The minutes of Lezayre Parish Commissioners meeting held on the 4th March 2010, at 7pm, the
Community Hall, Clenagh Road, Sulby, Lezayre.
Members present: Mrs V A Quane (Chairman), Mr C W Roberts (Vice Chairman), Mr A D
Radcliffe, Mr C Birchenough and Mr K Brew. Mrs Maureen Rimmer, Clerk was in attendance.
One member of the Public attended and no Press attended.
The minutes of the previous meeting held on the 4th February 2010, having been circulated,
were taken as read and signed as a correct record by the chairman.
Matters arising from the minutes.
Vivien Quane expressed her sympathy to Arthur Radcliffe for the sad loss of his brother-in Law.
Similar messages of condolence were also offered by other members.
The Clerk was asked to chase up the question in relation to planning permission being required
for proposed bollards being placed by the DOT during TT and Grand Prix at the Sulby Glen.
The clerk was asked for any feedback regarding our enquiries in relation to the parking problem
at Kella Close. Vivien Quane advised that she had spoken to the Police and had been advised
that the night staff/early morning staff were asked to check parking with a view to speaking with
the owners if necessary. The clerk advised that she had not yet heard back with regard to the
extension of the yellow lines and the road widening idea.
Reply to our letter regarding the closure of the green lanes during the winter months. Advised
by Mr Anderson MHK that they would take our views into account when considering closures for
Information received regarding Street Furniture. From this information received the
Commissioners currently grant this licence, but also have to consult the department if the
equipment affects part of the highway. At some point in the future this role will be taken over by
the Department of Highways.

Department of Education Draft Consultation - Children Bill – The clerk was asked to
forward details of where this document can be viewed
online. Vivien Quane and Arthur Radcliffe will read the
hard copy. Any comments to be given at the next meeting.
Department of H&SS Diarrhoea and Vomiting (Norovirus) leaflets. To be placed
on our noticeboards.
No Smoking Day 10.03.10 Leaflets. To be placed on our
Travelling outside the IOM Healthcare in the UK Leaflet.
The Treasury 1st Supplemental List 2010 (see noticeboard)
DAFF Consultation on the extension to the IOM of the UK’s
signature to the Convention on Biological Diversity (CBD or
Rio Convention). To strengthen our commitment to
conserving the Island’s rich, diverse and unique community
of wild plants and animals and their habitats, as well as the
ecosystems they form and the various benefits they
provide. The Commissioners felt that currently a good job
was being done, and that we did not need outside
House of Keys Tynwald Annual Report. Noted

Exhibition. To be displayed on the notice board.
IOM Veterans Athletes’ Club Isle of Man Marathon Sunday 8th August 2010, Noted
RTLC Numbers 299,300 and 301. No Lezayre issues.
DAFF Graeme Watson Copy of notice displayed at the Claddagh. Part closed to
vehicles due to ground damage and wet conditions.
Mr Curphey Letter in connection with damage to uplands. Asking
Commissioners support. The Clerk was asked to make
enquiries with other authorities to seek further support.
Tynwald Advisory Council Report for the year ending December 09. Noted
Mrs O’Boyle Request to consider placing of bus shelter outside Caley’s
shop for school children and parents. The clerk was asked
to forward the letter to the DOT.
Highways Monthly March 2010 issue 43. Changes to Vehicle Licence fees.
Charged from April 2010 in relation to CO2 emmissions.
Increase in duty for private veteran vehicles. Reminder to
motorists to take care and slow down around the Island’s
schools and to be aware of the School Crossing Patrol.
New Pedal Cycle Regulations.
Judy Kelly Comments with regard to dog fouling being left hanging in
bags on bushes. Also reference to the SLHT in connection
with discussions regarding a cabinet. The clerk was asked
to place a sign on the notice board advising the public of
the fines imposed for not cleaning up dog faeces, and also
for leaving litter.
Mr Chester Questions in relation to the proposed sewage treatment
plant and civic centre at Balladoole. The clerk was asked
to reply as advised.
Mr Plant Query in connection with land owned by Mr Postlethwaite
regarding two entrances currently in use-against original
planning approval. Changes to agricultural building on this
land. The Commissioners discussed the problem to seek a
way to deal with this as it seems to be an ongoing problem
that the original gateway has not been closed up. Mr
Postlethwaite had attended the meeting and was able to
advise the Commissioners of the current situation which is
only temporary due to the bad condition of the land at the
site of the new entrance. The clerk was asked to reply
Any other business
Karl Brew suggested that there are a few areas within the parish that could be tidied up.
Area behind the new dormer bungalows near the Sulby Bridge, land to the side owned by Palm
Cottage and also the field belonging to Arthur Radcliffe along the Sulby straight. The clerk was
asked to write to all concerned with a view to clearing and tidying as necessary.
Vivien Quane advised that during the public meeting held at the Ramsey Town Hall in
connection with the new Iris Scheme she had mentioned some areas of Sulby that still
experience problems with the sewerage/drainage. The clerk was requested to write to Mr Wright
of the DOT outlining these areas. Kella Close and the main sewerage system along the main
