                MAJOR GRANTS APPLICATION 2012 – WESTERN INTERNAL COMPETITION

IMPORTANT INFORMATION AND REGULATIONS:
     If you wish to receive a preliminary administrative review by Research Development & Services (RD&S), email your application to
     internalgrants@uwo.ca before the Dean’s deadline date.

     1.   Complete a Research On-line Administration (ROLA) submission at: http://www.uwo.ca/research/rds/ROLA/ROLAFrameset.html
          by the Dean’s deadline date. Your generated Proposal ID must be included on your application. Applications will not be
          accepted if a ROLA submission has not been completed with signature approvals by the RD&S deadline date.

     2.   The complete ADF Major Grant application package includes the following components: application instructions, program
          guidelines, application form and justification for computer equipment (where applicable).

          The Subcommittee reserves the right to reject applications that do not conform specifically to the recommendation with regard to
          format guidelines. See guidelines for applications specifications under section 3.1 SUBMISSIONS.

     3.   Dean’s Deadline: ROLA Proposal to be submitted & application to be completed and signed by PI, Co-Applicants and Chair.
          Email application to appropriate contact for Dean’s approval. Quotes can either be copied into the last page of your application
          or emailed as separate attachments. Please note that where the Chair or Dean is the PI on the application, an acting Dean or Chair
          must provide signature approval. Hard copy or emailed submissions, with signature approval, will be accepted by RD&S.

     4.   RD&S Deadline: Submit your completed application with all required signature approvals in one PDF document to
          internalgrants@uwo.ca. Quotes can either be copied into the last page of your application or emailed as separate attachments.
          Please note that hard copy submissions are not required, but will also be accepted.

 RD&S APPLICATION DEADLINE: 4:30 P.M., Thursday, NOVEMBER 15, 2012 will be strictly enforced.

   Budget Notes

   (1)   Salary increases are not automatically provided by the University for individuals supported by ADF - New Research and
         Scholarly Initiatives Award (Major Grant). Therefore, the cost of salary increases must be met by the applicant and
         incorporated into the budget application for the duration of the grant.
   (2)   Funds may be requested for equipment, supplies or services, or for the salaries of research personnel, but not for the salaries
         of faculty members or equivalent. The ADF will rarely provide support for persons involved in academic collaboration with the
         applicant. Applicants requesting support for research personnel must present specific justification with respect to the project
         and to the particular individuals.
   (3)   Preliminary estimates for the 2013-14 rates for employee benefits may exceed current rates of 27.5% of full-time staff salaries
         and 13% of part-time staff (excluding postdoctoral fellows).
   (4)   See Guidelines, Section 3.4 regarding restrictions on funding.
   (5)   Itemize each piece of equipment valued at $1,000 or greater on an attached page. Applicants are urged to contact the
         Purchasing Department at the application stage for any equipment items greater than $15,000 to ensure full costing, including
         installation, taxes, warranty, shipping, etc. If funded, equipment must be open bid through the Purchasing Department. In
         each instance, the applicant is expected to ascertain through his/her Dean's office, using the University Equipment Inventory,
         whether or not similar equipment may be available within the University. Quotes must be provided for expenditures that
         exceed $5000.
   (6)   Essential travel will be allowed for the establishment of the new academic development. Conference travel and routine travel
         associated with ongoing research will not be supported by the ADF program.

BUDGET JUSTIFICATION
 Budget Justification is required for this internal program and should conform to requirements of the Tri-Agency relative to this application.
 To avoid arbitrary decisions on the appropriate level of funding, provide detailed explanations of costs itemized in your ROLA submission
 (must be in Canadian currency). Applicants are required to provide written quotes for expenditures that exceed $5000.




OUTSIDE FUNDING
 Before applying to ADF - New Research and Scholarly Initiatives Award (Major Grant), the applicant should consult with Research
 Development and Services or a relevant faculty research officer regarding alternative funding for this project.

 a) List the outside funding sought to support the project you are presently requesting ADF support for.
 d) If funds have not been sought, explain why the project would not be eligible for funding from the relevant external agency.
 c) If reapplying to this program, the applicant must provide evidence that external funding was sought.

EQUIPMENT PURCHASE
 a) What steps have been taken to ensure that unnecessary duplication of equipment is not occurring? Sources of this
 information include the Purchasing Coordinator in the Purchasing Department, Department and Faculty inventory files, etc. It
 is suggested that these sources be consulted well in advance of the ADF deadline.

 b) In the case of computer equipment, has the Division of Information Technology Services been consulted about the
 proposed purchase(s)?




JUSTIFICATION FOR COMPUTER EQUIPMENT ACQUISITIONS
 Requests to purchase or rent computer equipment with a total capital value in excess of $15,000 should be accompanied by a separate
 statement in which the questions below are addressed, where applicable. In this context, computer equipment means digital processing
 units, computer systems, peripheral equipment - magnetic disks, tape drives, etc., supplemental memory, computer terminals and
 workstations, digital communications equipment, and software. It should be noted that the Academic Development Fund is not intended
 for the support of routine operating costs of research, and in that context, cannot normally be used for the purchase of desk top
 computers and peripheral equipment.

 Requests for computer equipment are analyzed by an ad hoc committee of the Senate Committee on Information Technology and
 Services in terms of the need for the equipment, its compatibility and integration with equipment already on campus and the manner in
 which it will be operated. The committee will then forward its recommendations to SUPAD.

 Provide a detailed justification for the following using the following subheadings:

 1.         Equipment Selection: Will the configuration as described fully meet the current needs of the applicant(s)? Is relevant
 applications software available? Is the hardware upgradeable? If the applicant is involved in collaborative research, is the system
 requested compatible with that of collaborators? Have all Software licensing issues been considered including off-instrument licences
 for analytical purposes?

 2.       Equipment Operation: Are specialized training or personnel required for installation or use? What provisions are there for
 hardware/software maintenance?

 3.       Equipment Integration: Does the requested equipment use a standard operating system? If not, identify the operating
 system, and explain why the non-standard environment is appropriate. Will the equipment be used in stand-alone mode or will it be
 networked? If it is to be networked, does the network currently exist or is it to be developed? Will the equipment interface with
 SHARCNET?
