         Job Description
         Development Manager
         Norfolk RCC is an independent charity with three core roles:

               Community Support - Helping communities all the way from identifying
                   needs to delivering solutions with friendly support and genuine expertise.

                  Rural Advocacy - To provide a voice to rural communities to ensure that
                   decisions on services, policies and strategies do not discriminate against
                   them and adequately serve and reflect their needs.

               Developing Solutions - To research, consult and develop initiatives to
                   solve the problems faced by our communities.

         Our community support services currently cover the following areas: community
         led planning and consultation (including parish plans); social enterprise support;
         funding advice; support for community project development; affordable housing;
         access to services and community transport; sustainable communities and the
         environment and a specialist advisory service for community buildings and playing
         fields.

         As a leading infrastructure organisation we are also engaged in a wide range of
         groups and partnership including the County Strategic Partnership, a number of
         local strategic partnerships, the voluntary and community sector Local Area
         Agreement reference group and many others.

         The Role
         We are seeking to appoint a Development Manager to lead on bid development
         for the organisation, manage project delivery, represent the organisation on
         outside bodies and deputise for the Chief Executive as required.


         The main duties of the role are as follows:

                  To lead on the development of new projects and bids for the organisation
                   working closely with the rest of the delivery team and Chief Executive
                  To represent Norfolk RCC on outside bodies and external meetings as
                   required
                  To maintain positive relationships with partners, clients and contractors as
                   required
                  To promote the value of Norfolk RCC, its products and services
                  To manage the delivery of discreet projects within the organisation
                  To manage the project officers within the organisation
                  To deputise for the Chief Executive as required

         Secondary duties:

                  To improve understanding in rural communities of the issues of rural
                   disadvantage and social exclusion.
                  To undertake strategic work generally at district, county, regionally and
                   nationally where appropriate.
                  To work in partnership with other organisations in order to provide a co-
                   ordinated approach to community development and rural issues
                  To undertake research as required.
                  To produce written documentation eg: project reports, and undertake any
                   general administration associated with the role.
                  To participate in the Norfolk RCCs system for monitoring and evaluation of
                   service provision including data entry onto our systems.
                  To represent the Norfolk RCC at strategic level where appropriate.
                  To participate in the promotion of Norfolk RCC

                  To undertake such other reasonable tasks as the Chief Executive may
                   from time to time require.

         Core competencies
         Norfolk RCC has a competency approach to the skills and knowledge of our
         development officers. The following outline the core competencies we will be
         looking for in a successful candidate. Norfolk RCC operates a training and
         development policy aimed at supporting individual development against these
         areas.


                   Communication
                   Able to communicate information and ideas effectively at multiple levels
                   from grassroots to strategic. Able to sell the organisations value. Able to
                   effectively cascade organisational strategy and policy. Able to listen,
                   remain open minded and absorb information effectively. Confident in
                   different forms of communication including written, verbal, numeric and
                   graphical.

                   Organisation
                   The ability to plan at a strategic and delivery level, structuring and
                   prioritising work for themselves and others.

                   ICT
                   All roles within the organisation must be able to effectively use information
                   communications technology, specifically the ability to use emails, navigate
                   and research on the web, with excellent use of Microsoft Office and
                   specialist software as appropriate (Norfolkdb, Interactive website; training
                   will be provided)

                   Knowledge of the organisation and its services
                   Detailed knowledge of the range of Norfolk RCCs services, projects and
                   partnership activities. Clear perception of how activities are related within a
                   strategic context. Knowledge of all policies and strategies. Able to promote
                   the organisation externally.

                   Knowledge of VCS sector and values

                   Understanding of the values and uniqueness of the VCS sector. Detailed
                   knowledge of the sector at a local level, regional and national level
                   including a specific understanding of the position of Norfolk RCC. Fair
                   understanding of trends at both local and national levels and wider policy
                   context for all areas of Norfolk RCC work.

                   Knowledge of the organisations ethos and values
                   Full knowledge of the organisations history, ethos, values and vision and
                   how to progress and develop these.

                   Management of the organisation
                    Leadership and vision
                    Strategic planning, problem solving and decision making skills
                    Inspire excellence and trust, enabling and supporting service delivery
                    Knowledge of legal responsibilities and best business practice
                    Experience of developing and delivering funding applications and bids

                   Own transport is essential as is the ability to work some evenings and
                   weekends.

         Management
         The Development Manager will be line-managed by the Chief Executive.

         Terms of Appointment
         This is a permanent appointment, 35 hours per week, subject to the availability of
         funding. The job will based at our Dereham offices.

         Salary scale is £27,849 per annum. Holidays are 23 working days pro rata, per
         annum (increasing annually to a maximum of 28) plus 8 Bank Holidays.
         Contributory pension scheme. Start date as soon as possible.

         Interviews

         September.
