Job Description

Job Title:                    Making the Connections Project – LSB Link Officer
Hours of Work:                30 hours per week
Salary:                       NJC Scale Points 28-30 (£23,708 - £25,472 per annum pro rata)
Fixed term to:                           31st December 2014
Responsible to:               3rd Sector Health & Well-being Facilitator
                              (Senior Manager – Representation & Joint Working Team)
Location:                     Haverfordwest
Annual Leave:                 25 days per annum pro rata plus 8 Public/Bank Holidays pro rata



PAVS is keen to receive applications for secondments from public
sector organisations or from third sector service providers

Main aims of the post
The post will support the Local Service Board (LSB) Partnership team in the delivery of priority
activities of the LSB and related public service planning groups on behalf of the third sector,
with particular reference to community regeneration and local economic development.

The post will ensure the effective local delivery, promotion, monitoring and administration of the
WCVA-led programme Improving Public Services – Connecting with the Third Sector which
aims to deliver improved third sector inputs to the LSB Development & Priority Delivery project.

The post will be key to improving third sector input to the work of the LSB through the practical
engagement of the sector in delivering LSB outcomes and improving local public service
delivery.

The post-holder will encourage and support collaborative working practices; citizen
engagement; service co-production and improved delivery of citizen-directed services.

Main duties

(a) Core activity - supporting the County Voluntary Council (CVC) Chief Officer
    role at the Local Service Board by:

    Developing an excellent working relationship with the Pembrokeshire LSB Partnership
     Support team under the leadership of the Pembrokeshire County Council Partnership &
     Scrutiny Manager;

    Setting the LSB role and key policy agendas (Simpson; Integrated Single Plan; etc) in the
     context of the local third sector;

    Identifying potential eligible third sector ESF project proposals and secondment
     opportunities across public service organisations to support public service planning and the
     delivery of key projects and initiatives;

    Ensuring that consultation events and activities enable local citizens to engage in public
     service planning;

    Assisting third sector networks and forums to contribute to public service planning, with a
     particular focus on community regeneration and local economic development;

    Ensuring that the views of marginalised and equality groups are included in the work of the
     project;

    Providing reports and updates to the CVC Chief Officer and WCVA on a regular basis;

    Participating in regional networking events as part of the Welsh Government LSB
     Development & Priority Delivery project and WCVA’s programme within this.


(b) Local development activity

    Create opportunities for constructive dialogue between existing/potential third sector service
     providers and service planners and managers;

    Promote and support the role of relevant groups involving service users linked to LSB
     priorities;

    Provide information in a range of formats (e-briefings; website updates; newsletters; briefing
     papers; etc) about public service developments and opportunities to engage;

    Support third sector organisations to develop effective mechanisms for service user
     involvement in service planning and scrutiny arrangements (where appropriate);

    Work with public sector partners to raise awareness and encourage the use of participatory
     planning methods as part of the LSB engagement strategy;

    Support and train third sector representatives to enable them to engage effectively with
     public service planning groups and scrutiny panels (where appropriate);

    Represent the third sector on public service joint planning teams within the framework of the
     LSB Integrated Single Plan;

    Refer potential third sector service providers to appropriate sources of development
     support, including those services offered by the CVC;

    Assist third sector providers to adopt or improve equal opportunities and environmental
     policies;

    Assist third sector service providers to establish collaborative ventures or services;

    Provide line management to Officers within the Representation & Joint Working team, as
     required

    Undertake any other duty as may be reasonably required by the Line Manager or Chief
     Officer of the Association.

PERSON SPECIFICATION
Essential qualities, skills, abilities, knowledge and experience

Qualities

    A self-starter, with the ability to prioritise workload and work well under pressure with
     minimum supervision
    A good time manager, highly organised but able to adapt work plans at short notice to meet
     any unexpected demands of the project
    A strategic thinker, but with the ability to translate policy into practice
    The ability to motivate, coach and support other members of the team
    A positive outlook, sense of humour and the ability to communicate well at all levels
    An understanding and recognition of personal limitations and a willingness to undertake
     further training and personal development where appropriate
    An ability to be flexible and willing to work unsocial hours to meet the needs of the project
    A commitment to equal opportunities and environmentally sound working practices



Skills and abilities

     High level of ICT skills including MS Office applications (Word, Excel, PowerPoint,
      Publisher); e-mail and electronic calendars (Outlook); and management information
      systems
     The ability to lead and facilitate in a range of settings including meetings, network events,
      consultations, participatory planning sessions, etc.
     Excellent interpersonal and communication skills
     The ability to analyse, process and reproduce information for the production of clear and
      concise reports and summaries



Knowledge & experience

    Previous relevant formal training to graduate or professional qualification level, or
     equivalent
    An understanding and knowledge of the role of the third sector in planning and providing
     public services
    Experience of partnership working; processes and procedures
    Knowledge and experience of participatory planning methods
    Line management experience
    A full driving licence and access to a vehicle
