JOB SPECIFICATION

1. Summary of the broad purpose of the position, in relation to organisation goals

    The Property Tenure Consultant is accountable to Land Asset Manager for:
         providing a range of conveyancing land tenure and administration services relating to the timely identification, acquisition,
          disposal and record management of rail related land and properties
         identifying and coordinating the vesting in, or transfer (to the Minister for Transport), of designated parcels of land
         undertaking land parcel identification and Land Titles Office requirements relating to acquisitions, disposals, land division
          and any Real Property Act transactions
         liaising with, and providing rail related land tenure advice and information to, Rail Operators, Local Government bodies and
          the general public on rail land issues generally or with reference to particular parcels of land
         assisting the Senior Property Tenure Adviser in the management of land tenure matters
    which contributes to the achievement of Section and DTEI objectives relating to the effective management and optimal usage of
    Agency assets.


2. Reporting/Working relationships


    The Property Tenure Consultant:
         reports to the Land Asset Manager and assists the Senior Property Tenure Adviser
         liaises with, and provides services to, a range of customers, both internal and external to DTEI, including Rail Portfolio
          Team, the Section, Crown Solicitors Office and other legal practitioners, Rail Operators, Local Government bodies and the
          general public.


3. Special Conditions

         Some work outside normal hours and some intrastate travel involving overnight absences may be required.
         A current drivers licence is essential.

4. Statement of Key outcomes and associated activities

1.      Contribute to Government and DTEI objectives regarding the acquisition, disposal and record management of rail
        related property throughout the State with the provision of land tenure advice and support including :
        a)     identifying and coordinating the vesting in, or transfer (to the Minister for Transport), of designated parcels of land
        b)     providing, analysing and advising on rail related maps and plans, using Arcmap or other available mapping or
               planning systems
        c)     undertaking land parcel identification and Land Titles Office requirements relating to acquisitions, disposals, land
               division and any Real Property Act transactions
        d)     liaising with, and providing rail related land tenure advice and information to, Rail Operators, Local Government
               bodies and the general public on rail land issues generally or with reference to particular parcels of land
        e)     identifying and recording land parcels, infrastructure and any other associated issues in the Property Asset
               Management System
        f)     providing training and assistance to other staff in relation to the PAS system
        g)     maintaining and undertaking valuation data clarification
        h)     managing and maintaining historical files, plans and documents
        i)     undertaking investigations and providing reports and recommendations on rail property related matters
        j)     providing a supporting role to the Senior Property Tenure Advisor in the management of rail property related matters.

2.      Contribute to the effective management of the Transport Property Section and the achievement of Section and DTEI
        goals by:
        a)      participating in Section and Corporate strategic planning activities and processes
        b)      dealing with customers, external providers and the general public in a professional, effective and efficient manner
        c)      participating in the monitoring and review of work practices and identifying opportunities to improve efficiency and the
                Section’s quality management processes
        d)      participating in activities aimed at identifying industry best practice, developing appropriate benchmarks and
                monitoring the Unit’s performance against best practice
        e)      undertaking special projects and investigations as required, including preparing written reports with
                recommendations.

PERSON SPECIFICATION

1.        Essential Minimum Requirements


     1.     Educational/Vocational Qualifications

            a)      Nil.


     2.     Personal Abilities/Aptitude/Skills/Experience/ Knowledge

            a)      Proven experience in analysing, advising on and training land tenure matters, including property leasing and
                    administration and the use of Arcmap, Word, Excel, Internet Explorer, Outlook, Piers, Property Assist and LOTS
                    searching via PC.
            b)      Sound knowledge of the Lands Titles Office guidelines and procedures and the relevant processes in each
                    instance to effect vesting or change of ownership: undertake land divisions; grant easements and other dealings
                    with the land and knowledge of different types of land tenure in South Australia.
            c)      Experience in undertaking investigations, preparing concise, accurate and logical reports with appropriate
                    recommendations and knowledge of the processes, requirements and importance of replying to Ministerials.
            d)      Proven interpersonal, written and verbal communication skills, including proven ability to successfully negotiate
                    issues with a range of interested parties and to competently resolve problems encountered during negotiations.
            e)      Proven ability to work independently and as collaboratively as part of a team, under limited direction, and plan
                    and prioritise own work in order to meet agreed objectives and deadlines..
            f)      Ability to make informed and timely decisions and technical judgements on matters that may involve balancing
                    conflicting requirements and possess flexibility and the ability to develop and adopt work practises to meet
                    changing work requirements and situations.
            g)      Proven commitment to the principles and practice of:

                       legislative framework and relevant property and track ownership issues.
             c)        Understanding of project management techniques.
