The meeting was called to order at 7:00 pm by Mayor Durocher.

MOTION 012-05-38

that:

Council accept the CAO Report of march 1,2012.

The following items were addressed:
   - Economic Revitalization Commission – Barry Drury has submitted a letter
       of interest to serve on the Economic Revitalization Commission. The By-
       Law for the establishment of the Economic Revitalization Commission
       will need to be changed from 8 members to 9 to accommodate the
       appointment of Mr. Drury.
   - Solid Waste Management Permit – Conditions of the Solid Waste Permit
       are being discussed. There are legal technicalities that need to be
       addressed. The quantity of open burning is very restrictive.
   - The WL Curling Club has requested a meeting with Mayor & Council to
       discuss their curling club lease agreement.
   - An application has been submitted for gas tax funding for Lakeview
       water/sewer that is anticipated this year. The cost for this project has
       escalated to $880,000.00. Council may need to start thinking about
       utilizing funds held in reserves to top up the funds needed to complete
       these projects.

   -   Costs for the district heat project that took place last year was submitted in
       order that the Town can be reimbursed the $94,000 in gas tax funds.
   -   AYC Annual General Meeting – The AYC AGM is being held in Dawson
       City May 3-6,2012. Council requested that Administration look into
       accommodations for both the CAO and Mayor Durocher.
   -   A three year agreement has been received from YTG for the mowing of
       the right-of-way along the Alaska Highway. The current contract provides
       $2500.00 annually for this service. Al Puckett, P/W Manager has stated
       that this cost is approximately 12,000.00. Community Services is looking
       to see if the Town can negotiate on this service.
   -   Land Use Classification – YTG has contacted Administration to discuss
       tax mill rates for non-profit group designation. In order to allow this, the
       OCP & Zoning By-Laws will need to be amended to identify these areas
       as a separate classification. A By-Law will be prepared to forgive the 2012
       taxes for Non-profit groups.
   -   Letter of support for Parhelion Medical Services – Mayor Durocher
       drafted a letter to Parhelion Medical Services in support of continuation of
       the International Medical Graduate program in Watson Lake. Councilor
       Fick requested that the letter be amended to include the following
       statement "The Town of Watson Lake also encourages the Yukon Medical
       Association and Yukon Government to provide effective oversight and
       regulation of the IMG program, ensuring that it provides effective, safe and
       sustainable health care services for the southeast Yukon."
   - Administration informed Council of the costs which Stantec has provided
     to rewrite the Zoning By-Law. Roycroft Consulting is still firming up
     costs prior to submitting a bid.
  - Pat Hogan from YTG is in contact with Administration on the possibilities
     for the review and/or future expansion of the District Heat project.

Council discussed a request from Help & Hope for a letter of support for funding
to provide a drop-in-centre for men and a venue for a men’s AA group.

Council received correspondence from Tech Resources announcing the permanent
closure of Sa Dena Hes Mine.

Councilor Fick addressed water delivery costs to the Ski Chalet. Council suggest
that the Ski Club pay these costs in the future. Council discussed the potential for
the Town to enter into discussion with the Ski Club to purchase this asset from the
Town of Watson Lake.

 Mayor Durocher discussed the need for an economic development package that
could be used to market Watson Lake.

Councilor Fick addressed insurance for the Volunteer firemen and questioned
whether Steve had looked into these costs. Administration will look into this
matter.
