					      Judicial Branch Pay Plan – Fiscal Year 2008 and 2009

    Covered Staff – District Court staff and staff of the Supreme Court,
          Supreme Court Administrator’s Office, Water Court
                          and State Law Library



Effective July 1, 2007

   Longevity increments for employees reaching 10 years of service will increase from
    1.5% to 2% effective July 1, 2007. Each covered employee of the Judicial Branch
    with a 10-year state longevity increment (currently valued at 1.5%) will receive a .5%
    pay increase effective the first full pay period in July. (State longevity increments are
    those longevity increments earned as defined in the Judicial Branch Pay Policy #401.)


Effective October 1, 2007

Each covered employee of the Judicial Branch will receive an adjustment of 3% to the
base salary.

The entry-level rates in the Judicial Branch pay matrix will increase by 3%.

Each covered employee of the Judicial Branch will receive an adjustment of 3% to the
base salary.

The entry-level rates in the Judicial Branch pay matrix will increase by 3%.
District Court Pay Equity

The 2007 Legislature appropriated $303,116 in fiscal year 2008 and $380,000 in fiscal
year 2009 to the Judicial Branch to address pay equity issues within the District Courts.
(The fiscal year 2009 appropriation must also cover the cost of adjustments made in fiscal
year 2008.) The Supreme Court authorizes the Supreme Court Administrator to make
appropriate pay adjustments using the following criteria:

            Pay adjustments must address equity problems created by the state
             assumption of District Court costs.
            Pay adjustments will generally be based upon the labor market rates for
             the position.
            Pay adjustments will take into consideration the date of hire with the court
             system for the affected employees.
            Pay adjustments cannot exceed available funding.
            The court administrator will notify affected employees and their
             supervising judges of any pay adjustments for fiscal year 2008 by August
             31, 2007.


HB13 – Additional Funding

The 2007 Legislature appropriated additional funds to the Judicial Branch for market and
other adjustments deemed necessary by the Branch. The Supreme Court authorizes the
Supreme Court Administrator to make appropriate pay adjustments using the following
criteria:

            Pay adjustments will take into consideration labor market rates for the
             position, the date of hire with the court system for the affected employees,
             and strategic issues such as retention and recruitment, internal equity or
             other relevant factors.
            Pay adjustments cannot exceed available funding.
            The court administrator will notify affected employees and their
             supervisors of any pay adjustments for fiscal year 2008 by August 31,
             2007 and for fiscal year 2009 by August 31, 2008.
