            COMMUNITY FACILITATION GRANTS

              GUIDELINES AND APPLICATION FORM

   Do you have a great idea to help your community support the
    development of young children?

   Do you need some funding to help get your project up and
    running?

   If so, the Australian Early Development Index (AEDI) is offering
    small facilitation grants of up to $2,000 that will further engage
    your group or network.

Contact your Local Council to discuss if they are able to support you. Details
for Councils are available through the Local Government Association
website: http://www.lga.sa.gov.au/

The initial contact point at your local Council may be the Community
Services Officer or, in smaller Councils, the person dealing with community
services functions.

                       APPLICATION GUIDELINES

BACKGROUND INFORMATION ABOUT AEDI
Research shows that investing resources and energy into children’s early years, when
their brains are developing rapidly, will bring life-long benefits to them and to the whole
community. The Australian Early Development Index (AEDI) is a measure of how young
children are developing in different communities. This information enables communities
and governments to pinpoint the types of services, resources and supports young
children and their families need to give children the best possible start in life.

It is within this context that the Council of Australian Governments (COAG) has
recognised the need for all communities to have information about early childhood
development, and has endorsed the Australian Early Development Index (AEDI) as a
national progress measure of early childhood development. The AEDI is being conducted
by the Centre for Community Child Health at The Royal Children’s Hospital, Melbourne, in
partnership with the Telethon Institute for Child Health Research in Perth.

The Department of Education and Children’s Services (DECS) is working in conjunction
with other agencies including Catholic and Independent Education sectors, Children,
Youth and Women’s Health Service, Local Government Association, and Department for
Families and Communities. DECS is the lead agency for South Australia for the AEDI
and is offering facilitation grants of up to $2,000 for communities to further support young
children.

WHO CAN APPLY?

Interagency and community groups looking to use the AEDI and undertake initiatives in
the community that will improve outcomes for young children. Groups might include:

    Local Government related community groups
    Interagency groups
    Non government organisations
    Cultural organisations
    Art organisations
    Volunteer groups.

ELIGIBLE PROJECTS
Facilitation grants are not intended to support or initiate long term, ongoing or current
programs, but rather to support local communities to pinpoint a resource or service that
will support young children and families to help give them the best possible start in life.
Groups are encouraged to work together with Local Councils.
Projects may use the facilitation grant money to, for example
    raise awareness of issues important for early childhood development
    engage the community in identifying issues and solutions
    increase the capacity of the community to support early childhood
    undertake analysis of data for the local community
    map local services and assets
    promote or develop local activities
    document successful initiatives
    provide a crèche, hire venues or cater for meetings
    provide other support for community groups to develop ideas and actions

Groups that successfully applied for AEDI Facilitation Grants in 2010 are eligible to apply
again in 2011.

FUNDING AMOUNTS AND TIME LINES
Facilitation grants of up to $2,000 will be made available to support early childhood
development in local communities.

HOW TO APPLY
    Read the Application Guidelines and Terms and Conditions included in this
     document to determine whether your organisation and project meets the criteria.
    Use and complete the official AEDI application form.
    Send the completed application form to the AEDI Project Support Officer by the
     closing date 5:00 pm 6th May 2011. Send to

    All applications received by the closing date will be reviewed by an independent
     panel against the grant criteria (see below). You will be notified in writing whether or
     not the application is successful.

THE CRITERIA

The application must address the following criteria and include an action plan for your
AEDI project. Criteria for consideration will:
   Target Children and their families 0-5 years of age.
   Use AEDI data as evidence. Other data sets maybe used along with the AEDI
    results to strengthen your application, but is not essential.
   Make links with other supporting or partner organisations such as Local
    Government, Health, Parent groups. etc
   Demonstrate ongoing impact to children and families
   Identify a plan of action to engage and respond to the data

Grant applications are not likely to be successful if funding is requested for
    programs or service delivery that cannot be sustained
    capital works
    it is not clear how the AEDI results will be used in the project
    the project does not focus on early childhood (birth to 5 years)
    initiatives that would be undertaken as the usual business of a service or agency


REPORTING REQUIREMENTS
Projects will be required to report on outcomes of the project and expenditure of the grant
no later than one month after completion of the proposed and agreed project timeline, and
within 12 months of the grant being received. (refer to No 10. Project Budget Summary
and Report)

The Report must include a financial statement signed by the persons responsible for
managing the project and its finances.

TERMS AND CONDITIONS
1.   The AEDI project “Building Better Communities for Children” within DECS will
     administer funding provided to the successful applicants.

2.   The grant must be used in the manner and for the purpose as stated in the approved
     application.

3.   If at any time the project is no longer possible and cannot be completed in the
     manner described in the approved application, the grantee must advise the AEDI
     Project Officer and any unspent grant monies shall be returned to the AEDI project
     in DECS. Any variations to the approved project must be sought in writing and
     approved.

4.   The approved grant shall be expended and project activities completed by the
     approved timeline. Any extensions of time must be sought in writing and approved.

5.   The grantee will complete and submit a final project report, including the budget
     report, outlining the outcomes no later than one month after the completion of the
     project.

6.   Should the actual total project costs be more than the proposed project costs in the
     approved application, DECS will not be obliged to pay any additional monies.

7.   The AEDI Project in DECS will accept no liability for any claims for loss or damage
     to property or injury or death to persons from activities carried out by the grantee in
     relation to the project.

8.   All monies provided are GST exclusive.

9.   The AEDI Project in DECS reserves the right to use any materials photos and
     information related to the project in their AEDI promotional material and upon their
     respective websites.

10. These terms and conditions are to be read together with the approved application,
    the guidelines and the Letter of Agreement from the AEDI Project in DECS. They
    will all form the terms of the agreement for the grant.
