Program “Visegrad 4 Eastern Partnership” - aims and structure
The Prime Ministers of V4 at their summit on June 16, 2011 in Bratislava decided to
strengthen Visegrad cooperation in the Eastern Partnership framework through joint
activities and projects within the EaP multilateral dimension. It was agreed to support the
establishment of a new V4 EaP program within the International Visegrad Fund.
The V4EaP´s aim is to contribute to acceleration of political association and further economic
integration between the European Union and Eastern Partnership countries. The V4EaP
Program will seek to further support political and socio-economic reforms in the partner
countries, facilitating comprehensive approximation towards the European Union, and
building strong institutional capacity and civil society.
The V4EaP will be developed as a joint project of the V4 countries that have own experience
of processes of integration, transformation, and democratisation to be offered and
transferred to the EaP partners in addition to the already existing bilateral co-operation
II. V4EaP ACTIVITIES
Priorities of the V4EaP:
1. Democratization and Transformation process;
2. Regional co-operation;
3. Support for civil society
The activities will be developed through project and grant schemes based on current IVF
grant rules, with necessary adjustments given by a different nature of the planned program.
The projects and grants must adhere to at least one of the priorities of V4EaP.
III. PROJECT AND GRANT SCHEMES
1. Flagship Projects
The main aim of the V4EaP Flagship Projects is to support the implementation of long-
term projects of strategic character focusing on providing access to the Visegrad Group
countries’ democratic transformation and integration as well as regional cooperation
experience. V4EaP Flagship projects will aim to support the reform processes, political
association and economic integration with the EU, strengthen the institutional capacity,
civil society building and transformation of the Eastern Partnership.
A. Standard Grants
The main aim of the V4EaP Standard Grants is to support the implementation of the
medium-term projects focusing on providing access to the Visegrad Group countries’
democratic transformation and integration as well as regional cooperation experience.
Projects within the V4EaP Standard Grants will aim to support the reform processes,
political association and economic integration with the EU, strengthen institutional
capacity, civil society building and transformation of the Eastern Partnership countries.
B. Visegrad Scholarship Program
The Scholarship Program is a specific program of the Fund created to facilitate academic
exchanges by providing financial support to students or researchers who are citizens of
the Eastern Partnership countries to study in the V4 countries.
C. Visegrad University Studies Grant (VUSG)
The Grant is to promote and support the development and launching of outstanding
University courses or degree programs. The course shall be a series of lessons or lectures
(seminars, etc.) on a particular subject focused on sharing of the Visegrad Group
