12   RICHBURG ON HIS RECENT APPOINTMENT TO CHIEF OF
13   THE BUREAU OF PROTECTIVE SERVICES AND WISHING
14   HIM CONTINUED SUCCESS IN THE FUTURE AS HE LEADS
15   THIS VITAL LAW ENFORCEMENT AGENCY.

17   Whereas, Raymond Richburg, Interim Chief since 2003, was
18   recently promoted to Chief of the South Carolina Bureau of
19   Protective Services; and
20
21   Whereas, Chief Richburg, a Manning native and Claflin College
22   graduate, is the son the Reverend Dr. Cokley and Elizabeth
23   Richburg; and
24
25   Whereas, he is married to the former Ethel McBride, his high
26   school sweetheart, and together they have raised four wonderful
27   daughters, and currently boast one grandson; and
28
29   Whereas, the Bureau of Protective Services was formed in 1992
30   when Governor Carroll Campbell restructured the state
31   government as a division of the Department of Public Safety which
32   includes the Highway Patrol, the State Transport Police, and the
33   Bureau of Protective Services; and
34
35   Whereas, the main focus of the Bureau of Protective Services is
36   providing security for the day to day operations of the State House
37   and security for members of the Legislature; and
38
39   Whereas, Chief Richburg joined the Bureau’s predecessor
40   organization, the Capitol Police, in 1979 and has been an integral
41   part of the systematic upgrade in capabilities and training
42   necessary to face modern security threats; and

 2   Whereas, today officers are trained and equipped to use highly
 3   technical surveillance equipment to monitor the State House
 4   Grounds and several other state agencies, including the Governor’s
 5   Mansion; and
 6
 7   Whereas, Chief Richburg recognizes the challenges a post
 8   September Eleventh environment creates and is more than capable
 9   to handle the current issues ranging from vandals defacing state
10   monuments to major gatherings and rallies held on the State House
11   Grounds; and
12
13   Whereas, throughout his career spent protecting the capitol
14   structure, Chief Richburg has gone above and beyond the call of
15   duty, performing a great service to his state which will no doubt
16   continue well into the future; and
17
18   Whereas, the members of the House of Representatives are proud
19   to recognize Chief Richburg’s recent appointment and wish to
20   thank him for his continued devotion to protecting the State House
21   Grounds and those who serve the citizens of South Carolina. Now,
22   therefore,

24   Be it resolved by the House of Representatives:
25
26   That the members of the South Carolina House of Representatives,
27   by this resolution, hereby commend and congratulate Raymond
28   Richburg on his recent appointment to Chief of the Bureau of
29   Protective Services and wish him continued success in the future
30   as he leads this vital law enforcement agency.
31
32   Be it further resolved that a copy of this resolution be forwarded to
33   Chief Richburg.
