                             Introduction



                 INTRODUCTION

Description of the System

The Kentucky Legislation Review (KLR) System was developed to
streamline and automate the process used by agencies to review
and respond to pending legislation during session of the Kentucky
General Assembly. In particular, the Governor’s Office uses this
system to find out a Bill’s impact on the various agencies of state
government. KLR is used to assign Bills for review, review an
assigned Bill electronically, submit Reviews of Bills, browse
pending legislation, and generate reports. The first KLR System
was developed and used for the 1998 Legislative session. The sys-
tem has been updated and improved for each of the succeeding
Legislative sessions.


The KLR System contains summary text of Bills and resolutions
introduced in both the House and the Senate for the current
Legislative Session. Bill activities, amendments, and substitutions
are also included. Users unfamiliar with the abbreviations and
coding scheme used by the Legislative Research Commission and
the General Assembly to identify these entries are referred to
Appendix B for a description of those coding schemes.


The KLR System database is updated nightly from information maintained
by the Legislative Research Commission. In addition, Reviews from pre-
vious Legislative Sessions will also be available to Users from the KLR
database.


The current system is built on the former Windows-based KLR
System. The same basic functions are preserved; however, the
interface is now browser-based and accessible through Internet
Explorer only. Updates, notifications, and other pertinent
information about the System will be available on the KLR website:

The KLR System was designed to be easy to learn and easy to
use. Standard Windows cut-and-paste functions are available for
use in the Reviews to help minimize repetitive data entry.


The current system is result of suggested improvements submitted
by prior Users. Further suggestions can be forwarded to the COT
design team through each agency’s KLR security administrator.
Refer to the KLR website (http://klr.ky.gov/) for the current list of
agency KLR security administrators.


General System Notes:

      On any screens in which there are required entry fields,
       those required fields are displayed in a pale yellow
       background color after the ENTER key is pressed.
      On the Reviews screens, spelling will be checked after the
       User presses the TAB key.
      Text may be copied by highlighting the text to be copied then
       using the Copy command from the shortcut menu (right
       mouse click) or by pressing the CTRL-C keyboard
       combination.
      Copied text may be pasted by placing the cursor in the text
       box to which the text is to be copied and then using the
       Paste command from the shortcut menu (right mouse click)
       or by pressing the CTRL-V keyboard combination.
      Instead of ENTER, TAB is usually used to complete an action.

Train-the-Trainer
The method to be used for training KLR System Users is the “Train-
the-Trainer” (TTT) method. Agencies have been requested to send
representatives to the training sessions delivered by the Governor's
Office for Technology’s Division of Information Technology Training
staff during December, prior to the opening of the Legislative
session. These attendees will be responsible for training the rest of
the agency’s KLR Users by the beginning of the Legislative
Session.


Assistance from the COT Division of Information Technology
Training can be obtained to aid agency KLR trainers. This manual
will be available on the KLR website in MS Word format. It can be
used as is or adapted for each agency’s training efforts. While
material pertinent to all User levels will be presented during the TTT
workshops, agency trainers are encouraged to present level-
specific training to their Users and to use only those sections of the
training manual that are appropriate for that session’s attendees.

User Access Levels
There are six levels of access in the KLR System to which each User may
be assigned. Each User is usually assigned to one of the six by their
agency’s KLR security administrator. Users at all levels can read all of the
Bill information available through KLR. The levels are:


      Level 1 – GOV (Governor’s Office)
       Users at this level are assigned by the COT KLR security ad-
       ministrators and are usually in the Governor’s Office. GOV
       Users can assign Bills to agencies (but not to individual
       Users) and read the Reviews returned that reflect a
       cabinet/agency’s official position on that legislation. When a
       GOV level User assigns a Bill to a cabinet/agency, that
       Assignment will go to all of the Level 2 Users in that
       cabinet/agency.
      Level 2 – Cabinet
       A cabinet/agency’s KLR security administrator assigns Users to
       this level.
           o Cabinet Users can assign Bills to Department-,
             Division- and Reviewer-level Users in their agencies
             and read all completed Reviews in their agency.
           o Cabinet Users can “self-assign” Bills that have not
             been assigned from Level 1 to their agencies.
           o Cabinet Users can save, update, and complete
             Reviews. When a Bill is assigned to an agency, by
             any means, an empty Review record is created for
             each of the agency’s Cabinet Users.
           o    One, and only one, Cabinet User shall determine
               the agency’s “official” position on each reviewed Bill
               and forward that Review to Level 1 (the Governor’s
               Office).
      Level 3 – Department
       An agency’s KLR security administrator assigns Users to this
       level. Smaller agencies may not use this level.
           o Department Users can assign Bills to Division- and
             Reviewer-level Users within their agencies and read
             all completed Reviews in their agency.
           o They can “self-assign” Bills that have been assigned
             to the agency from Levels 1 or 2.

       o Department Users can save, update, and complete

         User by any means, an empty Review record is
         created for that User.
   Level 4 – Division
    An agency’s KLR security administrator assigns Users to this

         Users within their agencies and read all completed
         Reviews in their agency.
       o They can “self-assign” Bills that have been assigned
         to the agency from Levels 1 or 2.
       o Division Users can save, update, and complete
         Reviews. When a Bill is assigned to a Division User
         by any means, an empty Review record is created for
         that User.
   Level 5 – Reviewer
    An agency’s KLR security administrator assigns Users to this
    level.
       o Reviewer Users cannot assign Bills to other Users,
         but can read all completed Reviews in their agency.
       o They can “self-assign” Bills that have been assigned
         to the agency from Levels 1 or 2.
       o Reviewer Users can save, update, and complete
         Reviews. When a Bill is assigned to a Reviewer User
         by any means, an empty Review record is created for
         that User.
   Level 6 – Browser
    An agency’s KLR security administrator assigns Users to this
    level.
       o Browser Users cannot assign Bills to other Users, but
         can read all completed Reviews in their agency.
       o Browser Users cannot “self-assign” Bills.
       o Browsers can print reports and create a list of
         Favorite Bills.

Installation

There will be no formal installation of the KLR software in this
revision. As a browser-based application, KLR will now be
accessed through a URL on the World Wide Web. The browser
must be Internet Explorer 5.5 (SR-1) or higher. KLR will not operate
with other browsers (such as the AOL interface or Apple
Macintoshes).


Minimum system requirements to operate the KLR System are:
      Intel 80486 computer, or compatible, with at least a 25 MHz
       processor
      Windows NT 3.41 or higher (with 16 MB of RAM). Note:
       Windows VISTA is not a supported operating system.
      30 MB of free hard disk space
      Mouse
      Modem or network interface card
      Monitor, with screen resolution set at 800x600
      MS Internet Explorer 5.5 (with Service Pack 1) or higher (will
       not work with Netscape). NOTE: Internet Explorer 7.0 is not
       supported.
      MS Word 97, or higher (required for the spell check feature)


Users are able to check their workstations for full utilization of all
KLR features - especially the spell-check and reports features - by
conducting a systems check. See Appendix C for details.

KLR User support will be two-pronged:
      For issues relating to access to the KLR System (such as
       lost or forCOTtenforgotten passwords), Users should contact
       their agency KLR security administrator. If the KLR security
       administrator cannot resolve the issue, the Administrator will
       contact the COT System Administrator.
      For issues relating to the operation of the KLR System
       (such as confusion on how to access old Reviews), Users
       should contact their agency KLR trainer. If the KLR Trainer
       cannot resolve the issue, the Trainer will contact the COT
       Help Desk (502/564-7576). If the Help Desk personnel
       cannot resolve the issue they will contact the COT KLR
       System Administrator.

Logging In




The first time Users log in, they will access the KLR System from the
KLR website. They may add the KLR login screen to their list of Favorites
in Internet Explorer or may create a shortcut to the login screen on their
desktops. Either of these will make it easier to access the KLR System in
the future.

User IDs and Passwords

Following these steps can change your password:
    1. From KLR’s Menu Bar (Main Menu) place the cursor over the
       word Administration.
    2. The sub-menu will drop down.
    3. Select Change Password by placing the cursor and click on the
       words Change Password.




   4. The Change Password screen will be displayed.

   5. Enter your Old Password and then tab to the next field (New
      Password). Enter your New Password and tab to the next field
      (Confirm New Password) and type your New Password again,
      just as it was entered in the New Password field. Tab out of the
      Confirm New Password box and both buttons will become active.
                 Update Passw ord
       The                           button will change your Password.   The
        Cancel
              button will clear the changes you entered and your
       Password will not be changed.

Note the following features about KLR’s security:
    The Password must be a minimum eight (8) characters and
       maximum up to 32 characters and is case sensitive.
    The Password must have one (1) numeric character.
    The Password will expire every 30 days. The system notifies the
       user when their Password is within 3 days of expiring.
    The expired Password cannot be used as the changed password.
    After 3 unsuccessful login attempts the user will be redirected to
       the KLR Home page. Click the LOGIN FAILED button to find
       out how to regain access to KLR.

COT Guidelines for Passwords:
   Kept confidential – the KLR system does encrypt passwords but
     it's the user's responsibility to keep them confidential.
   Changed every 31 days unless otherwise approved – KLR requires
     passwords be changed every 30 days and will prompt the user 3
     days before expiration.
   Changed whenever there is a chance the password or the system
     could be compromised – This is a policy issue.
   Encrypted when held in storage – KLR does this.
   Mixed-case alphabetic OR include non-alphabetic characters –
     KLR requires the password to contain at least one non-alphabetic
     character.
   Password history must be maintained for at least 12 passwords so
     they can't be reused – KLR does not currently enforce this,
     however the previous password is not allowed.
   Must not be repeated sequences of numbers or letters - For
     example, AAAAAAAA or 222222222. This is a policy issue.
   Must not be contained in any English or foreign language
     dictionary – This is a policy issue.
   Must not be stored in any file, program, command list, procedure,
     macro, or script where it is susceptible - This is a policy issue.
   Must not be name of person, place, or thing that is easily identified
     with the user - Again, this is a policy issue.
   Must not be the same as the User ID – This is a policy issue, but
     the next release of the KLR system may enforce this.
   Must not be displayed during entry process – The KLR system
     does not display the password on the screen.
   Password must be minimum of 8 characters in length. The KLR
     system enforces this.
   Users must be locked out after 3 consecutive failed attempts. The
     KLR system will enforce this.
   Users that are locked out after 3rd attempt require a system
     administrator to change to default password. The default password
     must be changed immediately by user. The KLR system will
     enforce this.
   Number of concurrent connections must be set to one (1) to
     disallow the same login from access the system concurrently. The
     KLR system does not currently enforce this.

As a convenience, Users may place the KLR URL on their desktops
by the creation of a shortcut.

E-Mail Linkage
The agency KLR security administrators must enter an email
address when creating a User ID. As previously stated, the new
system will facilitate informing Users through emails about new
assignments, assignment deletion and Bills that pass specific
milestones. The system will automatically send emails under those
circumstances about every 10 minutes.
A User will be able to have multiple email addresses to receive
notifications in multiple email accounts. Users can use any mail
software to read the emails.

Level 1 (GOV) Users are primarily responsible for assigning Bills to
agencies and receiving the agencies’ official responses to
legislation that affect their missions and operations. All of these
Users are in the Governor’s Office or attached to the Governor’s
Office for purposes of the Legislative Session.


The Workbasket

The Workbasket is where all of Reviews that are have been sent to
the Governor’s Office from the cabinets/agencies (Level 2) appear.
Most of a User’s interface with the KLR System will be done
through the Workbasket.

Viewing Information About Bills

A User may view either summary or detailed information about any
Bill. The summary information is stored in the KLR database and is
updated nightly during the Session. The detailed information is
available through a link to the LRC database and is updated by the
LRC staff nightly during the Session.

Assigning Bills

This procedure is used by the Governor’s Office after they receive a notice
of a new piece of legislation to assign a Bill to an agency or cabinet. Level
1 (GOV) Users cannot assign Bills to individuals. When the Bill is as-
signed to an agency or cabinet, all of the Level 2 Users in that cabinet/
agency receive the assignment.

When the Legislature has acted on a piece of legislation, there will
be no need to keep the positions of the cabinets/agencies in the
Workbasket so the User may remove those Reviews from the

of a User’s interface with the KLR System will be done through the
Workbasket.

Assigning Bills

There are two procedures used to assign Bills to Users. The first
procedure, Agency Assignments, is used by Level 2 (Cabinet)
Users to “self-assign” a Bill – that is to assign a Bill to their
cabinet/agency that the Governor’s Office has not. When the Bill is
assigned to the cabinet/ agency, all of the Level 2 Users in that
cabinet/agency receive the Assignment and receive email
notification of the Assignment.
The second procedure, User Assignments, is used to assign the
Bill for Review to Users in their cabinet/agency. When the Bill is
assigned to an individual User, that User receives email notification
of the Assignment.


   1. Assignment Business Rule #1: Level 2 (Cabinet) Users may
      self-assign any Bill.
   2. Assignment Business Rule #2: Level 2 (Cabinet) Users can
      assign to Level 3, 4, or 5 Users.

Note: We will not be using the email notification feature on the new
KLR System during this training.

Email messages are sent automatically to the User to which the Bill
is assigned for Reviews. These messages may be sent to multiple
addresses for one User if more than one email address was
entered by the agency KLR security administrator for that User.
This will enable a User to receive the assignment notice while away
from the office.

Email messages are also sent to Users who have had an
Assignment deleted. An Assignment can only be deleted by the
person who assigned the Bill.

When a User receives notification about an Assignment or would

information about a Bill.
A User may view either summary or detailed information about any
Bill. The summary information is stored in the KLR database and is
updated nightly during the Session. The detailed information is
available through a link to the LRC database and is updated by the
LRC staff nightly during the Session.

Reviews completed by other Users.

Create Reviews
Level 2 (Cabinet) Users can create Reviews on Bills that have been
assigned. Reviews can be created from scratch or from using the
Reviews of others in the cabinet/agency. The others’ Reviews may
be copied in whole or in part.

Creating a Review from Scratch

Assigning Bills

User Assignments is used to assign the Bill for Review. When the
Bill is assigned to an individual User, that User receives email
notification of the Assignment.


   1. Assignment Business Rule #1: Level 3 (Department) Users
      may self-assign Bills that have been assigned to the
      cabinet/agency by one of the agency’s Cabinet Users or by
      the Governor’s Office.
   2. Assignment Business Rule #2: Level 3 (Department) Users
      can assign to Level 4 and 5 Users.

Note: We will not be using the email notification feature on the new
KLR System during this training.

Email messages are sent automatically to the User to which the Bill
is assigned for Reviews. These messages may be sent to multiple
addresses for one User if more than one email address was
entered by the agency KLR security administrator for that User.
This will enable a User to receive the assignment notice while away
from the office.

Email messages are also sent to Users who have had an
Assignment deleted. An Assignment can only be deleted by the
person who assigned the Bill.

Viewing Information About Bills

When a User receives notification about an Assignment or would
just like to see what a Bill is about, he/she may want to view the
information about a Bill.
A User may view either summary or detailed information about any
Bill. The summary information is stored in the KLR database and is
updated nightly during the Session. The detailed information is
available through a link to the LRC database and is updated by the
LRC staff nightly during the Session.

Reviews are available in the current KLR System beginning with
the 2001 Legislative Session.


Users may see any Reviews completed by Users in their agencies/
cabinets. While Users are working on their Reviews and have only
Saved them, others cannot see the Reviews. Only Completed
Reviews are available for others to view. Users cannot revise
Reviews completed by other Users.

Users can create Reviews on Bills that have been assigned.
Reviews can be created from scratch or from using the Reviews of
others in the cabinet/agency. The others’ Reviews may be copied in
whole or in part.

Level 4 Users are primarily responsible for assigning Bills to
individuals in their agencies and for completing Reviews.


The Workbasket
The Workbasket is where all of the Bills that have been assigned
appear and where Reviews that are being worked on appear. Most
of a User’s interface with the KLR System will be done through the
Workbasket.

Assigning Bills

User Assignments is used to assign the Bill for Review. When the
Bill is assigned to an individual User, that User receives email
notification of the Assignment.


   1. Assignment Business Rule #1: Level 4 (Division) Users may
      self-assign Bills that have been assigned to the
      cabinet/agency by one of the agency’s Cabinet Users or by
      the Governor’s Office.
   2. Assignment Business Rule #2: Level 4 (Division) Users can
      assign to Level 5 Users.

Note: We will not be using the email notification feature on the new
KLR System during this training.

Email messages are sent automatically to the User to which the Bill
is assigned for Reviews. These messages may be sent to multiple
addresses for one User if more than one email address was
entered by the agency KLR security administrator for that User.
This will enable a User to receive the assignment notice while away
from the office.

Email messages are also sent to Users who have had an
Assignment deleted. An Assignment can only be deleted by the
person who assigned the Bill.

Viewing Information About Bills

When a User receives notification about an Assignment or would
just like to see what a Bill is about, he/she may want to view the
information about a Bill.
A User may view either summary or detailed information about any
Bill. The summary information is stored in the KLR database and is
updated nightly during the Session. The detailed information is
available through a link to the LRC database and is updated by the
LRC staff nightly during the Session.

Reviews are available in the current KLR System beginning with
the 2001 Legislative Session.


Users may see any Reviews completed by Users in their agencies/
cabinets. While Users are working on their Reviews and have only
Saved them, others cannot see the Reviews. Only Completed
Reviews are available for others to view. Users cannot revise
Reviews completed by other Users.

Reviews can be created from scratch or from using the Reviews of

Assigning Bills

User Assignments is used to assign the Bill for Review. When the
Bill is assigned to an individual User, that User receives email
notification of the Assignment.


   1. Assignment Business Rule #1: Level 5 (Reviewer) Users
      may self-assign Bills that have been assigned to the
      cabinet/agency by one of the agency’s Cabinet Users or by
      the Governor’s Office.
   2. Assignment Business Rule #2: Level 54 (Reviewer) Users
      cannot assign to other Users.

Note: We will not be using the email notification feature on the new
KLR System during this training.

Email messages are sent automatically to the User to which the Bill
is assigned for Reviews. These messages may be sent to multiple
addresses for one User if more than one email address was
entered by the agency KLR security administrator for that User.
This will enable a User to receive the assignment notice while away
from the office.

Email messages are also sent to Users who have had an
Assignment deleted. An Assignment can only be deleted by the
person who assigned the Bill.

When a User receives notification about an Assignment or would

A User may view either summary or detailed information about any
Bill. The summary information is stored in the KLR database and is
updated nightly during the Session. The detailed information is
available through a link to the LRC database and is updated by the
LRC staff nightly during the Session.

Reviews completed by other Users.

Users can create Reviews on Bills that have been assigned.

Creating an Additional Review

A User may wish to create a Review for an amended Bill after the

Viewing Information About Bills

When a User would like to see what a Bill is about, he/she may
want to view the information about a Bill.
A User may view either summary or detailed information about any
Bill. The summary information is stored in the KLR database and is
updated nightly during the Session. The detailed information is
available through a link to the LRC database and is updated by the
LRC staff nightly during the Session.

Reviews are available in the current KLR System beginning with
the 2001 Legislative Session.


Users may see any Reviews completed by Users in their agencies/
cabinets. While Users are working on their Reviews and have only
Saved them, others cannot see the Reviews. Only Completed
Reviews are available for others to view. Users cannot revise
Reviews completed by other Users.

Enhancements
These are enhancements that have been requested for the KLR
System by past Users. As many of these requests as possible were
included in this new, browser-based KLR System. In future
versions, as many of these, and other, requested enhancements as
possible will be incorporated.

Improvements
These are the major improvements incorporated in the 2002
version of the KLR System.

   1. Sorting can be accomplished by clicking on the column
       heading. Clicking a second time and the reverses the sort.
       This allows a User to quickly find the end of a list of items
       and return quickly to the beginning.
   2. Use of “drag and drop” to move columns on screens. First
       name columns can be placed in front of the last name or visa
       versa. This allows a User to customize their view of a
       screen.
   3. System security will require Users to change their
       passwords every 31 days and will lock out a User who has
       been unsuccessful with 3 login attempts. The database and
       the application will reside on different servers and be
       available 24 x 7. These improvements mean that the KLR
       System is more secure than ever.
   4. Automated email messages will be sent to a person who
       has been assigned a Bill to review when the Assignment has
       been made or when the Assignment has been deleted. An
       automated email message will be sent to the person who
       made an Assignment when the assignee has completed
       their Review. These emails will serve to prompt the Users
       and help them manage the flow of their KLR related work.
   5. Selecting multiple Users and clicking one button can make
       multiple assignments. This will save the User time.
   6. Users may change their own passwords for the application.
       This will reduce the costs for system support and provide
       added convenience to the Users.
   7. Adding new Users to the system, revising email addresses
       and User levels is done by the agency’s KLR security
       administrator. This will reduce the costs for system support
       and provide added convenience to the Users.
   8. The COT system administrator can revise the list of recom-
       mendation types without changing the program code. This
       reduces maintenance costs and errors incurred when the
       programs are recompiled.
   9. Users have access to support within their own agency.
       This means the person who can help a User to nearby and
       has received extensive training on the system.
   10. Users may create multiple Reviews on a Bill or
       Amendment. This allows a record to be maintained of all of a
       User’s Reviews.
   11. Users may delete a Review that they have been working on.
       This must be done prior to marking it complete.

12. Completed Reviews are only available within the agency
    for which the reviewer is assigned. This means a User’s
    Review and comments are not shared outside their agency.
13. Users may view the Assignment that has been made to them
    by using the new Workbasket. From there they may select a
    Bill to review. This means that Users do not need to search
    the entire list of Assignments to find the one they should
    work on.
14. When a User completes an assignment it is automatically
    removed from their Workbasket. This will keep the
    Workbasket from containing Assignments that the User does
    not need to be concerned with.
15. Users may remove an assignment (hide) from their
    Workbasket without completing the Review and retrieve it
    (unhide) should they need to. This allows Users to maintain
    their Workbasket and manage their work.

Downloading an upgrade for the Internet
Explorer from Microsoft:
Follow these steps:
   1. Launch IE by clicking on the IE icon on the desktop of the
      PC      screen   or    click   on    the   following  URL:
      http://www.microsoft.com/.
      If you did not use the hyper-link above type the URL on the
      address line and press the Enter key on the keyboard.

   2. From the Microsoft home page select the tab for Downloads.
      A sub-menu will drop down from which you will select
      Download Center.




   3. At the Download Center select the version you wish to
      download. IE 5.5 SP1 was number 7 on the Top Downloads
      list, today.

   4. On the download screen for IE 5.5 SP1 you must select the
      language and click on the GO button.




   5. From the next screen, just click on the words Internet
      Explorer 5.5 SP1 under the blue heading in the middle of the
      page near the right side of the page.




   6. Run the program from its location (without downloading it to
      your PC. You will be prompted when the procedure is
      complete.

Changing the ActiveX control settings on IE:
Users who have administrative privileges on their PC can change
the settings on the browser. Users who do not have administrative
privileges (a message will be displayed after a user attempts to
change the setting) should contact PC support for their agency.

Launch the browser and place the cursor on the word Tools found
on the top menu bar. From the drop down list select Internet
Options by double-clicking the mouse.




On the Security tab click on Internet and then click on the Custom
Level button.




The first five choices pertain to ActiveX control settings and the
user must change each by clicking on the radio button for Enable.
When this has been completed select the OK button at the bottom
of the open box.

Answer Yes when asked if you are sure you want to make the
changes.




User will be returned to the Security tab where they must click on
Local Internet and then click on the Custom Level button as they
did above.

Set the first five settings as they did above and select OK to close.
Answer Yes as above.

Now they will close the Internet Options box by clicking on the OK
button and they will be returned to the page at which they began.

Perform System Check:
A user may experience problems viewing lists from the system or
with the spell-checking feature when their browser’s ActiveX
settings are incorrect. The user may perform a system check by
performing the following steps:

   1. Login the system and from the Main Menu point to the word
      Administration. The sub-menu will drop down. Select System
      Check by pointing and clicking with the mouse. The KLR
      Test Screen will be displayed.

   2. From this screen, the user will point and click on the Fill
      Listview button. The expected result is a list of bills will be
      displayed on the left side of the screen. If a list of bills is not
      displayed, the user should check the ActiveX settings for the
      workstation (PC).

   3. The user will then click on the Check Spelling button. The
      expected result is the spell checking feature from MS Word
      will be displayed and the misspelled words highlighted. If the
      test did not find any misspelled words, the user should check
      the ActiveX settings for the workstation (PC)

   4. The user will select the Cancel button in the spell-checking
      window.

   5. The user may end the system test by closing the window
      using the  box in the upper right hand corner.
