TERMS OF REFERENCE FOR TOKTEN VOLUNTEER, SUDAN
TOKTEN Advisor on Macroeconomic Issues and Economic
A. Background Information:
TOKTEN is a special volunteer programme that calls on expatriate nationals to
volunteer in their country of origin for a short period of time. TOKTEN project in
Sudan is to support the national capacity building of Sudanese institutions in
various development sectors, through the transfer of knowledge of the
professional Sudanese in the Diasporas. Thus contributing with an invaluable,
efficient, and sustained input to the humanitarian, peace and development efforts
to rebuild Sudan, while capitalizing on Sudan’s owns human resources. The
National TOKTEN project will cover at least 10 states in Sudan.
The niche of TOKTEN area of capacity building intervention would be targeting of
experienced and motivated professional Sudanese in the Diasporas who are
willing to volunteer to support capacity building needs for peace building,
recovery and development, including the achievement of Millennium
Development Goals, in Sudan. The deployment of TOKTEN Volunteers for
capacity building support is based on demand-driven approach from the
institutions demanding the support.
The Ministry of Finance and National Economy has the mandate for managing
and directing the national economy to achieve its goals and objectives. The main
functions of the ministry include: Management of the National Economy;
Financial and Economic Planning; Financial Management; Financial and
Accounting Control; and External Finance and Economic Cooperation for Sudan.
The Development Directorate within the ministry has the function of coordinating
national development Programmes/projects in addition to planning,
implementation and, monitoring and evaluation of the national budget, among its
other responsibilities. It is necessary to enhance the capacity of staff in the
Directorate on macroeconomic related issues including macroeconomics models
& theories, economic stabilization, full-employment without inflation to enhance
the performance of national development projects in Sudan.

C. Job Description:
1 Title of TOKTEN Volunteer Post: TOKTEN Advisor Macroeconomics Issues
and Economic Stabilization.
2 Number of TOKTEN Volunteers needed for the post: 1
3 Duration of TOKTEN assignment: 4 weeks
4. Expected starting date of TOKTEN assignment: 15 December 2008
5. Application closing Date: 15 November 2008.
6. Results expected of the TOKTEN assignment:
30 participants trained on macroeconomics related issues such
as theories, models and best practices,
Economic stabilization factors being discussed,
Participants updated on how a national economy achieve full
7. Description of responsibilities and assignments of the TOKTEN Volunteer:
1. Provision of training on macroeconomics related issues both
theoretical and practical,
2. Covering macroeconomics models and best practices from other
countries and idea on how to set and construct economic models,
3. Training the participants on how to achieving full-employment
without inflation in economies such as Sudan,
4. Monitoring and evaluation of employment plans,
5. Working collaboratively with concern institutions and partners and
provide them with technical on poverty reduction strategies
D. Qualifications and experience required for the TOKTEN assignment:
i. Level of academic qualification and area of specialization: Advanced degree
in economics and/or macroeconomics related field
ii Professional experience: At least 5 years in progressive experience in the
area of macroeconomic theoretical up-datedness and practical experience.
ii. Language skills: Ability to communicate fluently in Arabic and English
iv. Personal Characteristics: Good communication skills, ability to work within a
multi-disciplinary team, system thinker, facilitation skills and leadership.
