                              EXPERIENCE, INCIDENTS, &
                              POSITION TASK BOOKS
            Overview
                              When an individual participates in an incident assignment, that experience is documented
                              through the Position Task Book (PTB), a Performance Evaluation form, and/or the
                              Experience Record. Besides building a historical record, this information is used for
                              verifying prerequisite experience and for maintaining currency.

                              The PTB contains all critical tasks required to perform a specific job. Once the employee
                              meets all prerequisites per his or her agency’s direction, the home unit agency
                              administrator (Certifying Official) initiates a PTB. Successful completion of all tasks
                              required for the position, as determined by the evaluator(s), will be the basis for
                              recommending certification. The final evaluator signs the PTB as completed and
                              recommends certification. After that, the Certifying Official will determine if certification
                              is appropriate.

                              Refer to PMS 310-1, “Wildland Fire Qualification System Guide” and your agency’s
                              policies for specifics on qualifications and PTB management.

                              The PTB Evaluation Report can assist Certifying Officials to assess progress and plan
                              further training assignments for their responders.


            Objectives

            Activity Overview – Create Incident Data
                              To credit a responder for experience gained on an incident, the incident must FIRST
                              exist in the IQCS system. The following activity outlines the procedures for creating an
                              incident.

                              NOTE: Account Managers should always search IQCS first to see if the incident
                              already exists in the IQCS system. Your unit may also have protocols for entering
                              incidents. Checking for the existence of the specific incident will reduce the possibility
                              of creating redundant incidents.

                              The incident information in IQCS is merely a placeholder for some basic information.
                              IQCS is not the system of record for incidents. If there are redundant incidents in the
                              system, choose the most appropriate one. IQCS is the system of record for responder’s
                              experience; the incident setup defines the type of experience a responder has. Information
                              about the incident can be modified on the individual responder’s record.

            Instructions
                              The following activity assumes that a search returned no results for the desired incident
                              and therefore it is necessary to create a new incident. To create an incident in IQCS:
                              1. NAVIGATE TO Workforce Development > Competency Management >
                                  Incident Setup. CLICK the Find an Existing Value tab of the Incident Data
                                 component and then CLICK the Search button (               ) to find the incident.
                              2. Always search for the incident before you add it as a new incident. Be sure to
                                 vary/broaden your search criteria to ensure the incident has not already been
                                 created. If your search does not find an existing incident, then create a new
                                 incident.
                              3. CLICK the Add a New Value tab; this will take you to the Incident Data
                                 component. Notice that the Incident ID defaults to “NEW”. ACCEPT this default.
                              4. CLICK the Add button (                ). This will open the Incident Data page with
                                  “NEW” entered in the Incident ID field.
                              5. ENTER the Incident Number just as it would appear on the Resource Order form.
                                  For example: “ID-BOF-000331”.
                              6. ENTER the year the incident occurred.
                              7. ENTER the date the incident began or use the calendar feature to SELECT the Begin
                                  Date.
                              8. Only ENTER the End Date if you are confident the incident is complete. An end
                                  date is not required to save the incident.
                              9. ENTER the Incident Name. (For example: “Fawn Creek Complex”: Use the full
                                  name to ensure other Account Managers can find it in a search.)
                              10. ENTER the Incident Location. This is an optional field and may be used to further
                                  describe the incident. The ICS-209 is a good reference for this information.
                              11. ENTER data or CLICK the Lookup icon ( ) to find the Event Code. For example,
                                  wildfire incidents will be “WF”. The Event Category will fill in automatically.

                              12. ENTER data or CLICK the Lookup icon to find and SELECT the Complexity level
                                  of the incident, or you may leave it blank.
                              13. SELECT the appropriate Fuel Type.

                              14. The Event Category field will auto fill with the appropriate value, based on the
                                  Event Code entered above (for example, the event code of “WF” for wildfire, and
                                  “RX” for prescribed fire both have the Event Category of “FI” for fire).
                              15. ENTER data or CLICK the Lookup icon to choose the appropriate size class (such
                                  as A, B, C, etc.).
                              16. ENTER the Unit ID for the incident owner.
                              17. ENTER the country code. For most incidents, the default of “USA” will suffice.
                              18. ENTER the two-character state code or CLICK the Lookup icon to choose the state
                                  in which the incident occurred.
                              19. CLICK the Save button (            ). The word “Processing” should flash at the upper
                                  right of screen, followed by “Saved”.
                              20. IQCS will assign an Incident ID number to the incident once it is successfully saved.
                                  This is a sequential, computer-generated number.

                              NOTE: Once the incident is initially set up, the specifics of the incident can be changed
                              on the experience record for each responder, based on the individual responder’s
                              experiences during the various stages of complexity, size, fuel type, etc.




                              You have now defined an Incident.

            Activity Overview – Enter Experience by Employee
                                   Documentation of experience is an important component of the incident qualification
                                   system. A responder’s incident experience establishes prerequisite experience, updates
                                   currency, and provides the responder with a permanent record of his/her incident
                                   experience over time. In this activity, the process of crediting experience for one
                                   individual at a time is explained.

            Instructions
                                   1. NAVIGATE TO Workforce Development > Competency Management >
                                      Experience by Employee.
                                   2. LOOK UP/ENTER information for the responder.
                                   3. CLICK the Search button and SELECT the desired responder.
                                   4. To ensure the experience has not already been entered, CLICK the Experience
                                      Summary tab and REVIEW all the responder’s experience.
                                   5. Once you have determined the responder has not been credited with the experience,
                                      RETURN TO the Experience by Employee tab. CLICK the blue Plus button ( )
                                      to add a field.
                                   6. The Incident ID is a system-generated number. If you know it, ENTER it in the
                                      Incident ID field. If not, CLICK the Lookup icon to find the incident. The Search
                                      screen shown below will appear. ENTER the information you have for the incident,
                                      keeping the parameters wide.



            Adding search

                                   Only those positions on the responder’s qualification card are available for selection.

                                  on the responder’s qualification.
                              12. The Incident Complexity field may already be filled. Since complexity can change
                                  throughout the incident, this field is editable to record various responders’ time on
                                  the incident. You may see a pop-up message stating, “Position Complexity and
                                  Incident Complexity do not match.” In this instance, CHANGE the Incident
                                  Complexity to match the Position Complexity.
                              13. The Event Code field should auto fill from when the incident was created. In the rare
                                  instance the event type changes, you may update this field if appropriate. For
                                  example, an incident could start as a Wildland Fire Use Incident, “WU” but later
                                  become a Wildland Fire Incident, “WF”.
                              14. The Incident Size Class field should auto fill. It can be updated to match the size
                                  class of the incident at time of responder’s experience.
                              15. The Incident Number field will be populated based on the incident selected.
           O= Overhead        16. ENTER the Request Number if known. This is an optional field.

           C= Crews

            Activity Overview – Enter Experience by Incident
                              The Enter Experience by Incident function is used primarily to give credit for
                              experience on one incident for multiple responders. This is likely to occur when an entire
                              crew, module, or team gains experience on the same incident.

                              All positions have currency requirements. Currency time frames are determined by
                              NWCG and authorizing agencies/entities. Position currency for Air Operations and
                              Expanded Dispatch positions is three years. For all other positions in the PMS 310-1,
                              position currency is five-years.

                              Currency in incident positions can be maintained in the following ways:
                                   By successful performance in the position within the given time frame.
                                   By successful performance in a higher position for which that position is a
                                     prerequisite, providing the individual was previously qualified in that position.
                                   By successful performance in a position identified as “other position assignments
                                     that will maintain currency” for the subject position.

                              Please refer to PMS 310-1, Wildland Fire Qualification System Guide or your agency
                              manual for specifics on currency requirements.

                              IQCS also checks for other currency requirements based on each position and the
                              individual responder’s record: fitness or medical tests, external licenses, and recurrent
                              training. Directions for running the Position Currency Report (C-045) are in Module 12,
                              Reports.

                                    size class in effect at time of the responder’s experience.

                                  assigned to the incident. The fuel type can change as an incident progresses.
                              15. The Event Code should auto fill from when the incident was created. In the rare
                                  instance that the event type changes, you can update this field if appropriate. For
                                  example, an incident could start as a Wildland Fire Use Incident, “WU” but later
                                  become a Wildland Fire Incident, “WF”.
                              16. SELECT the Order Detail tab. It is not required to enter data on this tab.




                              17. ENTER Incident Nbr, if available.
                              18. ENTER the Request Type in the Request Type field, if available.
                              19. ENTER the Request Number for the employee from the original Resource Order, if
                                  available.
                              20. ENTER the Request Suffix for the employee if the Resource Order is a subordinate
                                  request.
                              21. To add another responder to this incident, NAVIGATE TO the Incident Detail tab
                                  and repeat the steps outlined above.
                              22. CLICK Save.

            Activity Overview – Enter Experience by Group
                              This activity addresses the Enter Experience By Group function. For instructions on
                              creating a group, see Module 2, Employee Data. Entering experience by group allows the
                              Account Manager to enter experience for all the members of a group (such as a hotshot
                              crew or an IMT) at once. Once the group is loaded, individual responders can be added or
                              deleted. This is similar to entering experience by incident as described above.

            Instructions
                              LOCATE the incident in the Incident Data table:

                              1. NAVIGATE TO Workforce Development > Competency Management
                                 >Experience by Group.
                              2. LOOK UP/ENTER information for the incident.
                              3. CLICK Search.
                              4. SELECT the appropriate incident. This action will open the Experience by Group
                                 page.
                              5. LOOK UP/ENTER the Unit ID.
                              6. LOOK UP/ENTER the Group ID.
                              7. CLICK the Load Responders button (                             ).

                              responder goes to the incident as a single resource, then returns to the incident with the
                              group, or when a crew or team returns to an incident at a later date.




                              9. Examine the list to see if any responders were not added. If this happens, enter their
                                  experience on the Experience by Incident or the Experience by Employee pages.
                              10. CLICK Save.

            Activity Overview – Initiate Position Task Book
                               This activity explains how to initiate a PTB for an individual. When a PTB is initiated,
                               IQCS sets an expiration date of three years from the date of initiation. IQCS resets that
                               date of expiration to three years from the first evaluation once that information is entered.

            Instructions

                               position requirements other than those identified in the 310-1, select the individual
                               agency SetID (for example, use SetID “BIA00” for position “RXB3”).

                              5. ENTER the Position Code for the PTB being issued.
                              6. The SetID will auto fill, based on the responder’s organization code on the Job Data
                                 page. The Account Manager may also edit the field, if applicable. This dictates which
                                 policy document IQCS uses for requirements for the PTB.


                              If an individual does not meet the prerequisite competencies for a PTB, a warning
                              message will appear: “Not all prerequisite competencies have been met for one or more
                              positions.” You will not be able to save the new PTB if the prerequisites are not met.

                              7. ENTER data or CLICK the Calendar icon to select the Initiation Date for the front
                                 of the PTB. The expiration date will be three years from the date entered in the
                                 Initiate Dt: field.
                              8. The status of the PTB will default to “Active”.
                              9. CLICK Save.


                                    Task Book                1.   When the PTB is initiated and saved, IQCS simultaneously
                                     Triangle                     places the active PTB competency on the responder’s
                                                                  competency page and places the position on the Qual Card

                              This activity explains how to document the Task Book Position Performance
                              Assignment. The date of the first experience documented for the PTB will reset the
                              expiration date to three years from the new date.

                              2. LOOK UP/ENTER information for desired responder.
                              3. On the Position Task Book page, the employee’s name and EmplID will appear at

                                Only the incidents the responder has in his/her experience record for that particular
                                position will appear. For example, if you are looking for a CRWB(t) assignment on the
                                Fawn Creek fire, that will only be selectable if you have entered the Fawn Creek fire in
                                the responder’s experience history as a CRWB(t).
                                If a “No matching values were found” message appears, RETURN TO Experience by
                                Employee and ENTER the responder’s experience. After entering that experience, you
                                can return to the PTB and continue to document the position performance evaluation.

                                9. In the Evaluator ID field, ENTER the Empl ID of the evaluator or CLICK the
                                   Lookup icon to LOCATE and SELECT the evaluator. Use the Search menu to
                                   define and narrow your search for the evaluator.

                                Only responders who are qualified to be evaluators will appear. For example, if the
                                position evaluated was “HECM”, Helicopter Crew Member, then the system will return
                                only evaluators that have “HECM” in their competency records.




                                10. If no matching values are found for the evaluator, you have the option of manually
                                    entering the evaluator’s information. This is common when state employees are
                                    evaluators on incidents because states do not use IQCS. In this case, enter the
                                    evaluator’s name, address, and phone number in the fields below where it says:
                                    “Or . . . if Evaluator is not in the IQCS System.” The Address and Telephone fields
                                    will appear once a name is entered.

            Activity Overview – Task Book Evaluation (C150) Report
                              So far in Module 6 you have created incidents, credited responders with experience on
                              those incidents, initiated a PTB, and documented assignments in that PTB. You may now
                              want to run the Task Book Evaluation (C-150) report. This report can aid the Certifying
                              Official in analyzing a responder’s performance by gauging his/her progress toward
                              position qualification. The evaluator’s comments may also be helpful when planning or
                              making the responder(s) available for additional assignments. To review the procedures
                              for running reports, refer to Module 12, Reports.


            Activity Overview – Position Task Book Certification
                              In this activity we will certify PTBs. It is important to remember that both an experience
                              assignment on an incident and the PTB certification need to be completed, in that order.
                              The PTB cannot be certified unless there is an incident experience in that position. The
                              incident may be a simulation if appropriate, or even a training course, but in most cases it
                              must be an actual incident assignment.

            Instructions
                              1. NAVIGATE TO: Workforce Development > Competency Management >
                                 Position Task Book.
                              2. Follow the steps above to enter an evaluation for a responder.




                              3. This time, CLICK the radio button next to the word “Successful”.

                              Once this radio button is clicked, the fields turn gray and cannot be changed. If you have
                              clicked the Successful radio button by mistake, delete the row or return to your search
                              without saving to start again.

                              tied together, once the Certify TB box is checked and the record is saved, you will not be
                              able to edit this information. If you have mistakenly certified a PTB and need those
                              competencies removed, contact the IQCS Help Desk.

                              Now you can confirm that IQCS has captured the successful completion of the PTB and
                              applied the Position Competency to the responder’s record. CHECK the employee’s
                              competencies and Incident Qualification Card.

                              11. NAVIGATE TO: Workforce Development > Competency Management >
                                  Competencies.
                              12. LOOK UP/ENTER desired responder.
                              13. CLICK to SELECT that person.
                              14. Confirm that both PTB AND Position Competency for the relevant position have
