• 1999 recommendations were not fully
  implemented – more must be done
• Lack of coherence among NASA
  products and services prevents full
  penetration into informal education
  markets
• Current need is for strategy, NOT vision

  consolidation, organization, and
  infrastructure.
• Avoid duplication of effort by coordinating
  existing activities inside and outside of NASA
