GENERAL PROCUREMENT NOTICE
ELECTRICITY V PROJECT
The Government of the United Republic of Tanzania has received a Loan and a Grant
from the African Development Fund (ADF) to finance the Electricity V Project.
The objective of the project is to secure, improve and extend the sustainable supply of
electricity to economic sectors and households in rural towns, district headquarters and
peri-urban areas in Mwanza, Shinyanga, Arusha and Dar Es Salaam Regions.
The project includes the following components:
A. Construction of distribution networks (Magu-Bariadi, Kwimba, Arusha
MV rehabilitation, and Bukombe district, Namanga & Longido,
Kinondoni North, Kinondoni South, Ilala and Temeke)
B. Rehabilitation of four substations in Dar Es Salaam (Sokoine, Msasani,
Factory Zone III, Ubungo) and one in Arusha (Njiro)
C. Technical Assistance for such studies as (i) distribution System master
plan for 8 regions, 4 regions of Dar Es Salaam including Kariakoo,
Coastal, Kilimanjaro, Mwanza and Arusha (ii) Supervisory Control and
Data Acquisition System (SCADA) for Dar Es Salaam and (iii)
revaluation of assets of TANESCO.
D. Project Engineering, Supervision and Management
Consultancy Services for review of design and supervision of the
Consultancy services for auditing of the project accounts
The project will be completed over a period of 48 months from the date of approval of
the Loan in December 2007.
The components A, and B will be procured on a supply and installation basis through
International Competitive Bidding (ICB). The supply and installation-bidding document
of the World Bank adapted to reflect the Rules of Procedures of the African Development
Bank would be used. The services for the Technical Assistance (component-C) and the
component (D)-the project engineering, supervision and management- will be procured
through short-list and the selection procedure based on Technical Quality and Price
consideration. The external auditors for auditing the project accounts will also be
recruited through a Short-List and the selection procedure based on the Lowest Price for
The bidding process is expected to commence with the publication of GPN in January
Procurement of goods and works will be in accordance with the Bank's Rules of
Procedure for Procurement of Goods and Works. Acquisition of the services of
Consultants will follow the Bank's Rules of Procedure for the Use of Consultants.
