PLANNING APPLICATION – HATFIELD POWER PARK
Further to Minute No. 161b (08/1033/CON), neither Richard Budge nor his representative had
been able to attend the meeting and a letter had been received explaining the current position.
The letter also indicated that approval for the link road to Junction 5 M18/M180 had been
given and the road was due to be completed by the end of 2009. Further public consultation is
to take place in the near future.
Resolved: that Richard Budge or his representative is invited to attend the next meeting of the
Town Council and that the meeting is to commence at 6.30pm.
1 APPOINTMENT OF TOWN MAYOR
Resolved: that Councillor B Jackson is elected Town Mayor for the year 2008/09.
Councillor Jackson duly signed the Declaration of Acceptance of Office.
Councillor Brown wished to place on record his thanks to his colleagues for all their help
during his year as Mayor. Members thanked Councillor Brown for his excellent work
during his year as Town Mayor.
2 MATTERS RAISED BY MEMBERS OF THE PUBLIC
A member of the public attended the meeting requesting an explanation as to why the
Town Council had made observations in respect of a planning application that he had
submitted. He was advised to contact the planning department if he required further
Football Visit from Merksplas
A member of the public referred to the recent visit by a team of footballers from
Merksplas. The visit was a great success and enjoyed by all.
3 ACCEPTANCE OF APOLOGIES FOR ABSENCE
Apologies for absence were received and accepted from Councillor D Fiennes-Gregory.
4 DECLARATIONS OF INTEREST
The Town Mayor, Councillor B Jackson, together with Councillors T Gibbs, E Durdy and
Mrs P Panks declared a prejudicial interest in Minute No 10f, being members of Hatfield
Area Young Persons’ Support Group. The same Members declared a personal interest in
Minute No 13h, for the same reason.
5 POLICE/PCSO REPORT
Sergeant Richard Barnes from the Safer Neighbourhood Team and PCSO Peter Gilliland
attended the meeting and the following matters were raised:-
a Parking Issues
It was reported that a joint parking operation had been conducted in High Street, Hatfield,
involving a PCSO and Parking Attendants employed by Doncaster MBC. Peter Gilliland
explained that there were certain situations when parking is allowed, for example,
loading and unloading, Royal Mail vehicles and disabled badge holders. Several drivers
were warned about their actions. A further operation is to be undertaken in June.
b Attendance at Town Council Meetings
Sergeant Richard Barnes indicated that he would try to attend as many meetings as
possible but requested information on a regular basis as and when issues arose.
c The Crescent, Dunscroft
Members referred to continuing problems in The Crescent and Sergeant Barnes indicated
that CCTV cameras were in operation and he was aware of the problems.

The Minutes of the Meeting of the Town Council held on Monday 14 April 2008 were
approved as a correct record and signed by the Town Mayor, Councillor B Jackson,
subject to the following amendment:-

161a (08/1069/FUL) and not as stated.
10 MATTERS ARISING FROM THE MINUTES
a Dog Fouling - Dunscroft Miners’ Welfare
Further to the above, which was raised by a member of the public, the Clerk had received a
response from the Neighbourhood Manager, Doncaster MBC, indicating that dog patrols
were to be undertaken on the Miners’ Welfare.
b Councillors’ Surgery
Further to Minute No 158a, two members of the public had attended the surgery. One of
the issues raised was in respect of a grant application made some time ago, to which the
person applying had not received a response. The Clerk indicated that the application had
not been approved and that the applicant had been advised.
Resolved: that the Clerk sends a suitable response to the person concerned.
The other issue related to the poor attendance of Town Council members at the recent
football match between Hatfield Chace and Merksplas FC. Members indicated that they
were unaware of the event, despite the fact that a large advert had been placed in the
“Hatfield Arrow” and referred to in the Town Council newsletter.
Members discussed the format of future Councillors’ Surgeries.
i that the next Councillors’ Surgery is held on Saturday 7 June 2008 with Councillors
Mrs R Chafen and T Gibbs in attendance.
ii that the July surgery is held on Saturday 12 July 2008, with Councillors K Knight
and Mrs I Harrison in attendance, in their capacity, both as DMBC and Town
Councillors. Further Resolved: that DMBC Councillor N Hodges is invited to
attend this Surgery.
iii that joint surgeries are held on a quarterly basis.
iv that the possibility of a charge to Doncaster MBC for the holding of DMBC
surgeries at the Town Council offices is discussed at the next meeting of the Town
v that future arrangements for Councillor’s surgeries are discussed at the October
meeting of the Policy and Resources Committee.
c Youth Activities
Further to Minute No 158b, the Town Mayor, Councillor B Jackson reported that further
meetings of the Hatfield Area Young Persons Support Group had been held and had been
very well attended by both adults and young people. Further meetings were planned.
d Purchase of Transit
Further to Minute No. 160a, the Clerk reported that the Ford Transit Tipper referred to in
the Minutes had been sold and that the Clerk had managed to negotiate the purchase of a
similar vehicle at a cost of £9000, excluding VAT. Councillor J Brown, the Clerk and
Cemetery Supervisor had inspected the vehicle, prior to purchase. The future security of
the vehicle was discussed.
i that the Clerk’s action is confirmed.
ii that a suitable steering lock is purchased.
iii that the Clerk makes enquiries regarding the possibility of fitting a tracker device
to the vehicle.
iv that ‘Hatfield Town Council’ lettering is affixed to the vehicle.
e Abbey Playing Fields – Section 106 Agreement
Further to Minute No 160b, the Clerk had received an email from an officer from
Doncaster MBC indicating that the amount of the Section 106 Agreement had not yet
f Summer Play Scheme 2008
Further to Minute No. 162c, the Clerk reported that had not been able to contact
Stainforth Family Centre, but had received a letter from the Secretary of the Hatfield
Area Young Persons’ Support Group indicating that they would like to organise activities
for young people during the summer holidays. Adults holding the necessary
qualifications would supervise all the activities. The Clerk reminded Members that there
was budget provision amounting to £2500.
Resolved: that summer activities are organised by the Hatfield Area Young Persons’
Support Group and that Town Council funding of up to £1750 is allocated to the
activities. A further £750 may be available to fund further activities during school
holidays later in the year or if the ‘take up’ for the summer activities is good.

g Parish Plans
Further to Minute No. 162i, the Clerk had received information from the Yorkshire Rural
Community Council and had been advised that their representative would be able to
attend a meeting, if required.

Further to Minute No. 162l, the Clerk had been in contact with the village halls in
Dunscroft, Dunsville and Hatfield Woodhouse and had been advised that rooms may be

a Review of the Effectiveness of Internal Audit
Further to Minute No 2d (Audit Committee 10 September 2007), a meeting of the
Working Group was held on Monday 28 April 2008 and notes of the meeting were
produced and circulated to Members. Councillor J Hart reported on the meeting and it

b YLCA – Nominations for Various Positions
The Clerk had received a letter from the YLCA, inviting Councils to provide nominations
for various positions.
Resolved: that Councillor Alan Jones of Sprotbrough Parish Council be nominated for
the position of Chairman of the South Yorkshire Branch and that the Town Mayor,
Councillor B Jackson is nominated as a representative on the Joint Executive Committee.
c YLCA Councillor Training Programme
The Clerk had received a flyer from YLCA regarding two training events to be held
during the next few months. One is entitled “Councillor Skills” and venues include
Askern and Tickhill. The second event is a series of seminars for those interested in the
chairing and leadership of parish and town councils. The local venue is Aston Parish
Rooms, which includes four evening sessions at a cost of £60 plus VAT.
Resolved: that the Councillor Skills Training Course is noted. Further resolved that
Councillor J Hart attends the “In the Chair” seminars at Aston Parish Rooms.
d Computerisation of Burial Records
Further to Minute No 94e, the Clerk reminded Members that a budget provision,
amounting to £2000, had been included for 2008/09 for the computerisation of the burial
records. The system produced by Edge Designs was the preferred option and the Clerk
had been advised that their quotation was still relevant. It will also be necessary for the
data input to be undertaken by a company who specialise in this work and the estimated
cost of this is approximately £1500 plus VAT. This cost can be met from the total budget
Resolved: that the computerisation of the burial records is undertaken as soon as possible
using the system produced by Edge Designs Ltd. and that the data input is undertaken
using external contractors.
e Alleyway side of Ingram Arms, Hatfield
The Clerk had received several complaints from members of the public regarding the
recent decision of the landlord of the Ingram Arms to block off the alleyway between the
Post Office and the Ingram Arms. This matter was also discussed at the Annual Towns
Meeting. The result of the closure means that pedestrians have to walk on the pavement
adjacent to Station Road and because of its narrowness is deemed unsafe, particularly
where pushchairs and mobility scooters are involved.
Resolved: that the Rights of Way Officer, Doncaster MBC is requested to contact the
landlord, with a view to resolving the problem.
f Cemetery of the Year Awards 2008
Further to Minute No 5 (Burial & Recreation Committee 3 December 2007), the Clerk
advised Members that the closing date for entries for the 2008 competition is 31 May and
he indicated that, at this stage, no significant improvements had been made to the
Cemetery since last year’s competition.
Resolved: that the Town Council does not enter the Cemetery of the Year Awards for
2008. Further resolved that discussions for improving the Cemetery’s appearance to
enable the Town Council to enter the competition in 2009, are held.
g Printing of Newsletter
The Clerk had been approached by a company with local connections, enquiring about
the printing of the newsletter, currently undertaken by Doncaster MBC. A quotation had
been submitted and the cost was in excess of that charged by Doncaster MBC.
Resolved: that the Town Council continues to use the services of Doncaster MBC to
undertake the printing of the Town Council newsletter.
h Request for Use of Town Council Land
The Clerk had received a letter from the Secretary of the Hatfield Area Young Persons’
Support Group, enquiring if the Town Council could allocate an area of land, ideally on
Jubilee Park, to the group. The group are to submit applications for external funding and
one of the options is to construct a purpose-built building for young people.
Resolved: that the matter is referred to the next meeting of the Burial & Recreation
Committee and that the Clerk requests additional information.
i YRCC – Renewal of Membership 2008/09
The Clerk had received the annual renewal notice for membership of the Yorkshire Rural
Community Council. The Clerk also referred to the Annual Rural Communities
Building Conference, to be held at Kiveton Park on Saturday 17 May 2008.
Resolved: that the Town Council renews its annual membership at a cost of £35.00.
Further resolved that correspondence regarding the Conference is noted.
j NALC – SLCC Networking Lunch
The Clerk had been advised that a Networking Lunch had been organised for Friday 16
May 2008, in Durham.
Resolved: that the invitation is noted.
k Rights of Way Improvement Plan (Doncaster MBC)
The Clerk had received a letter from the Ramblers Association, asking the Town Council
to support their lobbying for resources to be made available to fully implement the new
Rights of Way Improvement Plan.
Resolved: that the letter is forwarded to the Town Mayor, Councillor B Jackson.
l Annual LCAS Seminar
The Clerk had received details of the Annual LCAS Seminar, the nearest venue being
South Kirkby on 24 July 2008. The main items to be covered are Contracts and
Partnerships and Sensible Risk Management.
Resolved: that subject to availability, the Clerk attends the Seminar, which is free to
members of LCAS.
m SLCC Regional Conference, Harrogate
The Clerk had received details of the SLCC Regional Conference, to be held in Harrogate
on Thursday 12 June 2008. The cost of the Conference is £45.00.
Resolved: that the details are noted.
n South Yorkshire Pension Fund – Employers’ Forum
The Clerk had received details of the Employers’ Forum to be held at the Northern
College on Thursday 17 July 2008.
Resolved: that the details are noted.
o Notice of External Audit
The Clerk had been advised that the External Audit of the Town Council’s accounts for
2007/08 is to take place on 25 July 2008. He had also received a letter from the auditors,
allowing the Town Council to include the ‘Trust’ transactions in the accounts for
2007/08. After 1 April 2009 all these transactions will be in separate accounts.
p Planning Training Sessions
The Clerk had received details, from Doncaster MBC, of a series of Member Training
Sessions relating to planning. A number of these had already been held and the dates
were to be announced in respect of others.
q Planning Applications – New Guidance
The Clerk had received a letter from the Head of Development Manager, Doncaster
MBC, giving details of the changes to the way planning applications are submitted, with
effect from 6 April 2008. Further information is available on Doncaster MBC’s website.
r Robin Hood Airport – Airspace Change Proposal
The Clerk had received a letter from Robin Hood Airport, enclosing the final proposals to
establish controlled air space in the vicinity of the airport.
s Schools’ Library Service
The Clerk had received a letter from the Head of Library and Information Services,
Doncaster MBC informing the Town Council that the summer activities’ programme,
previously held in various libraries, including Hatfield, had now ceased.

t Hatfield Band
The Clerk had been notified that Hatfield Band had won the British Open Senior Trophy
