3 SERVICE PROVIDER REQUIREMENTS

3.1 Provider Registration and Certification Requirements
The success of Customer Choice depends upon both customer and Competitive Retailer (CR)
participation. AEP Texas is committed to establishing a collaborative and cooperative working
relationship with interested and qualified CRs.

All entities wishing to sell retail generation services are subject to certain standards to ensure
adequate consumer protection and a level playing field for all CRs. CRs are required to adhere
to the protocols approved by the PUCT and to fulfill the operational provisions specified by the
incumbent utility.

CRs and Aggregators must apply for, and be granted, a certificate to operate by the PUCT. CRs
who wish to participate in AEP Texas’ Choice Program will need to contact AEP Texas
Competitive Retailer Relations to obtain the necessary information (Please refer to Section 2.6).
A CR must be registered with AEP Texas and ERCOT prior to submitting any customer
enrollments.

All forms and agreements that the CR must complete and sign to be certified by the PUCT are
included in the PUCT Substantive Rule 25.107. To become registered to operate within the AEP
Texas service territory (AEP Texas Central and AEP Texas North), Competitive Retailers should
contact AEP Texas Competitive Retailer Relations for instructions (contacts listed in Section
2.6) about forms and agreements required for participation in the AEP Texas Choice Program.
The forms and agreements are also available on our website www.aeptexas.com under
“Customer Choice” and “Information for Service Providers”.

To become fully registered with AEP Texas, Competitive Retailers must complete and submit 2
copies the following documents:

Forms

 AEP Texas Trading Partner Information. The form can be found on the AEP Texas website
  at aepcustomer.com/customerchoice/texas/providerinformation/register.htm under “TX:
  Register with AEP”

 Network Integration Transmission Service Application or Point-to-Point Transmission
  Service Application for ERCOT region only

Agreements

 AEP Texas Delivery Service Agreement

 Network Transmission Service Agreement (OATT Attachment F) or Point-to-Point
  Transmission Service Agreement (OATT Attachment A) for ERCOT region only

3.1.1      EDI Profile Information

The Texas Marketplace Technical Worksheet must be completed in its entirety and submitted to
AEP Texas prior to beginning EDI testing.

3.1.2      Public Utility Commission of Texas (PUCT) License Requirements

For Certification requirements, see PUCT Substantive Rule 25.107 at
http://puc.state.tx.us/rules/subrules/electric.

3.1.3      AEP Texas’ Response to Profiles & Agreements

Upon receipt of a Trading Partner Information form and/or Delivery Service Agreement, AEP
Texas will determine if the information is complete. If incomplete, the applicant will be notified
and missing information will be requested. Terms governing the eligibility of CRs are covered in
PUCT Substantive Rule 25.107.

3.2 Financial Credit Requirements
Financial credit requirements are addressed in PUCT Substantive Rule 25.107. Also see the
Billing Section – Chapter 6 of the Provider Handbook.

3.3 Electronic Data Interchange / Electronic Business Transactions
    Requirements
3.3.1      Business Process Overview

The responsibilities of the parties are summarized here.

CUSTOMERS WILL:

 Give affirmative authorization to AEP Texas to release additional customer information to
  CRs such as name, account number, or historical usage.

 Be responsible for evaluating and securing services from a CR.

 Be responsible for notifying the TDSP or CR (if directed to do so by the CR) of any
  problems related to energy supply.

 Notify the competitive retailer of any name, service address, or phone number changes.

COMPETITIVE RETAILERS WILL:

 Obtain and maintain a PUCT certificate and register with AEP Texas for AEP Texas Central
  Co. and /or AEP Texas North Co. depending on the area the CR is to do business in.

 Obtain affirmative authorization from customers for customer enrollment and release of any
  information (name, account number, and historical data).

 Exchange information enrollment, billing and service orders as applicable through electronic
  point-to-point transactions with AEP Texas or electronic transactions with AEP Texas
  processed through ERCOT as per market rules.

 Provide a point of contact to AEP Texas to facilitate business and technical communications.

 Abide by applicable rules issued by the PUCT and ERCOT, including EDI testing and
  certification. For PUCT requirements, see PUCT Substantive Rule 25 at
  http://puc.state.tx.us/rules/subrules/electric. ERCOT testing and certification requirements
  can be found at http://etod.ercot.com/TMTP%20V1.2_01.08.2004.rtf.

 Implement and maintain data transmission guidelines as described within this document.

 Communicate and attempt to resolve customer disputes related to CR charges or issues.

AEP TEXAS WILL:

 Refer customers to the PUCT website (www.powertochoose.org) or the PUCT Call Center
  1-866-797-4839 to obtain a list of licensed CRs.

 Provide customer information to CRs as allowed by the Customer Protection Rules.

 Exchange information electronically with ERCOT for enrollment, changes or discontinuance
  of service, etc. Exchange information point-to-point with the CR for billing and service
  orders as applicable.

 Maintain an Internet site or other vehicle for Customer Choice information for access by
  CRs. The web site address is www.aeptexas.com

 Provide a point of contact to the CR to facilitate business and technical communications.

 Abide by applicable rules issued by the PUCT and ERCOT including EDI testing and
  certification.

 Implement and maintain data transmission guidelines as described within this document.

 Provide meter reading and usage information to the appropriate CR when acting as the Meter
  Data Management Agent.

3.4 Electronic Business Transactions
3.4.1      EDI Standards

The Texas Electronic Data Interchange (EDI) standards can be accessed at: www.ercot.com.
AEP Texas is prepared to accept EDI in conformance with the Choice Rules and ERCOT TX
SET standards.

3.4.2      EDI Implementation Guidelines

Please refer to the Texas Standard Electronic Transactions (available at www.ercot.com under
TX SET Protocols).

3.4.3      EDI Transmission Requirements

The ERCOT Protocols help to establish standards that ensure a consistent platform for all market
participants and access to the same data. These conditions include, but shall not be limited to,
use of Electronic Business Transactions (EBT) and EDI for sending and receiving data.

All parties participating in the Texas Electric Choice market will be required to successfully
complete all EDI testing to enable a successful market implementation. Details of EDI testing
requirements along with schedules are available at http://etod.ercot.com under “Texas Market
Test Plan at ERCOT.
