      FIFE EDUCATIONAL TRUST SCHEME 1958 - APPOINTMENT OF MEMBERS
                  TO THE EAST AND WEST FIFE COMMITTEES


1.0     Introduction

1.1     The purpose of this report is to ask the Committee to (1) note and endorse
        measures in hand to re-constitute the Educational Trust Committees for East and
        West Fife in terms of the Fife Educational Trust Scheme 1958, and (2) deal with
        the appointment of elected members thereto, as appropriate.

2.0     Background

2.1     The Trust Committees deal with the expenditure of income available under the
        Fife Educational Trust Scheme in the form of prizes, bursaries, scholarships and
        grants to assist young people in Fife.

2.2     Both the East and West Fife Committees consist of thirteen members, in each
        case comprising a Chair nominated by the Sheriff Principal of Tayside Central &
        Fife and a specified proportion of elected representatives and nominees of
        partner bodies. The process for appointment of local authority representatives
        has varied since the establishment of the Scheme to reflect subsequent re-
        organisations of local government.

3.0     East Fife Trust Committee

3.1     Membership of the East Fife Trust Committee comprises:-

             The Chair (nominated by the Sheriff Principal),

             One nominee of the Senatus of the University of St Andrews,

             Two nominees of the Church of Scotland Presbytery of St Andrews
              (incorporating Cupar),

             One nominee of the Educational Institute of Scotland (covering the
              eastern district of Fife), and

             Eight elected members - (i) six representing the “the Education
              Committee” covering the eastern district of Fife (failing which other
              Council members can be appointed), and (ii) two for the areas of the
              former Town Councils of Anstruther and Cupar (i.e. from within the North
              East Fife Area).

3.2    Approaches seeking nominees from the partner bodies specified above are in
       hand. With regard to Council representatives, it is proposed that eight members
       be appointed by the North East Fife Area Committee, to cover the interests of:-

       (i)    “The Education Committee” for the eastern district of Fife (six members),
              and

       (ii)   The Anstruther and Cupar vicinities (two members).

4.0    West Fife Trust Committee

4.1    Membership of the West Fife Trust Committee comprises:-

             The Chair (nominated by the Sheriff Principal),

             One nominee of the Church of Scotland Presbytery of Kirkcaldy,

             One nominee of the Church of Scotland Presbytery of Dunfermline,

             One nominee of the Educational Institute of Scotland (covering the
              western district of Fife),

             Nine elected members - (i) six representing “the Education Committee”
              covering the western district of Fife (failing which other Council members
              can be appointed), and (ii) three for the areas of the former Town Councils
              of Kirkcaldy and Dunfermline (i.e. from within the Kirkcaldy, City of
              Dunfermline and South West Fife Areas).

4.2    Approaches seeking nominees from the partner bodies specified above are in
       hand. With regard to Council representatives, it is proposed that four members
       each be appointed by the Kirkcaldy and City of Dunfermline Area Committees,
       and one member by the South West Fife Area Committee, to cover the interests
       of:-

       (i)    “The Education Committee” for the western district of Fife (six members),
              and

       (ii)   The Kirkcaldy and Dunfermline vicinities (three members).

5.0   Recommendations

5.1   The Committee is asked to:-

      (1)       Note and endorse measures in hand to re-constitute the Educational Trust
                Committees for East and West Fife in terms of the Fife Educational Trust
                Scheme 1958, in connection with which approaches seeking nominations
                from specified partner bodies are in hand, and

      (2)       Agree to the appointment of elected members, as undernoted:-

                (a)   East Fife Trust Committee - eight members to be appointed by the
                      North East Fife Area Committee.

                (b)   West Fife Trust Committee - four members each to be appointed by
                      the Kirkcaldy Area Committee and by the City of Dunfermline Area
                      Committee, and one member by the South West Fife Area
                      Committee.
