses in April and probably in May and June as well.
Since we did not have a Friday night worship service during our February meeting (due to the snow
storm) we only received $50 in contributions to the Pastors’ Benevolence Fund. However,
disbursements during the 1st quarter were only $220. As a result the Fund is still in good shape with a
balance of $7,605 at quarter’s end.

CDC Task Force on Church Planting Presentation May 2012
I. Summary
A. Where we’ve been: Our Presbytery has a passion for the Gospel and wants to see that Gospel
message go forth in the lives of non-Christians and communities of faith through church
planting. The Presbytery has expressed enthusiasm for such a new work among us.
1. We believe that church planting is a unique and effective (the most effective
according to many) form of evangelism.
2. We believe doing things together makes us more effective than if we do them alone.
Particularly with a difficult economy, churches that plant together can be more effective
long-term.
3. At first, it looked promising to cooperate as an independent entity under the Western
Church Planting Network (PCA affiliated), but ultimately those talks fell through.
4. But we still liked their model and their success, so we started discussing how we
could set up something similar for our own Presbytery.
B. Where we are: We have been brainstorming, researching, and developing plans based on
best-practices in the field of church planting. Ultimately, we think developing something similar
to the Western Church Planting Network would best fit the ethos of the POW: an independent
network financially but related to the POW by the member churches that decide to join. Details
below. Highlights:
1. Creating an independent network that is run by a paid Director.
2. The network would, ultimately, be financed by member church contributions. We are
proposing that, in order to be a member church, a church contributes 1% of it’s yearly
budget.
3. As a member, a church would be privy to a range of services that could help them
plant individually, with the Presbytery, or with/as a mission church (see Case Studies
below- we are not proposing 1 right way to church plant). Services include, but are not
limited to, church planter assessment, coaching, interning, financial support to church
plants, site assessment, church planter spiritual retreats with spouses, etc.
4. Ultimately (but not immediately), an independent network made up of a range of
POW churches could allow for greater flexibility and quickness in decision-making, as
opposed to a Presbytery committee. We think this model utilizes the best of the
Presbytery model-connectionalism- while also uniting to the best practices of start-up
organizations such as quick decision making.
C. Where we’re going- A transition plan and a final plan.

1. Transition: this network will take a few years to be up and running and financially
independent of Presbytery. We are proposing to stay connected to the Presbytery via the
CDC as a task force, and that the Presbytery exercise oversight during this time. We are
proposing that the Presbytery support and match GA funds for the CDC Director
position. We are proposing that our CDC Director (working primarily in church
planting) be Eugene Scott, with an effective start date of June 1, 2012. We are proposing
that a large portion of the currently designated CDC funds go to the establishment of the
network and the creation of soon-to-be church plants.
2. Final: we will ask for member churches to join this network. Ultimately, once
financially viable, we will request no more Presbytery funds. Ultimately, we still hope to
work in close contact with Presbytery aims. Ultimately, member churches (namely EPC
POW churches) will contribute a member to the Executive Council, and the Director will
ultimately be accountable to them.
II. Narrative Case Studies
Why Church Planting?
Church planting is and has been God’s most effective means of bringing Christ’s kingdom to
individuals and communities. History and modern statistics show new churches more readily reach
people for Christ. It began with Paul and has continued through much of the church’s history.
In the early years of the U.S. the gospel exploded across the west through church planting. In 1820,
“there was approximately one church per every 875 Americans.” Then from 1860-1906, Protestants
moved West. By 1900, the U.S. boasted one church for every 430 Americans. Fifty-three percent of the
US population called themselves “religious adherents” in 1916, up from 17% in 1776.1
After WWI, established churches not only ceased participating in church planting but also resisted new
works in their neighborhoods. “All churches started between 1810 and 1960 (excluding the 1920s)
declined in attendance from 2003 to 2004.”2 Church attendance is notoriously hard to track but it has
not kept pace with population growth and kingdom growth has declined. Further, David T. Olson, in
analyzing church planting trends states that, “Two thousand nine hundred additional new churches are
needed per year to keep up with population growth.”3
It is time for the POW to join the spirit of our pioneer Protestant brothers and sisters.
Why a Church Planting Network?
A Church Planting Network (CPN) would allow churches within the POW and possibly greater west, to
proactively plant churches and therefore expand Christ’s kingdom and impact people, communities, and
cultural centers more effectively with Christ.

A CPN will foster for proactive church planting through the following:
• The CPN would be a voluntary membership for churches in the region that are committed through
funds, prayer, and leadership to starting churches.
• The CPN would focus solely on church planting.
• The CPN would then be a grass roots organization with no other “denominational tasks” to divide
time, funds, and energy.
• The CPN would feature focused, proactive leadership: a paid position called the “Regional Director
of Church Planting,” along with a board made up of member churches.
• The CPN would concentrate on the west.
• The CPN will operate through a unity around a theological and philosophical centered-set (as opposed
to bounded set), as defined in the EPC Essentials.
• The CPN will not pick one church planting model but rather apply best practices, research, and
experience to each culture in which a church may be planted.
• The CPN will operate out of a connectional theology where several churches, large to small, can
cooperate in this great mission.
• The CPN will evaluate and coach churches through each critical stage of its life.
How Would a CPN work?
Daughter Church Initiated Plant
First EPC decides God is calling them to plant a daughter church in a neighboring community. FEPC
has a pastor, a group of people willing to help, and an area that the church may be planting in. FEPC
approaches the Regional Director of the Church Planting Network (CPN) for help.
As guided by the CPN’s vision, values, structure, leadership council, and available resources, and
depending on the kind of assistance FEPC needs, the CPN could respond with all or some of the
following:
1. Church Planting Pastor assessment
2. Church plant plan assessment and site assessment
3. Training and support for the church planter and team
4. Coaching for the Church Planter
5. Relationships with other churches in the network who might want to participate
6. Resources such as best practices and other information
7. Some level of funding
Numbers 1-3 would be available to any POW church while 4-6 would be available for churches that
belong to the CPN through shared funding and leadership representation on the board.
If the complete planting plan does not fit the goals set out by the CPN, FEPC could still go ahead with
its plan but the CPN would be involved minimally or not at all.
Church Planter Initiated Plant
Rev. Hiram J. Hinkey III inquires about planting through the CPN. The process would be as follows:
1. Church planter assessment by CPN Director or other qualified person.

This would include working with POW structures and committees such as Ministerial Committee,
Candidates Committee, and General Council.
2. More in-depth assessment by an assessment center.
3. Church plant plan assessment.
The above would be linear and the Church Planter might be turned down, recommended with certain
stipulations, or encouraged to go forward at each step. If the Church Plant meets the CPN standards
then, the rest of the process might proceed.
4. An apprenticeship with an area church that would be shorter or longer depending on the Planter’s
skill, education, and experience.
5. Training and support for the church planter and team.
6. Coaching for the Church Planter.
7. Relationships with other churches in the network who might want to participate.
8. Resources such as best practices and other information.
9. Some level of funding.
10. Relational accountability.
Again, the Church Planter (depending on POW rules, etc.) would be free to plant a church without the
support of the CPN if the CPN does not see fit to participate.
Mission Group Initiated Plant
A group of Christians without a pastor inquires about planting a church through the CPN.
1. Mission Group assessment.
2. Church plant plan assessment.
The above would be linear and the group might be turned down, recommended with certain
stipulations, or encouraged to go forward at each step. If the Church Plant meets the CPN standards
then the rest of the process might proceed. This would include working with POW structures and
committees such as Ministerial Committee, Candidates Committee, and General Council.
3. Help locating and securing a church planting pastor.
4. An apprenticeship for the planter with an area church that would be shorter or longer depending on
the Planter’s skill, education, and experience.
5. Training and support for the church planter and team.
6. Coaching for the Church Planter.
7. Relationships with other churches in the network who might want to participate.
8. Resources such as best practices and other information.
9. Some level of funding.
10. Relational accountability.
Again, the mission group (depending on POW rules, etc.) would be free to plant a church without the
support of the CPN if the CPN does not see fit to participate.
III. Director Job Description (paid)
Summary

The POW Church Planting Network Director will promote member churches of the Presbytery of the
West to plant kingdom-oriented churches.
The position will be half-time, at 20 hours per week. The position is exempt.
Also, the Director will ideally have some administrative assistance from Presbytery or other means.
Accountability
Transition: Task Force on Church Planting through CDC, and ultimately to Presbytery
Ultimate plan: Executive Council of the Church Planting network, which constitutes a representatives
of each member church, and potentially one member from the POW General Council.
Working Relationships
POW CDC, POW General Council, Executive Council of CPN, and all future church planters and
coaches.
Responsibilities
Recruit, along with member churches, new church planters
Directing the new organizational structure we are calling the Church Planting Network
Being the primary liaison between member churches and their church plants and planters and
the General Council of the POW
Leading the Presbytery to recruit more churches to the network
Recruit, train, and support coaches who will be the primary coaching vehicle for future church
planters, as well as be a coach him/herself
Responsible for the administrative duties of the network, including assessment and placement
and funds for church planters, and being the supervisor of any future secondary staff
Communicating with churches semi-regularly to encourage and assess needs and to promote the
mission of the network
Provide reports at Presbytery on the status of current church-plants as well as the status of the
network as a whole
Serve on the POW General Council, as a non-voting member
Chairing the Executive Council of member churches of the CPN
Pray weekly for church planters, spouses, coaches, and church plants
Coordinate potential planter/spouse retreats
Qualifications
Lives a gospel-saturated life, trusting in Jesus and being obedient as best as he/she can,
including evidence of spiritual maturity (1 Tim. 3:1-7 and Titus 1:5-9)

An EPC POW teaching or ruling elder
Personal experience in church planting, including a recent assessment
Practices biblical peacemaking
Kingdom-minded and sound biblical and cultural exegete
Remuneration
This position will be a part-time paid position financed initially by the Presbytery, including an expense
account. The salary will range from $30,000 annually, but may be higher depending on various benefits
(retirement, health, etc.) that the Presbytery may deem appropriate.
IV. Budget Narrative Proposal: Proposed 5 Year Plan
There are three potential revenue streams:
o POW funds
o GA matching grant (2 years)
o Network church contributions
There are five expenses streams:
o Director salary for 20 hours/week ($30,000/year)
o Director’s expense account ($3,000+)
o Consulting fees to Shane Sunn (?)
o Costs per church plant (minimum $90,000/church)
o Various costs related to finding/assessing/training church planters (?)
We-the task force through the CDC- are proposing the POW pay approximately 50% of the
Director’s salary & expenses for the first 5 years. The other 50% would be contributed by
matching grant money from the GA for 2 years followed by network churches the last three
years. At the end of the 5 year period, 100% salary & expenses would be paid by the network
churches.
Based on the estimated salary of $30,000, the POW would contribute $15,000/year for 5 years.
This is less than the amount budgeted to the CDC in 2012 (= $17,500). The network would
contribute $15,000 from years 3-5. After 5 years the network would contribute the total costs of
$33,000.

Note: If we do not include $56,058 previously designated to E-470 plants, there is an available
balance of $220,666.
We are requesting that we not use $30,000 from the current CDC Missions budget and instead,
returning it for use in the Presbytery General Fund, for whatever purposes the Presbytery deems
necessary (i.e. an Emergency Fund has been requested in the past, money will still be needed to
bring in PCUSA churches, etc.). If we are allowed the remainder of the funds, our available
balance is either $134, 608 or $190,666 depending on how we account the money previously
designated to the E-470 plants.
