Audit Scope: Hiring Audit
A. Determine whether the hiring process used is in compliance with Municipal Codes, City
Personnel Codes, Union contract, and department policies.
B. To determine whether there are adequate controls to ensure compliance.
C. To determine the efficiency and effectiveness of the hiring process used by department.

Conduct introductory meeting.
Review filed complaints regarding the hiring process
Obtain and review a copy of the internal investigation
conducted by SPU Human Resources.
Select a judgment sample of job openings and the
processes used for employee selection by organization
during the year 2004.
Review the distribution of hiring responsibilities between:
- City Personnel and department
- department Personnel and the hiring units.
Review the documentation used in the hiring process.
Review records retained from employee selection in 2004.
Obtain information by interviewing key program staff.
Identify trends in some comparable jurisdiction
