LLP 2007-2013 AIMS
- With each EU Member State responsible for its
own education and training systems, Union - level
policies are designed to support national actions
and help address common challenges
- Aims:
– Making lifelong learning and mobility a reality;
– Improving the quality and efficiency of education and
training;
– Promoting equity, social cohesion and active
citizenship;
– Enhancing creativity and innovation, including
entrepreneurship, at all levels of education and
training.

LLP 2007-2013 TARGETS
Targets have been set for the four sub-programmes:
– Comenius should involve at least 3 million pupils in
joint educational activities, over the period of the
programme;
– Erasmus should reach a total of 3 million individual
participants in student mobility actions since the
programme began;
– Leonardo da Vinci should increase placements in
enterprises to 80 000 a year by the end of the
programme;
– Grundtvig should support the mobility of 7 000
individuals involved in adult education a year by 2013.

LLP 2007-2013 Benchmarks
- A series of benchmarks are set for 2020:
– at least 95 % of children between the age of 4 and the age for starting
compulsory primary education should participate in early childhood
education;
– the share of 15-years olds with insufficient abilities in reading,
mathematics and science should be less than 15 %;
– the share of early leavers from education and training should be less than
10 %;
– the share of 30 -34 year olds with tertiary educational attainment should
be at least 40 %;
– an average of at least 15 % of adults (age group 25-64) should participate
in Lifelong Learning.
- EU level activities are being developed to address priority areas
in each of the different levels of education and training.
- Budget of LLP 2007-2013 nearly 7 billion EUR.

LLP Slovenija
- 1996-1999 preparatory phase in Slovenia;
- Start in 1999 first cooperation in the
programmes SOCRATES and LEONARDO DA
VINCI (only mobility actions and school
partnerships); available less than 1 mio EUR;
- 2004 – on entering the European Union funds
were increased by more than 100 %;
- LLP Budget available in 2011 – 8 mio EUR.

Participating countires
• 27 EU Member States,
• Iceland, Liechtenstein, Norway, Switzerland
(the "EFTA-EEA countries", i.e. those countries which
are members of the European Free Trade Association
and also belong to the European Economic Area),
• Turkey, Croatia,
• in some actions also the former Yugoslav Republic of
Macedonia and the Republic of Serbia)!

Actions are divided into 2 groups:

Comenius objectives
Specific objectives:
– diversity of European cultures and languages;
– basic life-skills and competences.
Operational objectives:
– quality and volume of mobility;
– quality and volume of partnerships;
– learning of modern foreign languages;
– development of innovative ICT-based content, services,
pedagogies;
– quality and European dimension of teacher training;
– improvements in pedagogical approaches and school
management.

COMENIUS
- focuses on the first phase of education, from
pre-school and primary to secondary schools.
- It is relevant for all members of the education
community: pupils, teachers, public
authorities, parents’ associations, non-
government organisations, teacher training
institutes, universities and all other
educational staff.

Leonardo da Vinci
- focuses on vocational education and training,
other than at tertiary level;
- It addresses both the learning and teaching
needs in the sector, and is therefore aimed at all
parties involved, namely trainees in vocational
education, teachers and trainers, institutions
and educational bodies, enterprises,
associations, social partners and bodies relating
to either lifelong learning or the labour market.

SPECIFIC OBJECTIVES
– To support participants in training and further
training activities in the acquisition and the use
of knowledge, skills and qualifications to
facilitate personal development.
– To support improvements in quality and
innovation in vocational education and training
systems, institutions and practices.
– To enhance the attractiveness of vocational
education and training and mobility for
employers and individuals and to facilitate the
mobility of working trainees.

LEONARDO DA VINCI – Activities
LDV supports actions:
- Mobility of individuals (Transnational placements in
enterprises or in training institutions for VET pupils and
people in the labour market, placements of VET
professionals)
– Multilateral projects – transfer of inovation,
– Partnerships,
– Multilateral projects – development of innovation
(centralised),
– Thematic networks (centralised).

Partnerships - School Partnerships
OBJECTIVE: enhancing the European dimension of
education by promoting joint co-operation activities
between schools in Europe. The projects give pupils
and teachers in different countries an opportunity to
work together on one or more topics of mutual
interest.
Who can benefit: Schools (institutions providing
general, vocational, technical education - from
preschool to secondary school level).

Partnerships - Regio partnership
- Project between local and regional
authorities with a role in school education;
- Cooperation of 2 regions;
- Objective - to enrich the educational offer
for school aged young people by supporting the
cooperation between school education
authorities, schools and other educational
providers in different European regions.

eTwinning
A special part of LLP programme that enables teachers, pupils and
students in 32 European countries to work together using
Information and Communication Technology (ICT).

Enables organisations to:
- Work with partners from across Europe
- Exchange best practices
- Increase their staff’s expertise
Who can apply?
- VET schools or institutions providing learning opportuinities for VET,
enterprises, associations, chambers, social partners …
!At least one full partner should represent the world of work!
- Duration: 2 years
- Minimun number of partners: 3 from 3 different countries
- Grant: LUMP SUM (local activities and mobilities)

Leonardo – Transfer of inovation
AIM: to improve the quality and attractiveness of VET in the participating
countries by transferring existing innovations to new legal, systemic,
sector, linguistic, socio-cultural and geographic environments through
working with transnational partners. Innovation transfer projects
generate synergies by exploiting existing VET innovations (no "re-
inventing the wheel").
Duration: 12 – 24 months
Minimun number of partners: 3 from different countries
Co-financing: Up to 75 % eligible costs of the project
Budget: Up to 150.000 €/year (may vary in different countries)

How to start a project - at your
school?
- An idea, theme of the project,
- Try to find an internal / local/ regional project and
upgrade/expand it with the european dimension / european
partners,
- An added value is important – not only the content of the
project,
- Not too complicate, exotic – project should be part of the
regular curricula,
- You don‘t need to be „Einstein“ to receive funds from LLP,
- Establishing project team,
- Support of the principal is needed.

While writing the application:
- Team work is crucial,
- Set „internal“ deadlines for all relevant tasks,
- Choose lead writer,
- Do not rush,

- Allow time for printing, translating and posting,
