independent reading level. These books feature the same theme, phonic

Classroom Libraries – Newark complies with previous Abbott and other current regulatory mandates (6A:13 –
Programs and Practices to Support Student Achievement) and ensures that classroom libraries for grades
kindergarten through three of at least 300 titles that reflects the needs of all students including classified
students and English Language Learners (ELL), including assistive resources such as books-on-tape and books
in the students’ native language, and decodable and leveled books. Leveled books are categorized using
characteristics such as length, layout, difficulty of concepts, difficulty of vocabulary, and complexity of
language and then placed on a gradient of reading difficulty.
