STEPHANIE SMITH KINNEY KINNEY CONSULTING 3607 Van Ness St., NW, Washington, D.C. 20008 Tel: 1-202-431-1874 fax: 1-202-248-1636 firstname.lastname@example.org Ms. Kinney is a former Senior Foreign Service Officer, whose career involved almost a decade of work on environment, science and technology issues, as well as a blend of policy, management, multilateral negotiation and public diplomacy experience. As part of one of the first “tandem couples” in the American Foreign Service, Ms. Kinney served in embassies in Europe and Latin America in a variety of functions. For almost a decade, she helped negotiate a number of international environmental treaties, leading the US delegation on technology cooperation issues throughout the negotiation of the Framework Convention on Climate Change, among other things. She also led the USG delegation for the first meetings of the U.N. Commission on Sustainable Development, pioneered the first of what became the Department of State’s network of Regional Environment, Science and Technology (EST) Hubs and served as the Executive Director for the Bureau of Oceans, Environment and Science (OES). She returned to State in 2005 to help OES stand up the congressionally mandated Asia Pacific Partnership for Climate Change and Clean Technology, an interagency program that has encouraged private-public sector partnering on projects in India, China and South Korea. Ms. Kinney received the Department of State’s Lifetime Achievement Award, as well as a number of Departmental Superior Honor Awards and the American Foreign Service Association Harriman Award for her leadership role in creating the Department of State's Family Liaison Office (FLO), an organization which today has over 150 branches in Embassies and Missions overseas in addition to its headquarters function. Ms. Kinney holds an MS in strategic resource management from the National Defense University, an MA from the Harvard Graduate School of Education and a BA from Vassar College.
