IEEE P1907.1 Standard for Network-Adaptive Quality of
Experience (QoE) Management Scheme for Real-
Time Mobile Video Communications
• Scope: This Standard defines an End-to-End Quality of
Experience (E2E QoE) Management Scheme for real-
time video communication systems
• Purpose: To enable network operators, application
developers, service/content providers, and end-users to
develop, deploy and utilize collaborative services that
employ real-time 2-way and multi-party video
connectivity within any mobile browser, application,
game, device, or service platform.

Highlight of Current Activities
IEEE P3333 3D Video Human Factors
• Scope: This standard establishes methods of
quality assessment of 3D displays, 3D contents,
and 3D devices based on human factors such as
photosensitive seizures, motion sickness, and
visual fatigue.
• Purpose: The development of accurate quality
assessment techniques will support the
evolution of 3D display devices and signal
processing engines for 3D displays.

Highlight of Current Activities
IEEE P2200 High Quality Mobile Experience
• Scope: P2200 is an IEEE working group chartered
to enable delivery of high quality content through
the standardization of time-shifted caching to
mobile devices
• Purpose:
– To improve user experience in the delivering of
mobile content
– To relieve congestion on the wireless networks
caused by streaming

Strategic Direction
To leverage IEEE’s communications,
networking and infrastructure expertise to:
• Address challenges posed by increasing multimedia
distribution via cellular networks
• Define standard quality of assessment/experience
for real-time and 3D video in emerging social media
applications and traditional viewing platforms
• Leverage existing standards where possible (e.g.,
codecs, networking, etc.) as well as IEEE’s liaison
relationships to drive to rapid completion (< 2 years)
