1. Welcome and Introductions
Judge Leifman gave opening remarks
and asked that everyone introduce
themselves, including the OCI staff.
Rose Patterson went over

Judge Leifman provided an overview of
minutes and reminded everyone of the
importance of addressing the charges
of the task force. Stated that charges
are specific with broad discretion to
tackle the various substance abuse and
mental issues.

2. Legislative update and issues for next
session
Judge Leifman stated that it was a brutal
legislation session this past year. Senate
chair is not supportive of mental health
and substance abuse treatment. Able to

Mr. Soffrin explained the impact of the
legislative on the DCF. They lost significant
SAMH staffing resources. Lost 50% of staff
in field and 30% at state level. Overall,

underway. Looking at DOC, DCF, DJJ
coming together for food service contracts
for Florida State Hospital.
Senate has an interim project looking
at forensic redesign.
Judge Leifman provided and overview
of the forensic mental health pilot
program. 0% recidivism rate for pilot
project in Dade. It is proving to be very
successful. Bill passed the Senate but
not the House this past year.
Judge Maney provided an overview of
the Veterans legislation which died in
both the Senate and House.
Judge Farnell spoke about the new
Veteran’s Court initiative in Pinellas
County.
Judge May provided an overview of the
re-entry bill (SB 1334 and HB 917)
which did not pass this past year. Bill
was designed to allow offenders to
step down into the community with
treatment and supervision as a special
condition of drug offender probation
during the last year of incarceration by
recommendation of the sentencing
judge. Senator Bogdanoff plans to file
the bill next year. FADCP will support
the bill and she hopes this Task Force
will support it as well.

draft legislative issues for next year.
