Bids are invited in English from the qualified bidders for the design, manufacture,
quality surveillance, testing at supplier’s works, transportation, delivery on FOR
destination basis, arranging transit insurance, supervision of erection, testing &
commissioning of one number of 11/ 0.415kV, 2MVA, ONAN type, 3 Phase,
service transformer for Nagjhari Power House.

The last date for submission of bids along with       documents to meet the pre-
qualification criteria is upto 15.00hrs on 16.4.12.

      Sub: Supply of 1X2MVA, 11/0.415kV, 3 Phase service
             transformer for Nagjhari Power House.

Bids are invited in English from the qualified bidders for the design, manufacture,
quality surveillance, testing at supplier’s works, transportation, delivery on FOR
destination basis, arranging transit insurance, supervision of erection, testing &
commissioning of one number of 11/ 0.415kV, 2MVA, ONAN type, 3 Phase
service transformer for Nagjhari Power House.

1.0   Pre-qualification criteria and bid documents may be downloaded from
      Government         Of        Karnataka      e-procurement   website
      https:/eproc.karnataka.gov.in under login for contractors.

      After login to Contractors, please scroll down to the right side bottom to see
      List of tenders. Please click there to find the details of NIT and download copy
      of the NIT and bid document. The bid document can be downloaded from the
      portal as per prescribed date and time published in the portal.             Only
      interested bidders who wish to participate should remit on line transaction fee
      for tender after registering in the portal. The transaction fee is non-
      refundable.

2.0   Tenders must be accompanied by Earnest Money Deposit which should be
      paid online through e-Procurement portal at the time of submission of bids.
      Bidder shall remit ` 20,000/- in any one of the following forms.
      2.1   Credit Card
      2.2   Direct Debit
      2.3   National Electronic Fund Transfer (NEFT)
      2.4   Over the Counter (OTC) (only through designated branches of Axis
            Bank)

3.0   Bidder shall submit documents to satisfy the pre-qualification criteria and
      Tenders (both Cover-1 & 2) electronically (online through internet) within the
      date and time published in e-procurement portal. Bidders shall upload scanned
      copies of the following documents.
        COVER-I (Technical Bid)

        a) EMD, documents to satisfy the pre-qualification criteria, details of the
           Commercial terms and conditions, all the schedules specified in bid
           documents pertaining to commercial terms and conditions.
        b) All the technical details and drawings, etc of the technical offer along with
           all the technical particulars.

        COVER-II (Commercial Bid)

        Price schedule only.

4.0     First Cover of Tender will be opened at prescribed time and date in the e-
        procurement portal, in the presence of the Tenderers who wish to attend at
        the office of the Chief Engineer (Elecl-Designs), KPCL, Sudharshan Complex,
        22/23, Third Floor, Sheshadri Road, Bangalore-9. Opening of Cover-2(price
        bid only) shall be intimated later.

7.0    MINIMUM QUALIFICATION REQUIREMENTS:
       7.1 The intending bidder shall be a regular manufacturer of power
           transformers in India; and

       7.2 Bidder must have designed, manufactured, supplied, at least two nos. of
           5MVA (or higher capacity) 3 phase, 11/0.415kV(or higher voltage class)
           power transformers for generating stations/ substations which are in
           satisfactory operation for a minimum period of two consecutive years
           during the preceding five years.; and

       7.3 The average annual turnover shall be not less than `40/- Lakhs during
           the financial year 2008-09, 2009-10. 2010-11.

       7.4 The intending bidder shall produce the following documentary evidence
           to satisfy the minimum qualification criteria specified above, the
           fulfillment of which is prerequisite for opening of Cover-2 containing price
           bid.

              7.4.1 Furnish experience certificate signed by an officer of the rank of
                    Chief Engineer or Station Superintendent / Competent Authority
                    of respective Power Station / Sub station certifying the
                    performance of the transformer supplied by the bidder; and

              7.4.2 Furnish a copy of annual report duly certified by the chartered
                    accountant for the preceding three financial years. (2008-09 to
                    2010-11); and

              7.4.3 Furnish quality assurance plan adopted.

8.0    Those bidders whose contracts have been terminated/fore closed by KPCL or
       whose performance has not been found satisfactory while executing contracts
       with KPCL within the last 10 (ten) years are not eligible to bid. Bidder shall
       furnish the declaration in this regard in the prescribed schedule as specified in
       the bid.

9.0    Corporation reserves the right to inspect the factory premises to ascertain the
       manufacturing & testing facilities available with the bidder including
       cleanliness of winding & core building area, etc during pre-qualification
       process. If required facilities are not available, Corporation reserves the right
       to reject the application of the bidder

10.0   Tenderers shall not be under declaration of ineligibility for corrupt and
       fraudulent practices issued by the Government of Karnataka.
11.0   Bids submitted within the scheduled date and time shall only be eligible for
       further processing of the bids. Any bid submitted after the date and time
       specified shall be rejected even if it is accepted by the e-portal. Date and time
       stamp of the e-portal system shall be final in deciding the time of submission
       of bid. Decision of the Corporation in this regard shall be final and acceptable
       to all the bidders.

12.0   The original documents should be produced for verification at any stage of
       tender process as and when sought for, failing which, the bids are liable for
       disqualification.

13.0   The total F.O.R Destination Price shall be Quoted in e-procurement
       portal.

14.0   PRICE BID(SCHEDULE 9,10,11) Document shall be Uploaded in e-
       procurement portal only in the space provided for uploading “ FINANCIAL
       BID DOCUMENTS”

15.0   Price bid of bidders who satisfy the minimum qualification criteria specified in
       the NIT and found substantially responsive will only be opened.

16.0   The tender shall be valid for 180 days from the date of opening of Cover-1 of
       the bid.

17.0   Delivery period: Delivery period shall be 40weeks from the date of letter of
       award.

18.0   KPCL reserves the right to verify any information/documents furnished by the
       tenderer should the circumstances so warrant. In case the information or the
       documents furnished are found to be incorrect/false or invalid then the EMD
       furnished by such tenderer shall be forfeited. The registration of such tender
       shall also be cancelled.

19.0   Corporation reserves the Right to reject any or all the tenders without
       assigning any reasons. However, in all cases KTPP act shall be followed.

20.0   Any bid with stipulation for settlement of disputes through Arbitration shall be
       rejected.

21.0   Any suit or proceedings arising out of this contract shall be instituted at Law
       court in Bangalore, Karnataka state only.

22.0   Any other information required may be obtained from the office of the
       undersigned during office hours.

23.0   Bidders who have not obtained the user ID and Password for participating in
       e-procurement in Karnataka Power Corporation Limited may now obtain the
       same from the website (www. eproc:karnataka.gov. in).
24.0   Corrigendum/modification/corrections, if any, will be published in the website
